1. Scales of the Oathbinder base
Location: Shrine to Woedica in The Rise, northeast of Paradis.
Take the base from the shrine’s altar. A Pious Aedyran Soldier is nearby. You do not need to obtain the clue document before collecting it. The base is essential: you must have it at a Party Camp before the fragments can be installed.
2. Broken Crown Jewel
Location: Sanza’s Emporium in northern Paradis, also known as Paradis Hightown.

Enter the room behind or to the left of Sanza’s counter. The jewel is on a desk in the back room, where its small size makes it easy to miss.
Installing it activates Swift Orders, reducing Companion ability cooldowns by 15%.
3. Golden Plaque of Promises
Location: The lighthouse west of Claviger’s Landing.

Climb the lighthouse’s exterior platforms. Before reaching the top, look for a large opening in the damaged wall. The plaque is on a crate or box inside the opening.

4. Golden Scale of Justice
Location: A locked room beneath the Apothecary Shop in Paradis’s Pearl District.
- Find the Apothecary Shop opposite The Mermaid’s Den.
- Take the stairs behind the shop and follow the exterior path.
- Drop down beneath the scaffolding and cross to the balcony.
- Enter the room and burn the spiderwebs blocking the ladder.
- Climb down and defeat the Phantoms.
- Pick up the scale from the floor near the books and fallen bookcase.
You can burn the webs with fire abilities, a suitable weapon effect, a fire grenade, or Kai’s relevant Companion Command.
The fragment activates Sympathy for the Damned, causing critical hits to apply a high amount of Fire Accumulation.
5. Golden Plaque of Oaths
Location: An underwater cave at Usher’s Hand, near the eastern approach to Paradis.

Enter the cave from the road between Yellowband Camp and Paradis’s eastern entrance. Dive through the water passage and surface in the small chamber containing the plaque.
Swimming through the cave is the simplest route. Alternatively, the nearby metal grate can be frozen with ice-based equipment or magic to access the area from above.
The Queen’s Burden grants +2 Intellect and +2 Resolve.
6. Golden Flames
Location: Castol’s Folly, on a high eastern cliff overlooking the island’s northeast entrance.
From the camp or entrance near Usher’s Hand, enter the pirate area and continue through the rocky tunnel. Climb the ledges, cross the gap near the collapsed tower, and take the fragment from the blanket at the overlook. Clearing the pirate camp first can make the route safer.
Flames of Resurrection causes Second Wind to cast Ring of Fire when it activates.

7. Golden Scale of Order
Location: Pargrun Cache in northern or northwestern Dawnshore.
The entrance is blocked by a stone wall. Detonate the explosive barrels beside it from a safe distance, then:
- Follow the route through the cache.
- Avoid the tripwires and blade traps.
- Continue through the ruined structure.
- Break or shoot through the obstructing wall.
- Climb the wooden platforms and ledges.
- Reach the upper exterior ledge.
- Take the scale from the bird’s nest.
Installing it activates The Power of Command, increasing your damage for five seconds after you activate a Companion ability.

- Bring the Scales of the Oathbinder base to any Party Camp.
- Approach the stone structure marked as the Totem Shrine.
- Interact with the shrine to place the base.
- Add any collected Woedica fragments from your inventory.
You do not need all six fragments before activating the totem. Each installed fragment immediately provides its own passive effect, so you can use a partial set while continuing to search.
Only one God Shrine Totem can be active at a time. Installing pieces does not necessarily switch the active totem if another regional totem is currently selected. Completing the set activates all six fragment effects and triggers the totem’s short lore or memory sequence. See the assembly rules.

No. Sanza sells the Dawnshore document Fragments of the Scales at his Emporium in Paradis. It gives riddles for the locations, but it does not create exact map markers, and every piece can be collected without buying it. Published guides disagree about its price, so check the current in-game price rather than relying on an older guide.
Common mistakes and troubleshooting
- Seven fragments: The set has seven pieces, but only six are fragments. The seventh piece is the base.
- Wrong cooldown effect: The 15% Companion cooldown reduction comes from the Broken Crown Jewel, not the Golden Scale of Order.
- No map markers: The compass setting only detects nearby pieces; it does not reveal every location across the map.
- No buffs from an incomplete set: A base plus one or more installed fragments is enough to activate their available effects.
- Older inventory problems: Patch 1.4, released May 14, 2025, fixed cases where totem pieces could be placed in the party stash instead of the player’s inventory. It also fixed effects stopping after conversations or cutscenes and an issue that could incorrectly reduce Essence after loading a save with the Woedica totem active. Read Obsidian’s Patch 1.4 notes.
- Missing piece in an old save: Players previously reported pieces, particularly the Golden Scale of Order or the base, disappearing and becoming unavailable at their original locations. These reports concern older versions and saves; update the game before troubleshooting further.
A separate Patch 1.4 fix made an NPC conversation near the Shatterscarp god shrine retriggerable. That issue is not a Dawnshore Woedica location, but it may explain warnings in older general god-totem guides.
