- The error appears when launching Photoshop CS2 or another old Adobe program: repair or reinstall that exact application from its original licensed installer or installation media.
- The file disappeared recently: check your antivirus quarantine and security history before reinstalling.
- You copied the program from another computer: remove the incomplete copy and reinstall the complete application.
- The file exists, but Windows says it is “not designed to run on Windows”: suspect a damaged file, wrong architecture, or mismatched build.
- The message says “The specified module could not be found”: agldt28l.dll may exist, but one of its companion files or dependencies may be missing.
- Several unrelated Windows programs are failing: check Windows component health with DISM and System File Checker. These tools normally do not restore a third-party Adobe DLL.
- You are considering a DLL download website: do not use that as the first fix. The file belongs with an application and must match that application’s complete build.
What is agldt28l.dll?
agldt28l.dll is an application DLL described as ICU Data DLL. It is associated with International Components for Unicode, with public metadata identifying IBM Corporation and others as the publisher.
ICU data files provide language, character, collation, and related internationalization data to software. They are commonly packaged inside the application that needs them. This makes agldt28l.dll different from a normal Windows component.

The strongest public association for this filename is Adobe Photoshop CS2, where it appears alongside related files including libagluc28.dll and libagli18n28.dll. Similarly named ICU components were also used by some older Adobe language and document applications. That does not prove that every copy of the file came from Photoshop CS2, so confirm the parent application from the error and file path.
The commonly indexed copy is reported as a 32-bit file and is associated with version 2.8.0.0. Do not assume that every file with this name has the same size, build, or contents. Historical inventories report substantially different file sizes, which is another reason not to replace it with an arbitrary download.
Is agldt28l.dll part of Windows?
No evidence identifies it as a Windows system DLL. It should not normally be stored in:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →C:WindowsSystem32
or:
C:WindowsSysWOW64
A legitimate copy will normally be in the affected application’s directory or an Adobe shared component directory. On 64-bit Windows, System32 contains 64-bit Windows components, while SysWOW64 contains 32-bit Windows components. Neither directory is a general-purpose storage location for application DLLs.
Fix 1: Repair or reinstall the affected Adobe application
This is the most likely solution because the missing file is an application-bundled ICU data component.
Before uninstalling, back up documents, presets, plug-ins, custom brushes, actions, templates, and any other user-created files. Older Adobe applications may store these in the application folder or in your user profile.
If the application has a repair option
- Close the Adobe program.
- Press Windows key + R.
- Type:
text
appwiz.cpl
- Press Enter.
- Select the Adobe application that produces the error.
- Look for Repair, Change, or Modify.
- Follow the installer’s prompts.
- Restart Windows.
- Launch the Adobe program again.
Not every legacy installer provides a repair option. If there is no repair choice, use the reinstall procedure instead.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteReinstall from original media
- Open Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected Adobe application.
- Select the three-dot menu on Windows 11, or select the application on Windows 10.
- Choose Uninstall.
- Restart the computer when removal completes.
- Install the program from its original licensed disc, downloaded installer, or another vendor-authorized installer.
- Apply only updates intended for that exact product and edition.
- Restart Windows again.
- Start the application from its normal shortcut.
If the program opens without the DLL message, the repair worked. Check the application’s installation folder and confirm that the installer restored its other companion files as well.
Do not install a newer ICU package in place of the original. ICU libraries use versioned names and application-specific packaging to avoid incompatible files colliding. A newer ICU release is not automatically a compatible replacement for an old Adobe build.

