“The program can’t start because api-ms-win-core-console-l1-1-0.dll is missing from your computer.”

api-ms-win-core-console-l1-1-0.dll is a Windows API-set contract name, not necessarily a normal DLL file that should exist on your drive. Windows uses API-set names to route applications to the correct system implementation, so copying a file with this name into System32 is usually the wrong repair.

Which fix applies to you

Use the first description that matches your situation:

  • Only one game or program fails: repair, update, verify, or reinstall that application first.
  • The application is older, or the PC runs an older Windows build: install Windows updates and check whether the program requires a newer Windows version.
  • Several unrelated programs fail: repair Windows components with DISM and SFC.
  • The error also mentions api-ms-win-crt-*.dll or ucrtbase.dll: repair the correct Microsoft Visual C++ runtime for the application’s architecture.
  • The error began after antivirus activity: inspect quarantine and application history before reinstalling anything.
  • A LabWindows/CVI, TestStand, LabVIEW, portable tool, or vendor-built native program fails: the deployment may be incomplete or may contain a DLL built for an incompatible Windows version.
  • A 32-bit program fails on 64-bit Windows: install or repair the x86 dependencies. A 64-bit runtime does not satisfy a 32-bit application.

What api-ms-win-core-console-l1-1-0.dll actually is

Microsoft documents this name as an API-set contract associated with console functions including GetConsoleMode, ReadConsoleW, WriteConsoleW, SetConsoleMode, GetConsoleCP, and SetConsoleCtrlHandler. Most of these APIs are documented from Windows 10 version 1709-era builds, while some related APIs require a later Windows 10 release. See Microsoft’s Windows API requirements table.

An API set is a stable name that the Windows loader maps to an implementation. Microsoft explains this behavior in its documentation on Windows API sets. The contract may not correspond to a physical file with the same name, and Microsoft does not provide a universal file size, version, publisher record, or fixed System32 path for this exact contract.

The error can therefore mean more than “this file is absent.” It may indicate that:

  • the program needs an API contract unavailable on the installed Windows version;
  • a native DLL was built with incompatible dependencies;
  • an application installer omitted a required dependency;
  • a bundled DLL cannot load one of its own dependencies;
  • Windows component files or the API-set schema are damaged;
  • the wrong x86, x64, or ARM64 binary is being loaded;
  • security software quarantined an application file.

A National Instruments deployment scenario shows this filename being reported when a LabWindows/CVI-compiled DLL is loaded through TestStand or LabVIEW and its dependencies cannot be resolved. That makes the owning application and its deployment package important clues. See the NI deployment diagnosis.

Fix 1: Repair or reinstall the affected application

This is the safest first step when one program or game is affected.

For a regular Windows application

  1. Close the program.
  2. Press Windows + I to open Settings.
  3. Select Apps.
  4. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  5. Find the affected program.
  6. Select the three-dot menu on Windows 11, or select the program on Windows 10.
  7. Choose Advanced options, if available.
  8. Select Repair and wait for it to finish.
  9. Start the program again.

If Repair is unavailable or does not help, return to the same screen and choose Reset only if you understand that it may remove the program’s local settings. For a traditional desktop program, uninstall it from Control Panel > Programs > Uninstall a program, restart Windows, then reinstall it from the developer’s official installer.

If the application has its own installer, use that installer’s Repair option rather than deleting individual DLLs.

For a game

Open the game launcher and look for a command named Verify files, Verify integrity, Repair, or Scan and repair. The exact wording differs between launchers.

Wait for the scan to complete, allow it to replace damaged files, then restart the launcher and try the game again. If verification reports missing files repeatedly, check antivirus quarantine before reinstalling the game.

Check the application directory

If a file with this name appears inside the program’s own folder, treat it as part of that application’s deployment. Do not assume it is a universal Microsoft download. A local copy can still have missing dependencies, the wrong architecture, or an invalid loader path.

If reinstalling the application fixes the error, the original installation was incomplete, damaged, or incompatible with the system. If it does not, record the exact executable name and continue with the Windows compatibility checks below.

Fix 2: Check Windows version and install updates

A program built against a newer API contract may fail on an older Windows release. This is particularly relevant when the application is new but the computer has an older Windows installation or has not received updates for a long time.

Check the Windows version

  1. Press Windows + R.
  2. Type winver.
  3. Press Enter.
  4. Record the Windows edition and build shown in the dialog.

Then check for updates:

  1. Press Windows + I.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all applicable updates.
  5. Restart the computer.
  6. Try the affected program again.

If the program’s requirements specify a newer Windows release, updates may not be enough. Install a version of the application that supports your Windows release, or upgrade Windows through Microsoft’s supported process.

For supported older Windows systems, Microsoft also provides a Universal C Runtime update. This is relevant when an application built with the Windows 10 SDK must run on an earlier supported system. It is not a guarantee that this exact API-set error will be resolved.

Fix 3: Repair Windows components with DISM and SFC

Use this fix when several unrelated applications fail, Windows Update is malfunctioning, or other system component errors appear.

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control appears.
  6. Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait until DISM finishes.
  2. Run the System File Checker command:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the affected application.

Microsoft recommends running DISM before SFC. Its system file repair instructions explain the results and additional recovery steps.

These commands repair Windows component problems. They do not guarantee that a physical api-ms-win-core-console-l1-1-0.dll file will appear, because the API-set name may be resolved virtually by the loader.

DISM and SFC can take time, and their output does not always make it obvious which component changed. Outbyte PC Repair can scan for system problems and show what it identifies, while the repair action is performed by the full version; it is optional, and repairing the affected application remains the definitive fix when only that application fails.

If DISM reports that source files cannot be found, do not download replacement DLLs. Follow Microsoft’s instructions for using a matching Windows installation source, or proceed to Windows recovery and professional support if system corruption is extensive.

