Minerva’s rotating locations
Minerva sells selected Gold Bullion plans at a discount, but she is not a fixed-location vendor. Current secondary references list Foundation, the Crater, Fort Atlas, and the Whitespring Resort as possible stops. Check her current location and inventory in game or with a current schedule tracker before traveling; her stock rotates.
Smiley sells Gold Bullion for Caps
Smiley is at the Wayward, but he sells Gold Bullion for Caps rather than accepting your bullion in exchange for plans. Bethesda says you must complete “Secrets Revealed” before buying bullion from him.

How to access Gold Bullion vendors
Bethesda says Gold Bullion becomes available after completing the main quest. Treasury Notes earned from Wastelanders daily quests and Public Events can be exchanged at Gold Press Machines. Some vendor plans also require faction reputation, and Smiley’s Caps purchase has its own quest requirement.

Does Smiley take Gold Bullion for plans?
No. Smiley at the Wayward sells Gold Bullion for Caps. Visit the plan vendors to spend Gold Bullion.

Why can’t I buy every plan from Samuel or Mortimer?
Some of their plans require Settler or Raider reputation. Being able to visit a vendor does not remove those item requirements.