If you no longer have the installer
Look for the original licensed installation media, an archived installer supplied by the software vendor, or documentation from the organization that deployed the application. Avoid reconstructing the program by downloading individual DLLs. A complete installer restores the DLL, its companions, registry entries, configuration, and the correct directory structure.
Fix 2: Check antivirus quarantine and restore the complete installation
Security software may quarantine or delete an old DLL if it considers the file suspicious. This is a possible cause, not proof that the file itself was malicious.

agldt28l.dlland note the original path. - If the file came from the legitimate Adobe installation, review the detection details.
- Do not restore it merely because the filename matches.
- If your security product confirms a false detection, use its Restore or Allow on device action.
- Run a full malware scan.
- Repair or reinstall the Adobe application after the scan.
If the file was located in a temporary folder, a download folder, or an unexpected system directory, do not restore it. Remove the incomplete copy and reinstall the application from legitimate media.
If the same file is quarantined again after reinstalling, leave it quarantined and contact the security vendor or the application vendor. Repeatedly disabling protection to force an old DLL into place is unsafe.
Fix 3: Replace an incomplete copied installation
Older applications sometimes get moved by copying their folders from another computer. That can omit DLLs, language data, configuration files, or required runtimes.
A copied application may appear to work until Windows loads a less commonly used component such as agldt28l.dll.
Recommended Free Tools
- Close the program.
- Right-click its shortcut and select Properties.
- On the Shortcut tab, read the path shown in Target.
- Select Open File Location if available.
- Check whether the path is on a different computer’s backup, removable drive, temporary folder, or manually copied directory.
- Back up your personal documents and settings.
- Uninstall the copied application if it appears in Installed apps or Programs and Features.
- Restart Windows.
- Install the full application from its original licensed installer.
- Start it from the newly created shortcut.
Copying only agldt28l.dll may expose the next missing dependency. Restore the complete application instead.
Fix 4: Handle architecture and mismatched-build errors
The commonly indexed agldt28l.dll is reported as 32-bit. A 32-bit legacy Adobe application generally needs its 32-bit companion files in the application directory, even when it runs on 64-bit Windows.
Do not copy a 64-bit file into a 32-bit application folder, and do not assume that two files with the same name are interchangeable.

If the message says the file is “not designed to run on Windows” or contains an error:
- Right-click the Adobe application shortcut.
- Select Properties.
- Open the Compatibility tab.
- Clear compatibility settings that were added as a guess, unless the application’s documentation specifically requires them.
- Close the dialog.
- Uninstall and reinstall the application from the correct installer.
- Restart Windows.
- Test the program before adding plug-ins or copied files.
Also inspect the application folder:
- Right-click
agldt28l.dll. - Select Properties.
- Open the Details tab.
- Compare its description and product information with the original application’s files.
- If the file is zero bytes, has no expected metadata, or came from another product, remove it through the application reinstall process.
Do not rely on file size or a checksum as a universal test. Public inventories report different sizes for this filename, so the correct test is whether the complete, matching application installation launches successfully.
Fix 5: Investigate a missing dependency
“The specified module could not be found” does not always mean that agldt28l.dll itself is absent. Windows may have found the named file but failed to load one of the DLLs it requires.
Check the application directory for related Adobe and ICU files. For the Photoshop CS2 association, historical inventories mention companions such as:
libagluc28.dll
libagli18n28.dll
Do not download those files individually. If one is missing, damaged, or from another build, repair or reinstall the entire Adobe application.
You can also use this basic check:
- Open the application’s installation folder.
- Confirm that
agldt28l.dllis present. - Confirm that the surrounding Adobe and ICU files were installed at the same time.
- Check whether antivirus software removed a companion file.
- Run the application’s repair option, or reinstall it.
If the file is present and the message remains, the failure is likely in a dependency, search path, architecture mismatch, or damaged installation. Installing Microsoft Visual C++, DirectX, .NET, or Windows Update packages does not appear to install this specific Adobe/ICU 2.8 file.
Fix 6: Do not register this file with regsvr32
regsvr32 is for DLLs that provide COM self-registration functions such as DllRegisterServer. An ICU data DLL is not normally a COM server.
Do not run:
regsvr32 agldt28l.dll
as a general repair attempt. It will not restore missing application data, resolve a wrong architecture, or repair a missing dependency. It may instead produce another error that distracts from the real problem.
Use the application installer to place and configure this file.

