a0004070.dll Is Missing: Trace and Repair the Legacy Database App

Before replacing anything, answer these three questions:

  1. Which program displays the error? Note the application name, executable name, and installation folder.
  2. When does it happen? Record whether the error appears at Windows sign-in, when opening one program, after an update, or after uninstalling software.
  3. Is the program 32-bit or 64-bit? A legacy application that uses Microsoft Jet is commonly 32-bit, even when Windows is 64-bit.

The filename a0004070.dll appears in reports such as “a0004070.dll was not found,” “the file is missing or corrupted,” and “Error loading a0004070.dll.” The important detail is that a0004070.dll is probably not the normal Microsoft-installed filename for this component.

Public metadata associates the name with Microsoft Jet xBASE ISAM and Microsoft Jet. Microsoft documentation identifies the Jet 4.0 xBase driver as msxbde40.dll, however. That makes a0004070.dll more likely to be a renamed or archived representation of a Jet component than the canonical filename Windows normally loads. Microsoft’s Jet file list is the better reference for the component identity than a DLL-index page.

Do not begin by downloading a file with this name and copying it into System32. First find the application that requested it.

What a0004070.dll is

Microsoft Jet is an old database engine used by legacy Windows programs. Its xBase ISAM component provides access to dBASE-style and related ISAM data sources. Older business, accounting, inventory, database, and utility programs may depend on Jet even though the user never installed Jet separately.

Microsoft documents the Jet 4.0 xBase driver as msxbde40.dll, including its configuration under the Jet 4.0 xBase engine settings. You can review the official component information in Microsoft’s Jet 4.0 cumulative hotfix documentation.

That distinction matters:

  • a0004070.dll is a real searchable filename associated with Jet metadata.
  • It is not established as the official filename installed by current Windows.
  • There is no verified current Microsoft download specifically named a0004070.dll.
  • The application may actually need a canonical Jet file, an application-private copy, or a dependency beside the displayed filename.
  • “The specified module could not be found” can mean that a dependency of the displayed DLL is missing, not necessarily that the displayed DLL alone is absent.

The reported version 4.0.8025.0 appears in third-party metadata, but it should not be treated as a current Microsoft version recommendation.

Is it malware or a Windows system file

The filename alone does not prove malware, and it does not prove that Windows itself is damaged.

A file described as Microsoft Jet xBASE ISAM could be legitimate when it came from:

  • The original installer for an old application.
  • An official Microsoft Jet, Office, or Access-related installation.
  • A trusted application folder with the expected digital signature and file history.

The same filename is unsafe when it came from an unofficial DLL download, an email attachment, a pirated installer, or an unexpected folder. A malicious file can use a familiar Microsoft-related name.

The file location and provenance are more useful than the name. Right-click the file if you have one, select Properties, and check:

  1. Open the Digital Signatures tab.
  2. Select the signer and choose Details.
  3. Confirm that Windows reports a valid signature.
  4. On the General tab, note the complete location.
  5. Compare that location with the application’s documented installation folder.

If there is no Digital Signatures tab, that does not automatically prove the file is malicious, but it is a reason to avoid restoring or copying it until the originating application is verified.

Fix 1: Identify and repair the calling application

This is the safest and most likely fix when only one program fails.

Find the affected program

Read the complete error dialog and note:

  • The program name in the title bar.
  • The executable name, if shown.
  • The folder from which the program starts.
  • Whether the problem occurs for every Windows account or only one.
  • The approximate time of the failure.

If the error appears when launching a shortcut:

  1. Right-click the shortcut.
  2. Select Properties.
  3. Read the Target field.
  4. Record the executable path without changing it.

If the error appears at sign-in, inspect startup entries:

  1. Right-click Start and select Task Manager.
  2. Select Startup apps.
  3. Look for old database, office, accounting, utility, or vendor software.
  4. Select a suspicious entry and choose Disable temporarily.
  5. Restart and check whether the message disappears.

Disabling a startup entry does not repair the program, but it can identify which application is making the request.

Use the program’s repair feature

For a Microsoft Store-style application on Windows 11:

  1. Open Start > Settings.
  2. Select Apps > Installed apps.
  3. Find the affected application.
  4. Select the three-dot menu beside it.
  5. Choose Advanced options.
  6. Select Repair.
  7. Start the application again.

The Repair command attempts to correct the installation without removing its data. Not every application provides this option.

For a traditional desktop application:

  1. Press the Windows key and type Control Panel.
  2. Open Programs > Programs and Features.
  3. Select the affected program.
  4. Choose Repair or Change.
  5. Follow the installer prompts.
  6. Restart Windows if requested.

