api-ms-win-core-datetime-l1-1-1.dll: Fix App Launch Errors

api-ms-win-core-datetime-l1-1-1.dll is a genuine Windows API-set contract, not a normal standalone DLL that you should download. When Windows reports that api-ms-win-core-datetime-l1-1-1.dll is missing or could not be loaded, the real cause is usually an unsupported Windows build, damaged system components, or an incomplete application installation.

This contract provides access to date and time APIs such as GetDateFormatEx and GetTimeFormatEx. Microsoft lists it as part of the Windows API surface beginning with Windows 10 build 10.0.10240.Windows API inventory

Do not copy a random replacement into System32, SysWOW64, or the application folder. Do not run regsvr32 on it. Follow the fixes below in order.

1. Check your Windows version and install updates

Time needed: 10 to 30 minutes, plus restart time

This is the most important check if the affected computer runs Windows 7, Windows 8, or an early, unupdated Windows 10 release. An application built against a newer Windows API surface may not run correctly on an older operating system.

Check the Windows build

  1. Press Windows key + R.
  2. Type winver.
  3. Press Enter.
  4. Note the Windows edition and version shown in the dialog.
  5. Close the dialog.

On Windows 10, open Settings > System > About and check OS build. On Windows 11, open Settings > System > About and review Windows specifications.

Install available updates

On Windows 11:

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Click Check for updates.
  4. Select Download & install if updates are offered.
  5. Restart when Windows requests it.

On Windows 10:

  1. Open Start > Settings.
  2. Select Update & Security.
  3. Open Windows Update.
  4. Click Check for updates.
  5. Install everything offered, then restart.

Microsoft’s Windows Update instructions cover the same process.

After restarting, launch the affected program again. If it now opens, the missing API contract was a compatibility problem rather than a file that needed manual replacement.

If the computer cannot move to a Windows version supported by the application, install an older release of that application that explicitly supports the installed Windows version. Copying a newer API-set file into an older Windows installation is not a reliable compatibility fix.

2. Repair Windows component files with DISM and SFC

Time needed: 15 to 45 minutes

Use this step when more than one unrelated application reports missing Windows DLLs, the error began after an interrupted update, or Windows has shown other signs of corruption.

DISM repairs the Windows component store. SFC then checks protected system files and replaces damaged copies using the repaired component store. Run them in this order.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Choose Yes if User Account Control asks for permission.
  6. Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Press Enter.
  2. Wait for the operation to finish.

The command may appear to pause at a percentage for several minutes. Do not close the window while it is working.

Run System File Checker

When DISM completes, enter:

sfc /scannow

Press Enter and wait until verification reaches 100 percent. Restart Windows afterward and test the program.

A message saying that Windows Resource Protection found corrupt files and successfully repaired them is a positive result. If SFC reports that it could not repair some files, restart and run the DISM command again, followed by SFC.

If Windows Update cannot supply the repair files, Microsoft documents this alternative pattern:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with a suitable, matching Windows installation or repair source. Do not use an arbitrary folder copied from another computer.

Running DISM and SFC manually means waiting through each scan and interpreting several possible result messages. 3. Repair or reinstall the affected application

Time needed: 10 to 30 minutes

If only one game or program fails, the application’s deployment is more likely to be damaged than Windows itself. This commonly follows an interrupted update, an incomplete portable-app extraction, a failed installer, or a launcher that removed a dependency.

Use the application’s repair option

  1. Open Start > Settings.
  2. Select Apps.
  3. Open Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the affected program.
  5. Select its menu or open its entry.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Restart the program and test it.

Not every application provides a Windows repair button. If there is no repair option, open the application’s own installer or launcher and look for Repair, Scan, Verify files, or Verify integrity.

For a game, use the launcher’s file-verification feature rather than copying DLLs from another installation. That process should restore the application’s own files and the correct architecture.

Reinstall from the official source

If repair does not help:

  1. Back up the program’s settings or saved data if necessary.
  2. Uninstall the affected application from Settings > Apps.
  3. Restart Windows.
  4. Download the installer from the software developer or publisher.
  5. Install the correct 32-bit or 64-bit release.
  6. Run the application once the installation finishes.

Do not assume that the name of this API-set contract identifies a particular game or vendor. It is a Windows loader contract and can be encountered by different applications compiled for a compatible Windows API surface.

4. Check antivirus quarantine and the application path

Time needed: 5 to 15 minutes

Security software can quarantine a legitimate application file, especially after an update changes the program’s binaries. The API-set name itself is a legitimate Windows name, but a suspicious copy in an unusual directory still needs investigation.

Check Windows Security

  1. Open Start > Settings.
  2. Select Privacy & security on Windows 11, or Update & Security on Windows 10.
  3. Open Windows Security.
  4. Select Virus & threat protection.
  5. Open Protection history.
  6. Look for an event involving the affected program or a recently removed file.

