“The program can’t start because api-ms-win-core-file-l1-1-0.dll is missing from your computer.”
You may instead see “The code execution cannot proceed because api-ms-win-core-file-l1-1-0.dll was not found,” “The file is either not designed to run on Windows or it contains an error,” or a message saying that a DLL or external library could not be loaded.

The 60-second answer
api-ms-win-core-file-l1-1-0.dll is a genuine Microsoft Windows API-set component. It represents part of Windows’ file-management API, but the name is an API-set alias and does not always correspond to a normal standalone DLL on disk. Windows can route that alias to a physical system component such as KernelBase.dll.

If only one program or game fails, repair or reinstall that application first. If several unrelated programs fail, repair Windows with Windows Update, DISM, and SFC. Do not download this DLL from a random website or copy it into System32.

What this file belongs to
This is principally a Windows component, not a Visual C++ redistributable, .NET file, DirectX file, COM component, or device driver. Microsoft associates the API set with file-related functions including drive, path, volume, locking, and file-access operations.
API-set names act as loader contracts. Microsoft explains the model in its documentation on Windows API sets and API-set loader operation. The requested name may therefore be resolved by Windows even when no identically named physical file exists.
On 64-bit Windows:
- Native 64-bit components are normally under
%windir%System32. - 32-bit components are normally under
%windir%SysWOW64. - On 32-bit Windows,
%windir%System32contains 32-bit files.
The folder names are confusing by design. Windows file-system redirection decides which architecture a 32-bit or 64-bit process sees. Do not copy a file between these folders merely because an error mentions a missing DLL.
An application can also contain a private copy supplied by its installer. If the error points to an application directory, repair that application rather than replacing a Windows component globally.
First identify the failure pattern
Before changing anything, answer these questions:
- What is the complete error message?
- Which executable is named, and where is it installed?
- Does one application fail, or do several unrelated programs fail?
- Did the problem begin after a Windows update, application update, antivirus action, cleanup operation, or moving the program?
- Is the application 32-bit, 64-bit, ARM64, or being run through compatibility software?
- Is the application supported by your Windows version?
The pattern usually points to the correct repair:
| What fails | Most likely direction |
|---|---|
| One game or application | Repair, verify, update, or reinstall that application |
| Several unrelated applications | Windows Update, DISM, and SFC |
| A program after antivirus activity | Review Protection History and verify the file before restoring anything |
| A technical application or LabWindows/CVI DLL | Check deployment, dependencies, architecture, and third-party drivers |
| A file exists but still will not load | Investigate dependencies, manifests, architecture, or OS compatibility |
Fix 1: Repair the affected application
This is the safest first step when only one program fails.
Microsoft Store or packaged application
- Press
Windows + I. - Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and select Reset, if available. Reset can remove the application’s local data.
Traditional desktop software
- Press
Windows + R. - Type
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Repair, Change, or the vendor’s maintenance option.
- Complete the installer repair.
- Restart Windows and test the program.
If no repair option exists, uninstall the program, restart Windows, and reinstall it using the developer’s official installer. Do not restore a loose DLL from a download site.

A program-specific failure can also come from an incompatible build, incomplete deployment, or a missing third-party dependency. NI documents these causes for LabWindows/CVI-compiled DLLs loaded by TestStand or LabVIEW. In that situation, reinstalling only this API-set name is not a complete dependency repair.
Fix 2: Install Windows updates, then repair system files
Use this path when several applications fail, Windows tools behave abnormally, or the error appeared after servicing activity.
Install pending updates
On Windows 11:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart when prompted.
On Windows 10:
- Open Settings.
- Select Update & Security.
- Select Windows Update.
- Select Check for updates.
- Install the available updates and restart.
Then open an administrator terminal:
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Microsoft recommends running DISM before SFC because DISM can repair the component store that SFC uses. Restart Windows after both commands complete and test the application again.
If SFC reports that it repaired files, test the program. If it reports that it could not repair some files, restart and run the two commands again. Persistent corruption may require System Restore or a Windows repair reinstall.
Repeating SFC and DISM without knowing what changed can be tedious. Outbyte PC Repair provides a free scan that shows what it finds, while repair features are performed by the full version; it is optional, and an application-specific error still requires repairing or reinstalling that application.
Fix 3: Check antivirus quarantine safely
Windows Security or another antivirus product may have removed a private application copy. The filename alone does not prove that a quarantined file is safe.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the error began.
- Note the original file path and detection name.
- Confirm that the file belonged to the expected application directory.
- Scan the application installer and its folder before restoring anything.
Restore a file only when the application came from a trusted official source and the file’s location, signature, and behavior are consistent. Microsoft warns that restoring a real threat can reintroduce malware.