Some programs include their own launcher repair or file-verification command. Use that when available. It is preferable to replacing a single DLL because the installer can restore the complete set of files, dependencies, registry configuration, and correct architecture.

Reinstall from the original source

If Repair is unavailable or fails:

  1. Back up the application’s documents and database files.
  2. Check the vendor’s instructions for preserving settings.
  3. Uninstall the affected application from Settings > Apps > Installed apps, or from Control Panel > Programs and Features.
  4. Restart Windows.
  5. Install the program again using its original media or the vendor’s official installer.
  6. Apply the vendor’s supported update.
  7. Test the application before restoring optional plug-ins or copied files.

If the application is very old, confirm that its installer supports your Windows version. A reinstall may restore the program but still leave an incompatibility that requires a supported replacement or an isolated virtual machine.

Fix 2: Check antivirus quarantine

Security software may remove a legitimate old database component, particularly if the file is unsigned, unusual, or stored inside an old application folder.

To inspect Microsoft Defender’s records:

  1. Open Start > Settings.
  2. Select Privacy & security > Windows Security.
  3. Open Virus & threat protection.
  4. Select Protection history.
  5. Review entries matching the time the application stopped working.
  6. Open an entry to see the file path and action.

Restore a quarantined file only when all of these are true:

  • The file belongs to the application you identified.
  • The path matches the original installation.
  • The file has a valid expected signature, when one is present.
  • The application came from a trusted installer.
  • A current security scan does not identify the file as a threat.

Microsoft warns that restoring an unsafe file can reintroduce a threat. If the file came from an unofficial DLL site, do not restore it. Remove the questionable installation, run a security scan, and reinstall the complete application from a trusted source.

After a legitimate restoration, update the application or reinstall it so that the vendor’s installer supplies the complete runtime rather than leaving an isolated file in place.

Fix 3: Match the application and database-engine architecture

Microsoft Jet has no native 64-bit version. A 32-bit Jet-dependent program runs under WOW64 on 64-bit Windows. Microsoft explains this limitation in its Jet architecture guidance.

This creates a common mistake: installing a 64-bit database provider for a 32-bit application. The application and provider must use compatible architectures.

To check whether Windows is 64-bit:

  1. Open Start > Settings > System > About.
  2. Read System type.
  3. Note whether Windows is listed as 64-bit or 32-bit.

To check a running application:

  1. Start the application if possible.
  2. Press Ctrl + Shift + Esc to open Task Manager.
  3. Select Details.
  4. Right-click a column heading and choose Select columns if needed.
  5. Look for architecture information where Windows provides it, or consult the application vendor’s documentation.

Do not assume that a file in System32 is 32-bit. On 64-bit Windows, System32 is associated with native 64-bit system files, while SysWOW64 supports 32-bit compatibility. Do not copy the same DLL into both folders.

Fix 4: Distinguish Jet from Access Database Engine

Jet and ACE are related but are not interchangeable fixes.

The Microsoft Access Database Engine 2016 Redistributable supplies ACE database connectivity. Microsoft provides separate installers:

  • AccessDatabaseEngine.exe for 32-bit use.
  • AccessDatabaseEngine_X64.exe for 64-bit use.

The application’s architecture must match the provider’s architecture. The package is not a direct replacement for a0004070.dll, and installing it automatically is not appropriate for every Jet application. Microsoft’s official package information is available through the Access Database Engine 2016 Download Center page.

The package’s support lifecycle ended on October 14, 2025, so treat it as a legacy compatibility component. Follow the application vendor’s requirements, especially if Microsoft Office is already installed. Side-by-side Office and ACE installations can create architecture and provider conflicts.

An application may instead require:

  • The original Jet 4.0 installation.
  • An Office or Access runtime supplied by the vendor.
  • An obsolete Jet 3.5 component.
  • A modernized database provider.
  • A replacement application.

Do not install ACE merely because the error mentions a database DLL.

Fix 5: Repair Windows component files

Use Windows repair commands when more than one program is failing, Windows reports other damaged files, or the problem began after a failed update or system change. These commands may not restore a private DLL shipped inside an application folder.

First install pending updates:

  1. Open Start > Settings > Windows Update.
  2. Select Check for updates.
  3. Install available updates.
  4. Restart Windows.
  5. Test the affected application.

Then run DISM followed by SFC from an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Run:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to complete.
  2. Run:
sfc /scannow
  1. Wait until the verification reaches 100 percent.
  2. Restart Windows.
  3. Test the application again.

Microsoft recommends DISM before SFC. DISM repairs the Windows component store, while SFC checks protected Windows system files. The official procedure is documented in Microsoft’s System File Checker guidance.

