The Totem of Rightful Rulership is Woedica’s Scales of the Oathbinder, a Dawnshore collectible set made up of one base and six fragments. Find the base at the Shrine to Woedica in The Rise, then collect the six pieces below in any order and slot them at a party camp.
All seven Totem of Rightful Rulership locations
- Base — Scales of the Oathbinder: Shrine to Woedica, The Rise.
- Broken Crown Jewel: Sanza’s Emporium, Northern Paradis.
- Golden Scale of Order: Pargrun Cache, northern Dawnshore.
- Golden Plaque of Promises: Lighthouse west of Claviger’s Landing.
- Golden Scale of Justice: Room reached from the Pearl District apothecary in Paradis.
- Golden Plaque of Oaths: Underwater passage at Usher’s Hand.
- Golden Flames: Elevated ledge at Castol’s Folly, off Dawnshore’s southern coast.
Once you have the base, take it to a party camp and place it on the totem rock beside the fire. Slot each fragment as you find it; completing the set requires all six.
Where to find each fragment
Broken Crown Jewel — Sanza’s Emporium
In Northern Paradis, enter Sanza’s Emporium and go through the door behind the vendor into the back room. The jewel is on a desk. It is an easy pickup to combine with buying Sanza’s optional Fragments of Scales clue document.
Golden Scale of Order — Pargrun Cache
In northern Dawnshore, look for a bird’s nest on a high ledge near the top of the Pargrun Cache ruins. One detailed route starts at the broken castle wall by the bridge toward The Strangleroot: use nearby explosive barrels to open it, climb through the structure, and pass the blade-trap hallway. Shoot the rock wall with a projectile weapon, enter the tower through the opening, climb to the upper ledge, then cross to the nest. A broader route description reaches a small cave at the side of the ruins by climbing platforms.

At the lighthouse west of Claviger’s Landing, climb the exterior platforms spiraling around the structure. Partway up, enter the large opening in the brickwork. The plaque rests on a box inside; you do not need to reach the top of the lighthouse.
Golden Scale of Justice — Pearl District apothecary route
Start at the apothecary in Paradis’s Pearl District, opposite The Mermaid’s Den. Take the raised path behind the stall, follow the ledges and scaffolding, then jump to the balcony with a painting. Inside, burn the webbing blocking access to a ladder. Reported ways to do this include Kai’s fire ability, a weapon with a burn effect, a fire spell, or a fire grenade. Descend, defeat the phantoms, and pick up the scale from the floor among the books.

Golden Flames — Castol’s Folly
Travel to Castol’s Folly, the island off Dawnshore’s southern coast. The piece is on a blanket on an elevated ledge near the pirate camp. From the camp, break the wooden barricade in the small rock tunnel, climb the cliff ledges, pass the pirates, and jump the gap beyond the collapsed tower. Another route description follows the island path east from the northern camp and wraps around a cliff by the orange-roofed ruins.