Restore a file only when all of these are true:

  • The file is inside the expected application directory.
  • The application came from a trusted developer or publisher.
  • The file’s digital signature identifies a trusted publisher.
  • The application was recently installed or updated.
  • A current security scan does not report a threat.

After restoring a trusted file, update or reinstall the application. Do not permanently disable antivirus protection or whitelist a DLL solely because a download page says the program needs it.

5. Check 32-bit and 64-bit compatibility

Time needed: 10 to 20 minutes

A 64-bit Windows installation can run many 32-bit applications, but the application still needs compatible dependencies for its own architecture. A 32-bit program cannot be repaired by mixing in arbitrary 64-bit files.

Check the program’s architecture in its official documentation or installer. If the vendor provides separate downloads, install the version matching the program and operating system requirements.

Also check the executable’s location:

  • C:Program Files commonly contains 64-bit applications.
  • C:Program Files (x86) commonly contains 32-bit applications on 64-bit Windows.

These folder locations are clues, not proof. Do not move files between System32, SysWOW64, and an application directory. Windows uses those directories as part of its own loader and compatibility system, and manually mixing files can create new architecture or version errors.

If the error says that the file is “not designed to run on Windows” or contains an error, the named contract may only be the first dependency Windows could not resolve. The actual issue can be a wrong-architecture executable, an incompatible binary, or a damaged application installation.

6. Update the program and relevant device drivers

Time needed: 15 to 30 minutes

A driver is not normally the owner of this API-set contract, but an outdated graphics, chipset, storage, or device driver can cause an application to fail during startup and make the DLL message appear secondary.

First update the application itself. Then use Windows Update for drivers:

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Open Advanced options.
  4. Select Optional updates.
  5. Expand Driver updates.
  6. Install an update only when it matches hardware in the computer.
  7. Restart Windows.

You can also inspect a specific device:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters or System devices.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart if Windows installs one.

Device Manager may report that the best driver is already installed even when the hardware manufacturer has a newer package. Hunting through several hardware support pages is easy to get wrong. Outbyte Driver Updater can scan and identify stale drivers, while the full version performs the installation; it is optional, and use the hardware manufacturer’s driver when the application vendor specifically requires one.

If updating a driver changes nothing, return to the application’s official repair or reinstall process. Do not treat this contract as a graphics or chipset driver file.

7. Install Visual C++ only when the error names it

Time needed: 5 to 15 minutes

api-ms-win-core-datetime-l1-1-1.dll is not specifically a Visual C++ Redistributable file. Installing VC++ may help when the actual error names files such as:

  • VCRUNTIME140.dll
  • MSVCP140.dll
  • Other Microsoft C++ runtime components

Use Microsoft’s Visual C++ Redistributable guidance and its official x86, x64, or ARM64 packages. The application may require the x86 package even on 64-bit Windows if the program itself is 32-bit.

Do not install unrelated runtime packages from third-party download pages. Do not remove older VC++ generations indiscriminately, because different applications can legitimately require different versions.

Why downloading this DLL is the wrong fix

Microsoft describes API-set names as virtual aliases or contracts used by the Windows loader. They are not necessarily ordinary physical DLL modules with independently installable contents.Windows API sets

That is why copying a file with the same name often fails to solve the underlying problem. A downloaded file can have the wrong architecture, be incompatible with the installed Windows build, contain malicious code, or simply be ignored by the loader. It can also hide an application deployment problem that should be fixed by the vendor’s installer.

regsvr32 is not appropriate here. That utility registers suitable COM or ActiveX DLLs that expose registration entry points. An API-set contract and an ordinary runtime dependency are not self-registering components.

FAQ

Is api-ms-win-core-datetime-l1-1-1.dll a real Windows file?

Yes. It is a genuine Microsoft API-set contract associated with Windows date and time APIs. It is not a generic third-party runtime and should not be treated as a standalone download.

Does it belong to Windows 10 and Windows 11?

Microsoft’s API documentation identifies the contract beginning with Windows 10 build 10.0.10240. Windows 7 and Windows 8 compatibility must not be assumed.

Should I copy it into System32 or SysWOW64?

Normally no. The API-set name represents a loader contract, and manual copying can create version, architecture, and search-order problems.

Should I register it with regsvr32?

No. regsvr32 is for suitable self-registering COM or ActiveX components. It is not a repair method for this API-set contract.

Why does a LabVIEW, TestStand, or LabWindows/CVI application show this error?

What if DISM and SFC complete but the application still fails?

Reinstall the application from its official source, verify its files, and check its complete dependency chain. If only that application fails, its installer or compatibility may be the problem rather than Windows.

What if every application is failing?

After DISM and SFC, consider System Restore, an in-place repair installation, or Windows recovery options. If Windows cannot boot reliably, stop replacing DLLs and use recovery tools or Microsoft support.
