Start with this quick diagnostic checklist
Before replacing anything, answer these questions:
- Which application, game, emulator, or device utility displays the error?
- Does it appear when launching a program on Windows 10 or Windows 11, or on an actual Windows CE/Pocket PC device?
- Did the problem start after reinstalling software, restoring a device, changing its ROM, or removing security software?
- Is the affected application 32-bit, 64-bit, or an old Windows CE program?
- Does the message say that
adoxce31.dllis missing, or does it say that a required module could not be found?
adoxce31.dll is not a normal Windows 10 or Windows 11 system DLL. It is associated with Microsoft ADOXCE 3.1, the Windows CE version of ActiveX Data Objects Extensions. If a modern PC reports this file, an older application or device-management utility is usually trying to start.
The safest repair is normally to identify that parent application and reinstall its complete original runtime package. Copying a standalone DLL into a Windows folder is generally the wrong fix.

What adoxce31.dll actually does
Microsoft ADOCE and ADOXCE were database technologies for Windows CE devices. ADOCE provided data access, while ADOXCE supplied database-definition operations such as creating, altering, and dropping SQL Server CE databases, tables, and indexes.

adoce31.dlladoceoledb31.dlladosync.dll- SQL Server CE components
The file’s legacy description is sometimes written as “Microsoft ADOCE DDL Extentions.” That wording contains a spelling error and should not be treated as a modern product name. The technical role is the ADOXCE database-definition component.
This technology was used by Pocket PC software, industrial handhelds, navigation systems, medical equipment, barcode terminals, and other embedded Windows CE products. A device manual can show a real deployment of the file, but that does not prove that every copy came from the same vendor or application.
First decide where the error is occurring
If the error appears on a Windows 10 or Windows 11 PC
Do not assume Windows owns the file. Find the program that launches it.
Recommended Free Tools
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for an old device synchronization utility, emulator, launcher, or vendor application.
- Right-click a suspicious entry and choose Open file location.
- Note the program name and its installation folder.
- Check Settings > Apps > Installed apps for the matching application.
You can also check the error’s timing. If it appears immediately after signing in, a startup entry or scheduled utility may be responsible. If it appears only when launching one program, that program is the parent application.
A modern desktop launcher may be trying to start a legacy executable, while the actual database component belongs on a connected Windows CE device. In that situation, reinstalling a desktop DLL will not solve the device-side problem.
If the error appears on a Windows CE or Pocket PC device
The device needs the matching CE runtime package, normally delivered through the original application’s CAB file, OEM installation media, vendor support package, or system image.
Do not use a DLL taken from a modern Windows computer. Windows CE builds were distributed for particular processor families and CE versions. A file built for ARM, MIPS, SH, or x86 is not interchangeable merely because the filename matches.