If SFC reports that it found and repaired corrupted files, restart and test again. If it reports no integrity violations but the application still fails, the missing component may belong to the application rather than protected Windows resources. Return to application repair and architecture checks.

Repeating SFC without identifying what changed rarely helps. Fix 6: Do not use regsvr32 as a generic DLL repair

regsvr32 is intended for DLLs that expose COM registration entry points. It is not a general-purpose missing-DLL repair tool.

Do not run commands such as these merely because the filename ends in .dll:

regsvr32 a0004070.dll

Registering the wrong file can create incorrect registry entries and will not supply missing dependencies. Even when a Jet-related file supports registration, Jet’s configuration should normally be created by its installer.

Use the application’s official repair or reinstall process instead. Only use a vendor-provided registration command when the vendor specifically documents it for that exact component, architecture, and installation path.

Fix 7: Check drivers only when the evidence points there

A missing Jet component is primarily an application or database-runtime problem, not normally a graphics or device-driver problem. Do not install random drivers to solve it.

Check Device Manager when the failure began after hardware changes or Windows shows separate device errors:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand categories related to the affected application’s hardware.
  4. Look for a warning icon.
  5. Right-click the relevant device and select Properties.
  6. Read the Device status message.
  7. Open the Driver tab.
  8. Use Update Driver only when a suitable source is available.
  9. Restart and test the application.

If a recent driver update caused the application failure, Properties > Driver > Roll Back Driver may be available. Do not roll back unrelated devices.

Fix 8: Use System Restore for a clearly timed failure

System Restore is appropriate when the error began immediately after an uninstall, update, cleanup operation, or other system change and a suitable restore point exists.

  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point from before the failure.
  4. Select Scan for affected programs.
  5. Review the programs and drivers that may be changed.
  6. Confirm the restore point.
  7. Allow Windows to restart and complete the process.
  8. Test the application.

System Restore rolls back system files, registry settings, and installed programs. It does not roll back personal files. If no suitable restore point exists, use application repair or reinstall instead.

If the program still will not start

Collect evidence before trying more replacements:

  • The complete error text.
  • The affected executable name and full path.
  • The application version shown in its About dialog or installer.
  • Whether the application is 32-bit or 64-bit.
  • The location of any file named a0004070.dll.
  • Digital-signature details.
  • The time of the failure.
  • Application logs.
  • Relevant entries in Event Viewer.

To open Event Viewer:

  1. Right-click Start.
  2. Select Event Viewer.
  3. Expand Windows Logs.
  4. Select Application.
  5. Look for an error at the time the program failed.
  6. Read the Faulting application name, Faulting module name, and dependency-related details.

Also check file permissions on the application folder and try the vendor’s documented compatibility settings. A “not designed to run on Windows” message can indicate a corrupt, truncated, wrong-architecture, unsigned, or malicious replacement file. Replace the complete runtime or application installation rather than forcing registration.

If the application requires obsolete Jet 3.5, reinstalling Jet 4.0 may not solve the problem. Ask the software vendor whether a newer release exists. For software that cannot be replaced, use a supported isolated environment recommended by the vendor rather than weakening the security of the main Windows installation.

FAQ

Is a0004070.dll an official Windows filename

It is associated with Microsoft Jet metadata, but Microsoft’s Jet 4.0 documentation identifies the xBase driver as msxbde40.dll. Treat a0004070.dll as a possibly renamed or archived representation, not as the standard filename that must be copied into Windows folders.

Should I download a0004070.dll

No. A standalone DLL from an unofficial archive may contain malware, the wrong architecture, an incompatible build, or no usable dependencies. Repair or reinstall the application and its official runtime instead.

Does this error mean my computer has a virus

Not by itself. The error can result from an incomplete installation, quarantine, architecture mismatch, damaged Windows files, or an obsolete application. Investigate the file’s location, signature, and source before deciding.

Will Windows Update restore it

Windows Update can repair supported Windows components, but it is not a verified download source for a file specifically named a0004070.dll. Install updates when Windows corruption is suspected, then use DISM and SFC. An application-private copy requires the application installer.

Do I need both System32 and SysWOW64 copies

No. Do not copy the same DLL into both folders. The correct component, location, and architecture are determined by the installer and the application.

Will Access Database Engine fix the error

Not automatically. ACE is a later database connectivity component, not a direct a0004070.dll replacement. Use it only when the application documentation requires ACE and its architecture matches the application.

What is the most likely successful fix

Identify the program that displays the message, then repair or reinstall that program from its original vendor source. That restores the complete dependency set instead of guessing which DLL to copy.