Fix 7: Check Windows components only when other programs are failing
Because agldt28l.dll is not identified as a Windows component, System File Checker and DISM are secondary checks. They are appropriate when unrelated Windows applications also fail, Windows features behave abnormally, or system files are clearly damaged.
Open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run:
text
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to complete.
- Then run:
text
sfc /scannow
- Restart Windows.
- Test the Adobe application.
Success means DISM completes without an unrepaired error and SFC reports that it repaired files or found no integrity violations. If the Adobe error remains but other Windows programs work normally, return to the Adobe reinstall. SFC and DISM will not normally restore a third-party Adobe DLL.
Repeating these commands without changing the application installation will not usually solve an application-local missing file.
When manually hunting through Windows component repairs and repeating SFC or DISM gives no clear indication of what changed, Outbyte PC Repair can scan to show what it finds; repairs are performed by the full version, but reinstalling the affected Adobe program remains the definitive fix for this file.
Windows Features are not the solution
Do not enable random Windows Features to obtain agldt28l.dll.
To review them safely:
- Press Windows key + R.
- Type:

optionalfeatures
- Press Enter.
- Review the enabled features.
- Close the window without changing anything unless you have a specific application requirement.
Windows Features do not normally contain this Adobe ICU data file.

A graphics or printer driver can cause an Adobe application to crash, but it does not normally install agldt28l.dll. Driver work is therefore not a primary fix for this filename.

- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Note the provider and version.
- Use Update Driver only with a driver supplied by the device manufacturer or Windows Update.
- Restart Windows and test the application.
When hunting through Device Manager and manufacturer pages leaves you guessing which of many drivers is stale, Outbyte Driver Updater can scan and identify driver issues; the full version performs the driver installation, while reinstalling the Adobe application remains the correct repair for agldt28l.dll.
Why random DLL downloads are unsafe
A standalone download may be:
- The wrong 32-bit or 64-bit architecture.
- From a different Adobe product or build.
- Modified, corrupted, or incomplete.
- Missing the companion files the application also needs.
- A disguised malicious file.
- Placed in a directory where it creates a DLL search conflict.
Do not copy an unverified file into System32, SysWOW64, or the Adobe folder. Do not place it in both system directories. Use the original licensed installer, original installation media, or a vendor-authorized package instead.

Prevention after the repair
- Keep the complete Adobe installation together rather than copying individual program files.
- Back up presets, plug-ins, and documents before repairing legacy software.
- Review antivirus quarantine before deleting an application folder.
- Avoid “cleanup” utilities that remove files from old program directories without confirmation.
- Keep a backup of the original installer and license information.
- Do not mix DLLs from different Adobe products or ICU releases.
- If migrating to another computer, reinstall the application instead of copying only its directory.
Frequently asked questions
Is Photoshop CS2 the only program that uses agldt28l.dll?
It is the strongest documented association, but it is not proven to be the only one. Related Adobe language and document components used similarly named ICU files. Identify the parent program from the error and the file path.
Should I put agldt28l.dll in System32?
No. It is normally an application-local ICU data DLL, not a Windows system file.
Will Visual C++, DirectX, .NET, or Windows Update install it?
There is no verified Microsoft runtime package that installs this exact Adobe/ICU file. Repair the application that requested it.
What if the file is already present?
The file may be damaged, mismatched, or unable to load a dependency. Reinstall the complete application and its companion files rather than replacing only the visible DLL.
Does regsvr32 fix agldt28l.dll?
Normally no. ICU data DLLs are not generally COM self-registering libraries.
Can System Restore bring it back?
System Restore may help if the file disappeared after a known recent change and application reinstall is unavailable. It is not the preferred first-line repair.
Why does a 32-bit application run on 64-bit Windows?
64-bit Windows can run many 32-bit applications through its compatibility subsystem. The application still needs matching 32-bit companion DLLs in its own installation directories.
What is the safest fix?
Back up your Adobe settings and documents, then repair or reinstall the exact legacy Adobe application from its original licensed installer or authorized installation media.