If the error appears inside an emulator
Confirm which operating system the emulator is running and which application image it uses. A Windows CE emulator needs a CE-compatible package. Installing a desktop Windows DLL into the host operating system does not populate the emulator’s Windows directory.
Fix 1: Reinstall the parent application or device package
This is the most likely fix because adoxce31.dll was normally deployed as part of a larger Windows CE application or data-access runtime.
On Windows 10 or Windows 11
- Open Settings.
- Select Apps.
- Open Installed apps or Apps & features.
- Find the application that triggers the error.
- Select its More button and choose Uninstall.
- Restart Windows.
- Reinstall the application from its original installer, OEM recovery media, or the vendor’s authenticated support package.
- Start the application again.
If the application offers Repair or Modify instead of requiring removal:
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the affected application.
- Choose Repair or Change.
- Follow the installer prompts.
- Restart when prompted.
The important point is to restore the complete package, not only adoxce31.dll. ADOXCE commonly worked with companion database and synchronization files. A missing dependency can produce the same “specified module could not be found” wording even when the named DLL is present.
On a Windows CE device
Use the original deployment method:
- Back up application data from the device.
- Connect the device using its supported synchronization or deployment connection.
- Locate the original CAB, setup package, OEM image, or vendor recovery media.
- Remove the damaged application only if the vendor’s instructions permit it.
- Deploy the complete application package again.
- Allow the installer to place files in the device’s expected locations.
- Restart the device.
- Launch the application and test its database functions.
Historical Microsoft material refers to a Windows CE Data Access 3.1 package named ADOCE31.msi, extracted from SSCE_Setup.exe. Those names identify old deployment technology, not a guarantee that a current download remains available or suitable for your device.
Microsoft also has a SQL Server Compact 3.1 SDK page that identifies packages including SSCE31SDK-ENU.msi and SQLServerCE31-EN.msi. Do not assume either package contains the required ADOXCE device binary. The SDK, desktop runtime, and CE device runtime are separate parts of the historical ecosystem.
How to tell whether the reinstall worked
The repair succeeded if:
- The parent program starts without the missing-file message.
- The device application opens its database or data screen.
- The application’s installation folder contains its expected companion files.
- The error does not return after restarting the computer or device.
If the same message returns immediately, the package may target the wrong processor family or CE release, or another dependency may be missing.
Fix 2: Match the processor family and Windows CE version
Legacy Windows CE software was not a single universal binary. The application package had to match the target platform.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCommon historical processor targets included:
- ARM
- MIPS
- SH
- x86
A desktop x86 or x64 DLL is not a substitute for a Windows CE ARM or MIPS component. Even two devices using the same processor family may require different CE platform files or vendor-specific runtime components.
Check the device documentation, system information screen, OEM image name, or original installer notes. Confirm:
- The Windows CE release or platform version.
- The processor family.
- Whether the application expects a device runtime or a desktop runtime.
- Whether the package includes the expected ADOCE, ADOXCE, SQL Server CE, and synchronization files.
If you are running the old software through a modern PC launcher, check the launcher’s documentation for the actual device architecture. The bitness of Windows 10 or Windows 11 does not tell you which CE build the connected device needs.
Fix 3: Check whether security software quarantined the file
A missing file can result from antivirus quarantine rather than an incomplete installer.
Microsoft Defender Protection History
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Expand an entry related to the affected application.
- Confirm the file path and program name.
- Restore the file only if the application and original package are trusted.
- Reinstall or redeploy the complete application afterward.
Do not restore an unexplained DLL simply because its filename matches the error. A random copy may be tampered with, incompatible, or missing related files. If Defender identifies a genuine threat, leave it quarantined and obtain a clean installer from the application or device vendor.
Fix 4: Repair Windows components only when Windows itself is damaged
adoxce31.dll is not normally restored by Windows component repair. DISM and SFC repair protected Windows files, while this DLL belongs to an old application or CE runtime.
Use these commands when you also have broader Windows symptoms, such as damaged built-in components, repeated servicing failures, or multiple unrelated system errors.
Run DISM, then SFC
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the original application again.
Run DISM before SFC. If SFC reports that it found and repaired corrupted files, restart and test. If it reports that it could not repair everything, review the result and return to the parent application’s installer rather than repeatedly replacing the DLL.