Fix 4: Check architecture and application compatibility
A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot use a 32-bit DLL as its equivalent. The same error can also appear when an application was built for a newer Windows release or deployed without its complete dependency chain.

Check the following:
- Install the application build that matches your Windows architecture.
- Update the application to its current supported release.
- If it is an engineering or development tool, reinstall its complete runtime and third-party dependencies.
- Do not copy a file from
SysWOW64toSystem32, or the reverse. - Check whether the program is being run through compatibility software or an emulator.
- Confirm that the operating system meets the application’s requirements.
To locate any copies under the Windows directory, open Command Prompt and run:
where /r "%windir%" api-ms-win-core-file-l1-1-0.dll
A result does not prove that the copy is the one your program needs. For a located Windows copy, open Properties, select Digital Signatures, and inspect the signer. You can also run:
Do these 3 things before closing this tab:

The API-set design means a missing physical file is not automatically the root cause. The loader may instead be reporting a missing dependency, invalid manifest, incorrect architecture, or unsupported operating system.
Fix 5: Do not confuse this file with the Universal CRT
These are different files:
api-ms-win-core-file-l1-1-0.dllapi-ms-win-crt-filesystem-l1-1-0.dllapi-ms-win-crt-runtime-l1-1-0.dllucrtbase.dllVCRUNTIME140.dllMSVCP140.dll
Install the official Visual C++ redistributable only when the complete error names a Visual C++ runtime file. On older Windows releases, Microsoft’s Universal C Runtime update KB2999226 may apply when the missing dependency is a UCRT file.
Neither KB2999226 nor the current Visual C++ redistributable is the default repair for this exact Windows API-set error.
Fix 6: Update or reinstall a related driver
A driver is not the normal owner of this file. However, if the error appeared immediately after a hardware or driver update, repair that driver and its application integration.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Storage controllers, or Network adapters.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- If the problem began after an update, open Properties and use Roll Back Driver, if available.
- Restart Windows.
For a clean reinstall, right-click the device, select Uninstall device, restart Windows, and install the replacement driver through Windows Update or the hardware manufacturer’s official support channel.
Driver version hunting can involve checking many devices and matching the correct architecture. Outbyte Driver Updater provides a free scan showing what it identifies, while driver installation is performed by the full version; it is optional and not a substitute for repairing the application that owns the failing deployment.

Do not run:
regsvr32 api-ms-win-core-file-l1-1-0.dll
regsvr32 is intended for COM or OLE DLLs that export DllRegisterServer. An API-set forwarding component is not repaired by registration and commonly produces an error saying that the DllRegisterServer entry point was not found. Registration does not restore Windows servicing files, repair application dependencies, or correct architecture mismatches.

Why random DLL downloads are unsafe
A downloaded replacement may have:
- The wrong architecture
- The wrong Windows release or servicing level
- An invalid or altered signature
- Missing dependencies
- Malware or unwanted software
- An application-specific path that does not match the loader’s search order
Copying it into System32, SysWOW64, or the application folder can create a second problem while leaving the original deployment failure untouched. Use Windows Update, DISM, SFC, the application’s repair feature, or the developer’s official installer instead.

FAQ
Is api-ms-win-core-file-l1-1-0.dll a real Windows file?
Yes. It is a genuine Microsoft API-set component, but its name is a loader contract and may not always exist as a standalone physical DLL.
Is it part of Visual C++?
No. It belongs primarily to Windows. Do not install Visual C++ unless the full error identifies a Visual C++ or Universal CRT dependency.
Recommended Free Tools
Why does it appear in an application folder?
An installer may include a private Windows SDK or runtime support copy. Repair that application rather than replacing a Windows file globally.
Should I copy it into System32?
No. Windows architecture redirection and API-set resolution make manual copying unreliable and potentially dangerous.
Can malware cause this error?
Malware is possible, but the filename alone does not demonstrate infection. Review antivirus history, scan the system, and pay close attention to unexpected file locations.
What if the file exists but the program still fails?
The loader may be reporting a missing dependency, wrong architecture, invalid manifest, or unsupported Windows version. Inspect the complete application dependency chain and repair the original program.
