AMD RDNA 4 and FSR 4 Explained: What the February 28, 2025 Reveal Changed

AMD’s RDNA 4 and FSR 4 reveal introduced the RX 9070 XT, RX 9070, and ML-based upscaling. Here’s what changed, what remains conditional, and how to evaluate the cards in 2026.

AMD revealed RDNA 4 and FSR 4 on February 28, 2025. The Radeon RX 9070 XT and RX 9070 followed on March 6, 2025. The announcement was significant because AMD combined stronger ray-tracing hardware, new AI acceleration, 16GB memory configurations, and machine-learning upscaling. But it was not proof of a universal “new era” of gaming performance: the real value depends on game support, ray-tracing performance, image-quality preferences, and the card’s current retail price.

What AMD announced

AMD’s February 28, 2025 reveal introduced the RDNA 4 architecture, the Radeon RX 9070 XT and RX 9070 graphics cards, and FSR 4, an ML-based image-upscaling technology.

The cards became available from board partners on March 6, 2025. AMD announced launch suggested pricing of $599 for the RX 9070 XT and $549 for the RX 9070. Those were launch price signals, not guaranteed retail prices in 2026; actual prices vary by country, retailer, board design, and availability.

Current AMD specifications list the RX 9070 XT with a boost frequency of up to 2,970MHz and recommend a 750W power supply. Exact dimensions, cooler thickness, and connector arrangements can differ between board-partner models.

What RDNA 4 changes

RDNA 4 is the GPU architecture behind the RX 9000 series. Its most important changes are not simply higher theoretical compute numbers. AMD focused on improved ray-tracing accelerators, AI accelerators, FP8 matrix operations, and better support for machine-learning workloads such as image reconstruction.

That matters because modern games increasingly use ray tracing and reconstruction technologies to produce higher-quality lighting and higher output frame rates. RDNA 4’s AI hardware gives AMD a more direct foundation for FSR’s machine-learning features than previous Radeon generations had at launch.

The 16GB memory capacity on both RX 9070 models is also relevant for 1440p and 4K gaming. VRAM capacity does not guarantee higher frame rates, but it can provide more headroom for large textures, ray-traced effects, and future games than lower-capacity cards. Memory capacity, however, should be considered alongside memory bandwidth, GPU performance, game settings, and price.

AMD describes the RX 9000 family as having improved ray-tracing accelerators and up to 16GB of memory in its current product material. These are vendor specifications and positioning claims, not a universal guarantee that every RX 9000 card will outperform every competing GPU in every workload. Driver maturity, game-engine implementation, and the specific graphics settings still matter.

FSR 4: what actually changed

FSR is not one single feature. The generations and functions should be separated:

  • FSR 2: temporal upscaling, which reconstructs a higher-resolution image from lower-resolution input and motion data.
  • FSR 3: temporal upscaling plus frame generation in supported games.
  • FSR 3.1: an improved implementation and integration path used as the foundation for the initial FSR 4 upgrade system.
  • FSR 4: AMD’s launch name for ML-based upscaling associated with RDNA 4.
  • FSR Redstone: AMD’s newer umbrella branding for several ML-powered technologies. The former FSR 4 upscaling feature is now presented on AMD’s current page as FSR Upscaling.

AMD designed FSR 4 to improve temporal stability, preserve detail, and reduce ghosting compared with earlier FSR implementations. The model is intended to handle difficult elements such as foliage, thin geometry, hair, particles, and fast movement more cleanly. It still reconstructs pixels rather than rendering every output pixel natively, so image quality remains game- and mode-dependent.

FSR Upscaling, frame generation, ML-based frame generation, and ML-based ray regeneration are separate features. A game or GPU may support one without supporting all the others. “FSR support” is therefore not a single yes-or-no capability.

Why FSR 4 was hardware-limited

At launch, AMD said FSR 4 used RDNA 4’s FP8 Wave Matrix Multiply Accumulate capability and was exclusive to Radeon RX 9000-series graphics cards. AMD’s current compatibility information is more nuanced: ML-based FSR Upscaling is listed for RX 7000- and RX 9000-series cards, while the broader Redstone feature set has more restricted hardware requirements.

That means an older Radeon card does not automatically receive every feature described under FSR 4 or Redstone. Eligibility depends on the GPU generation, driver version, game integration, and the particular feature being used. FSR 3 support alone does not imply access to ML-based upscaling, ML frame generation, or ray regeneration.

How the FSR 4 upgrade works

For supported titles, AMD’s driver-level upgrade path was designed to let an existing FSR 3.1 integration use the newer upscaling technology without requiring a completely separate implementation from the game developer.

  1. Install a compatible AMD Software: Adrenalin Edition driver.
  2. Use an eligible Radeon GPU.
  3. Open a game with supported FSR 3.1 integration.
  4. Enable FSR 3.1 in the game’s graphics settings.
  5. Open AMD Software and enable the FSR upgrade option when it is available for that title.

The game continues to expose its existing FSR 3.1 path while the driver applies the supported FSR upscaling upgrade. Frame generation remains a separate setting and should not be treated as part of the same toggle.

Not every FSR 3.1 game automatically receives the upgrade. AMD’s supported-title list, driver support, game version, and implementation all matter.

If the FSR upgrade option is missing

  • Confirm that the GPU is an eligible Radeon model.
  • Update AMD Software and the display driver.
  • Check that the game is using FSR 3.1 rather than another upscaler.
  • Restart the game after changing the driver setting.
  • Check AMD’s supported-game information and release notes.
  • If the game crashes or shows corruption, disable the driver-level upgrade and use native FSR 3.1 instead.

How many games support FSR 4?

