The ARC Raiders Wiki describes the Splitter as a legendary modification and Tech mod compatible with the Anvil. It adds three projectiles per shot, for four total, and reduces projectile damage by 70% according to the same community-maintained item reference: Anvil Splitter item reference.

That describes the change to each shot, not its overall damage or performance. The listed figures do not establish total damage, spread, effective range, or how the mod performs in PvP or PvE, so they are not enough on their own to call it an upgrade.

Is there an Anvil Splitter blueprint?
The reviewed blueprint catalog lists an Anvil blueprint, but not an Anvil Splitter blueprint. The Splitter item page does not confirm a reliable acquisition source. These references therefore do not verify a blueprint, crafting recipe, quest reward, or drop location for the mod; the catalog’s omission alone cannot rule out an acquisition route in the live game.

The catalog says blueprints unlock crafting recipes and lists the Anvil blueprint as scavengable on all maps, in any condition, in Raider Containers, with Trials also marked as a reward. Those details apply to the Anvil blueprint, not the Splitter. Its general guidance that weapons and gun parts are found in Raider Containers is not evidence of a Splitter drop: ARC Raiders blueprint catalog.
What weapon does it fit?
The Splitter fits the Anvil, an uncommon single-action hand cannon that uses Heavy Ammo. The ARC Raiders Wiki lists the Anvil with a six-round magazine, 40 damage, and strong ARC armor penetration; these are community-maintained, patch-sensitive game references, not independently verified measurements: Anvil weapon reference.
Getting the Anvil is a separate route
The weapon reference lists two ways to get the Anvil: craft it at Gunsmith 1 after learning the Anvil Blueprint, using five Mechanical Components and six Simple Gun Parts, or buy it from Tian Wen for 15,000 coins, with a limit of three per day. These routes are for the weapon only and do not provide the Splitter.

Value, weight, and recycling
The ARC Raiders Wiki lists the Splitter at 7,000 in-game coins and 0.5 kg. These are item values in the game, not real-world prices or weights. The same item reference lists recycling outputs of one Mod Component and one Processor, or two Mechanical Components when salvaged in-raid: Anvil Splitter item reference.