Outbyte PC Repair can reduce the manual work of hunting through system problems and repeating SFC or DISM without knowing what changed; its free scan shows detected issues, while repair requires the full version. It is optional, and reinstalling the specific legacy application remains the definitive fix when that application owns the missing file.
Use System Restore only for a clearly timed change
If the error began immediately after a driver, update, or software installation, System Restore may help roll back system files, registry settings, drivers, and installed programs.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point from before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore normally does not remove personal documents, but it can remove programs and drivers installed after the selected restore point. It will not reliably reconstruct an old Windows CE application package that was never included in the restore point.
Fix 5: Update or reinstall related device drivers
Drivers are relevant when the error appears while connecting a Pocket PC, emulator, scanner, industrial terminal, or synchronization cradle. They are not a replacement for the ADOXCE runtime, but a broken connection layer can prevent the correct application package from deploying.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check Device Manager
- Press Windows + X.
- Select Device Manager.
- Expand categories such as Portable Devices, Universal Serial Bus controllers, Network adapters, or Other devices.
- Look for a warning icon or an unknown device.
- Right-click the relevant device.
- Select Update driver.
- Choose Search automatically for drivers.
- If the vendor supplies a current package, choose Browse my computer for drivers and point Windows to that trusted folder.
- Restart Windows and reconnect the device.
For a failed device entry:
- Right-click it in Device Manager.
- Select Uninstall device.
- Disconnect the hardware.
- Restart Windows.
- Reinstall the vendor’s synchronization or device package.
- Reconnect the hardware.
Outbyte Driver Updater can make the manual process of identifying stale drivers less tedious by scanning for driver issues; its free scan shows findings, while driver installation requires the full version. It is optional, and the device vendor’s matching CE package is still required for adoxce31.dll.
Fix 6: Register it only on the correct Windows CE device
Do not begin with desktop regsvr32.exe.
regsvr32 is designed for DLLs that expose the Windows COM self-registration entry point, such as DllRegisterServer. It is not a universal DLL installation command. A desktop copy of regsvr32 also cannot normally register a Windows CE binary in the device’s registry.
Historical CE deployment instructions indicate that Adoxce31.dll may need registration on the CE device using a CE registration utility. The exact utility, command, and destination depend on the device and runtime package.
Use registration only when:
- The original vendor instructions explicitly require it.
- The deployment package includes the CE registration utility.
- The file matches the device’s processor and CE version.
- All companion runtime files have already been deployed.
If the vendor gives a CE command, follow it exactly. If no vendor procedure exists, do not guess at a registration command. Reinstalling the complete package is safer than registering a mismatched binary.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Why System32 and SysWOW64 are the wrong destination
Do not copy adoxce31.dll into:
C:WindowsSystem32
or:
C:WindowsSysWOW64
Those directories belong to the desktop Windows operating system. The documented deployment context for ADOXCE is Windows CE, commonly the device’s Windows directory, together with other CE database components.
The names System32 and SysWOW64 also cause confusion. On 64-bit Windows, System32 contains system components used by 64-bit processes and SysWOW64 contains many 32-bit system components. Neither directory is a general-purpose storage location for old Windows CE libraries.
A 64-bit PC does not need two copies of this file. If a desktop program genuinely requires a Windows DLL, its installer should place the correct file in its application directory or install the appropriate supported runtime. If it requires a CE component, the CE device or emulator image needs the correct package.
Avoid random DLL download sites
Downloading a standalone adoxce31.dll from an unknown file index is risky because:
- The file may contain malware.
- The processor architecture may be wrong.
- The CE version may be incompatible.
- The file may be incomplete or altered.
- Companion DLLs and registry data may still be missing.
- A generic download cannot restore the parent application’s database files or configuration.
Public indexes have reported version, size, and architecture details for this filename, but those values are not verified current Microsoft release facts. One public listing has even presented conflicting architecture information. Treat such metadata as unverified.
Use the original application installer, OEM recovery image, authenticated vendor support package, or historically documented Microsoft package when it is legitimately available. Do not treat a current SQL Server Compact SDK page as proof that it supplies this specific CE DLL.
If the error still remains
At this point, inspect the installation rather than replacing files blindly.
Check:
- The parent executable’s installation folder.
- The application’s setup logs.
- The device architecture and CE version.
- Whether
adoce31.dll,adoceoledb31.dll,adoxce31.dll, and SQL Server CE files are all present. - Whether the error names a missing dependency rather than the main file.
- Whether the device has damaged storage or an incomplete system image.
- Whether the application is too old for the current launcher or host environment.
If the device storage is corrupted, back up available data and use the vendor’s recovery or reflash procedure. A full device restore can erase applications and data, so treat it as a last resort.

Frequently asked questions
Is adoxce31.dll part of Windows 11 or Windows 10?
No. It is associated with the old Microsoft ADOXCE Windows CE data-access technology. A current Windows installation does not normally include it.
Is this a normal desktop Win32 DLL?
No. Although public file indexes may label it as a 32-bit or Win32 file, the authoritative product context identifies it as a Windows CE component. Do not treat it like an ordinary desktop runtime DLL.
Which application installed it?
No single mainstream application can be assigned to every copy. It may belong to Pocket PC software, an embedded device, an emulator image, or a device-management utility. Identify the program that launches the error and restore that program’s complete package.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Can I use regsvr32 adoxce31.dll?
Usually not. Desktop regsvr32.exe is not the normal registration method for a Windows CE component. Use the CE registration utility and command supplied with the matching vendor package, if registration is required at all.
Should I install Visual C++, DirectX, or .NET?
No supported modern Visual C++, DirectX, or .NET redistributable is a substitute for this Windows CE runtime. Restore the original application or device package instead.
Will SFC or DISM replace the file?
Normally no. SFC and DISM repair protected Windows components. They do not usually recreate a third-party or Windows CE application DLL.
Is the file missing if Windows says “specified module could not be found”?
Not necessarily. That message can mean the named file is present but one of its dependencies is missing or incompatible. Reinstall the complete matching runtime and inspect the application’s other files.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What is the safest permanent fix?
Use the original application, OEM, or device-vendor package for the correct processor family and Windows CE version. Deploy the complete runtime rather than copying a single DLL.
