He gives you the ladder DIY recipe during that task. Craft it with four wood, four hardwood, and four softwood; then hold it at a cliff edge and press A to climb.
When Tom Nook gives you the ladder recipe
The recipe comes during the early island-development sequence for the three incoming villagers. First complete the steps that open Nook’s Cranny. Then speak with Tom Nook when he asks you to prepare the three housing plots. The ladder lets you reach flowers on higher ground for one of the homes, and he provides the recipe during this part of the task. Source
- Progress through the early island tasks until Nook’s Cranny opens.
- Talk to Tom Nook when he asks you to set up the three new villager plots.
- Use the ladder recipe he gives you to craft the tool.
If the recipe has not appeared, continue the island-development tasks and check that you have reached the three-plot housing conversation. Opening Nook’s Cranny alone may not mean you have advanced far enough in that sequence.
Crafting the ladder
You need the following materials:
- 4 wood
- 4 hardwood
- 4 softwood

How to climb a cliff
- Hold or equip the ladder.
- Stand facing the cliff edge you want to cross.
- Press A to climb up or down. Source
Permanent cliff access: ladder kits, stairs, and slopes
The handheld ladder is portable, while a ladder set-up kit can be placed beside a cliff for a persistent way up or down. The wooden ladder set-up kit recipe is reported as available at Nook’s Cranny for 2,000 Bells or in message bottles found during Kapp’n boat tours; making a kit requires one ladder. Source
Constructed stairs or slopes are another way to connect cliff levels. The available information establishes these as alternatives but does not provide a complete cost or convenience comparison, so choose based on whether you want a placeable ladder or a built route. Source