Fix 4: Repair the correct Visual C++ runtime

Do not automatically blame Visual C++ because the filename begins with api-ms-win.

These are different families:

  • api-ms-win-core-console-l1-1-0.dll is a Windows API-set contract for console functionality.
  • api-ms-win-crt-*.dll files belong to the Universal C Runtime family.
  • ucrtbase.dll is a Universal C Runtime implementation file.
  • Ordinary application DLLs are files supplied by a program or its installer.

Visual C++ repair is most relevant when the error also names api-ms-win-crt-*.dll, ucrtbase.dll, or another Microsoft runtime dependency.

Use Microsoft’s latest supported Visual C++ Redistributable packages:

  • Install x86 for a 32-bit application.
  • Install x64 for a 64-bit application.
  • Install ARM64 for an ARM64 application.
  • On 64-bit Windows, an x86 program may still require the x86 package. Some computers legitimately need both x86 and x64.

To determine the program architecture, check the application’s documentation or ask the software vendor. You can also inspect the executable with a trusted system administration tool. Do not uninstall older Visual C++ versions blindly, because different applications can require different runtime generations.

After installing the matching package, restart Windows and test the program. If the only error remains api-ms-win-core-console-l1-1-0.dll, continue with application repair and Windows compatibility checks rather than repeatedly reinstalling Visual C++.

Fix 5: Check antivirus quarantine

Security software can block or quarantine a program’s bundled DLL. There is no verified universal false-positive campaign for this exact filename, so treat quarantine as a possibility tied to your own event history.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an event matching the time the application stopped working.
  5. Read the affected path and filename carefully.
  6. If the file belongs to the official application and you trust the installer, follow your security product’s documented restore or allow procedure.
  7. Repair or reinstall the application afterward.

Do not restore an unknown DLL downloaded from the internet, and do not permanently disable antivirus protection to bypass the error. If the quarantine entry points to a temporary folder or an unexpected program directory, remove the application and scan the computer instead.

Fix 6: Check architecture and driver-related dependencies

A 32-bit application cannot use a 64-bit replacement DLL, and a 64-bit application cannot use a 32-bit replacement. On 64-bit Windows, both application environments operate separately.

Check the vendor’s requirements and install the correct build of the application. If the error started after a graphics, hardware, or system update, update the relevant driver from the hardware manufacturer or through Windows Update.

To check drivers through Windows:

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Network adapters.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

Outbyte Driver Updater can scan for outdated drivers and identify which versions need attention, while driver installation is performed by the full version; use it as an optional shortcut, not as a substitute for repairing an application-specific deployment.

Do not use Device Manager to replace api-ms-win-core-console-l1-1-0.dll itself. Drivers are relevant only when the failure began with a broader hardware or driver problem.

Do not use regsvr32 for this error

regsvr32 registers certain component DLLs that expose a registration entry point such as DllRegisterServer. Microsoft documents its purpose and syntax in the regsvr32 reference.

An API-set contract is not a normal COM component that you should register. Running this command is therefore not an appropriate default fix:

regsvr32 api-ms-win-core-console-l1-1-0.dll

It may produce another error without repairing the application or Windows loader.

Avoid random DLL download sites

Do not download this filename from a random DLL website and copy it into System32, SysWOW64, or the application folder. That approach can introduce:

  • malware or tampered files;
  • the wrong Windows build;
  • the wrong x86, x64, or ARM64 architecture;
  • incorrect loader-search behavior;
  • a duplicate file that hides the real dependency problem.

Use Windows Update, Microsoft’s official runtime packages, the application developer’s installer, and the application launcher’s repair function instead. Microsoft does not publish a universal download page for this API-set contract as an ordinary standalone DLL.

Windows Features: what to do and what not to do

Do not randomly enable Windows Features to resolve this filename. Turning on unrelated components does not recreate an API-set contract.

If the affected application specifically requires a Windows feature, follow its official documentation:

  1. Open Control Panel.
  2. Select Programs.
  3. Select Turn Windows features on or off.
  4. Enable only the feature the application explicitly requires.
  5. Restart Windows if prompted.

For a missing runtime or application framework, use the official installer supplied by Microsoft or the software developer rather than guessing from the DLL name.

When all repairs fail

Collect these details before contacting the application vendor or Microsoft Support:

  • the complete error text;
  • the name and path of the failing executable;
  • the Windows edition and build from winver;
  • whether the program is x86, x64, or ARM64;
  • whether one program or several programs fail;
  • whether the error began after an update, antivirus event, or reinstall;
  • the full list of dependencies reported by the application;
  • DISM and SFC results;
  • antivirus quarantine history.

If every native application fails, investigate broader Windows servicing problems, disk corruption, malware, recent updates, or System Restore. If only one application fails, system-wide repairs are less likely to help than repairing its installer, dependencies, and deployment package.

FAQ

Is api-ms-win-core-console-l1-1-0.dll a real Windows component?

Yes, it is a real Windows API-set contract. It is not necessarily a physical DLL stored under that exact name.

Should I copy it into System32?

No. Manual copying can create architecture, version, security, and loader-path problems.

Is it part of Visual C++ Redistributable?

Not necessarily. api-ms-win-core-* and api-ms-win-crt-* are different families. Install Visual C++ only when the application also identifies a C Runtime dependency or its vendor requires it.

Why does a program say it is missing if Windows resolves it virtually?

The loader error may identify an unresolved contract or a dependency that could not be loaded. It does not always mean that a literal file with that name should exist.

Should I run regsvr32?

No. This API-set contract is not normally something that should be registered.

Use the launcher’s verify or repair function, check antivirus quarantine, and reinstall the game from its official installer if verification cannot restore the required files.