At the February 28, 2025 launch, AMD announced support for more than 30 games and said 75 additional titles were planned later in the year. AMD later reported that support had expanded beyond 85 games through driver and game updates, according to GPUOpen.

Those figures should not be read as a guarantee that every game with FSR 3.1 supports FSR 4. Support can take several forms:

  • Support limited to a particular game version, driver, platform, or GPU generation.
  • FSR 3.1 support without FSR 4 or current Redstone support.

Before buying a graphics card for one specific game, check the current AMD support information and the game’s own patch notes. A platform-wide feature announcement is not a substitute for title-specific compatibility.

What AMD claimed about performance

AMD’s launch material compared the RX 9070 against the RX 7900 GRE across a selection of rasterized and ray-traced games. Those results were produced using AMD-defined hardware, drivers, settings, game versions, and test conditions. They should be treated as AMD performance-lab claims, not as an independent industry-wide ranking.

The announcement establishes that AMD intended RDNA 4 to improve the Radeon value proposition, particularly through ray tracing, AI acceleration, 16GB memory, and FSR 4. It does not establish that the RX 9070 XT or RX 9070 beats every competing Nvidia card in every resolution or workload. A fair comparison requires matching independent tests, current street prices, driver versions, ray-tracing settings, upscaling modes, and whether frame generation is enabled.

Image-quality and latency trade-offs

FSR 4’s ML model is designed to reduce ghosting and improve temporal stability, but reconstruction remains a compromise compared with native rendering. The most revealing scenes for testing are:

  • Fine foliage, fences, wires, and hair.
  • Transparent surfaces and particles.
  • Fast camera movement.
  • Reflections and ray-traced lighting.
  • Small text and user-interface elements.
  • Performance and Balanced modes, not just Quality mode.

Frame generation should be assessed separately from upscaling. It can increase the displayed frame rate, but the generated frames do not provide the same input responsiveness as independently rendered frames. It is generally more convincing when the underlying, non-generated frame rate is already reasonably high.

Who should consider RDNA 4?

1440p and 4K players

The RX 9070 XT and RX 9070 are most compelling when the buyer wants substantial memory capacity and strong conventional rendering performance at a competitive current price. The XT is the faster, higher-power option; the RX 9070 uses less power and may suit a smaller or quieter system.

Players with supported FSR games

FSR 4 or current FSR Upscaling matters most when the games you actually play support it. In a supported title, improved reconstruction can make a lower internal resolution more attractive. In an unsupported title, the purchase decision should be based on native rendering, other available upscalers, and conventional GPU performance.

Ray-tracing-heavy players

RDNA 4 is a meaningful step for AMD’s ray-tracing strategy, but buyers who want the strongest ray tracing regardless of price should compare independent results against Nvidia’s current alternatives. Do not infer a universal winner from AMD’s product claims or from specifications alone.

Existing Radeon owners

Upgrading from an older Radeon card is not automatically worthwhile just because FSR 4 exists. Check the exact support for your GPU generation, the performance increase in your games, and whether the new card’s current price justifies the upgrade. Current AMD compatibility listings also mean that some ML upscaling support extends beyond RX 9000, while other Redstone features remain more limited.

Nvidia-dependent users

Buyers who rely on CUDA, Nvidia Broadcast, or other Nvidia-specific software should treat ecosystem compatibility as a primary buying criterion. Raster performance or VRAM alone may not compensate for losing a workflow-specific feature.

Power, case, and system checks

The RX 9070 XT has a 304W total board power rating and AMD recommends a 750W power supply. The official quick-reference documentation lists two 8-pin power connectors. Before buying, check:

  • PSU wattage, age, connector quality, and available cables.
  • The exact length and slot thickness of the board-partner card.
  • Case airflow and clearance.
  • CPU performance at 1080p or very high refresh rates.
  • Monitor resolution and refresh rate.
  • Whether your game library contains supported FSR titles.

Board-partner coolers can differ substantially even when the GPU model is identical, so the cheapest listing is not automatically the best choice.

Buying checklist in 2026

  1. Compare current retail price, not launch SEP. The original $599 and $549 figures date from February 2025.
  2. Compare 16GB memory against alternatives. Capacity is useful, but it does not replace GPU performance.
  3. Match the card to your resolution. A 1080p buyer may value efficiency and CPU balance more than high-end features.
  4. Check ray-tracing results. Use independent tests for the games and settings you care about.
  5. Verify FSR support title by title. FSR 3.1 is not a guarantee of FSR 4 or Redstone support.
  6. Check the power supply and case. Pay particular attention to RX 9070 XT board-partner dimensions.
  7. Evaluate native image quality. If you dislike reconstruction artifacts, make sure the card is fast enough for your preferred native settings.
  8. Compare warranty and cooler quality. Board-partner support and return policies can matter as much as small benchmark differences.

Verdict: meaningful update, not a universal revolution

RDNA 4 was a meaningful AMD platform update. The RX 9070 XT and RX 9070 brought 16GB configurations, stronger ray-tracing hardware, and more capable AI acceleration, while FSR 4 introduced a more advanced ML-based upscaling path.

Its importance is conditional, however. FSR 4 is valuable only in supported games, upscaling is not identical to native rendering, frame generation is a separate feature with latency trade-offs, and AMD’s launch performance charts do not replace independent testing. The right choice depends on current street price, your resolution, ray-tracing workload, power supply, game library, and tolerance for reconstructed images.

Choose an RX 9070 XT or RX 9070 when its real price and 16GB configuration fit your system better than the available alternatives. Consider a lower-cost RX 9060 XT 16GB for mainstream 1080p or 1440p gaming. Choose Nvidia instead when its ray tracing, software ecosystem, or game-specific features matter more to you than AMD’s raster performance and memory value.
