Activision added a rule against amplifying people, agendas, or movements that promote discrimination or violence to the “Treat Everyone with Respect” section of the Call of Duty Code of Conduct. The change was reported in 2024 and was due to appear in-game after a later title update, in shortened form to fit character limits. Activision’s explanation of its voice-chat moderation and the figures it reported are separate from the wording change; the available sources do not establish that one caused the other.
What changed in the Code of Conduct?
GamesBeat’s 2024 report quoted the revised “Treat Everyone with Respect” pillar as saying players must not engage in bullying or harassment, including derogatory comments based on race, gender identity or expression, sexual orientation, age, culture, faith, mental or physical abilities, or country of origin. It added a prohibition on “the amplification of any person, agenda, or movement that promotes discrimination or violence based on the above.” (GamesBeat, 2024)

The report said the revised wording would be reflected in-game after a later title update, but shortened because of character limits. The change was to the respect pillar; the Code of Conduct also includes “Compete with Integrity” and “Stay Vigilant.”
Does the rule ban political views or ordinary trash talk?
The quoted language focuses on conduct that promotes discrimination or violence based on the listed characteristics. It does not, by itself, establish a blanket ban on political views or explain how Activision will judge every borderline case. The company’s Voice Chat Moderation FAQ says the system looks for harmful behavior rather than simply banning particular keywords. It describes trash-talk and friendly banter as allowed, while identifying hate speech, discrimination, sexism, and other harmful language as disallowed. Activision’s broader Security and Enforcement Policy applies to Call of Duty titles beginning with Modern Warfare (2019) and later console and PC games. It lists aggressive, offensive, derogatory, or culturally charged language as offensive behavior, and describes cyber-bullying and harassment as extreme offenses that may bring harsher penalties. Consult the live policy for current enforcement terms; the policy can change, and the cited reporting does not settle how individual speech cases are decided.
How does Call of Duty voice-chat moderation work?
Activision says its voice-chat moderation is managed and operated by the company and uses Modulate’s AI-powered ToxMod model. The FAQ says the system can detect and flag behavior in real time, but a flag does not automatically mean an immediate penalty: further review may be needed before enforcement. Who and what does the FAQ say is covered?
The FAQ describes moderation for English, Spanish, and Portuguese voice chat, globally excluding Asia. It also says players who do not want their in-game voice chat recorded and moderated can turn off in-game voice chat in the settings menu. This describes the FAQ’s stated scope, which may change; it does not say that disabling voice chat turns off other forms of moderation or reporting.
Player options
- Keep in-game voice chat on: voice chat is subject to the moderation described in Activision’s FAQ.
- Turn in-game voice chat off: Activision says this prevents in-game voice chat from being recorded and moderated by this system.
- Report conduct: use the in-game reporting tools for behavior that violates the code. Activision says reports remain important alongside automated moderation.

Earlier, a 2022 Call of Duty community announcement reported 500,000 accounts banned to date and 300,000 accounts renamed. It separately said reports of offensive usernames and clan tags in Warzone fell by more than 55% year over year for August. The update makes the Code of Conduct’s stated position on amplifying discrimination or violence more explicit. Activision also describes automated voice moderation as working alongside player reports, with review possible before penalties. But the reported figures do not show that the code wording produced those outcomes, and the cited sources do not establish how every ambiguous case is adjudicated or what players broadly think of the change.
