api-ms-win-core-localization-l1-2-1.dll: What to Repair

“The program can’t start because api-ms-win-core-localization-l1-2-1.dll is missing from your computer” and “The code execution cannot proceed because api-ms-win-core-localization-l1-2-1.dll was not found” are common forms of this loader error. The api-ms-win-core-localization-l1-2-1.dll file is a Microsoft Windows API-set contract, so downloading a replacement DLL is usually the wrong repair.

The 60-second answer

First check whether the problem affects one application or several.

  • One program fails: repair or reinstall that application from its publisher, Microsoft Store, or original launcher.
  • Several unrelated programs fail: repair Windows with Windows Update, DISM, and SFC.
  • Windows 7 or another older release is installed: the application may require a newer Windows API surface. Upgrade Windows or install an older version of the application that supports your system.
  • The error appeared after antivirus activity: check Windows Security Protection history before restoring or reinstalling anything.
  • The message includes 0xc000007b: check application and Windows architecture, then repair the application and Windows components.

Do not copy this file from a DLL download site into System32, SysWOW64, or the application folder. The file name represents a loader contract, not necessarily a separately redistributable library.

What api-ms-win-core-localization-l1-2-1.dll is

The api-ms-win-core-localization-l1-2-1.dll name belongs to Microsoft’s Windows API-set infrastructure. API sets are functional contracts that allow software to request a group of Windows functions without depending directly on the internal DLL that implements them.

When an application requests this contract, the Windows loader consults the operating system’s API-set schema and redirects the request to the appropriate implementation. Microsoft documents the API-set system and its loader behavior in its Windows API sets documentation and API-set loader documentation.

The localization contract covers Windows functions including:

  • EnumSystemLocalesEx
  • FindNLSStringEx
  • LCMapStringEx
  • LocaleNameToLCID
  • EnumSystemGeoID
  • IdnToAscii
  • IdnToUnicode
  • IsValidCodePage
  • IsValidLocaleName
  • ResolveLocaleName

Microsoft’s API documentation identifies the relevant APIs as introduced with Windows version 10.0.10240, although API contracts and implementations can vary between Windows releases and builds. The practical meaning is important: an application built for a newer Windows API surface may not run on an older operating system.

This is not normally a Visual C++ Redistributable file, DirectX component, .NET assembly, driver, or ordinary COM plug-in. It is also not something you should register manually with Windows.

Why the error appears

The message does not always mean that one physical file has simply been deleted. Windows may be unable to resolve the requested API-set contract because of one of these conditions:

  1. The application requires a Windows version newer than the installed system.
  2. Windows system components or the component store are damaged.
  3. One application has a broken installation or dependency chain.
  4. Antivirus software quarantined a related file.
  5. The application and Windows architectures do not match.
  6. Malware or disk corruption damaged several system files.

A documented Windows 7 OpenSSH case produced this exact missing-file message because a dependency had newer Windows requirements. That does not prove Windows 7 is the cause of every instance, but it makes operating-system compatibility the first check on older PCs.

There is no universal file size, checksum, version, or standalone download package that applies to every Windows installation. Build, architecture, servicing state, and component-store condition all matter.

Diagnose the failure before repairing it

1. Check the Windows version

Press Windows key + R, type:

winver

Press Enter and note the Windows edition and version.

For more system information:

  1. Open Settings.
  2. Select System.
  3. Select About.
  4. Check Windows specifications and System type.

On Windows 10 or Windows 11, continue with Windows repair if multiple applications fail. On Windows 7 or another unsupported release, check the program’s system requirements first. An upgrade to a supported Windows version is safer than trying to add a newer API-set file manually.

2. Determine whether one app or the whole system is affected

Try another unrelated application.

  • If only one game or program fails, Windows itself may be fine. Concentrate on that application’s files, installer, and supported operating systems.
  • If several unrelated applications fail, suspect Windows component corruption, malware, disk problems, or a recent system change.

Write down the full error text, including any status code. The first missing dependency named by the loader is not always the original defect. After one repair, Windows may report a different missing DLL because it has progressed farther through the dependency chain.

3. Check architecture

A 32-bit application can run on 64-bit Windows, but its dependencies must be compatible with the application and operating system. A mismatch can produce loader errors, including 0xc000007b.

Check Settings > System > About > System type for Windows architecture. Then check the application’s official system requirements or installer options. Do not mix DLLs from x86 and x64 packages, and do not copy files between System32 and SysWOW64.

Fix 1: Repair the affected application

Use this path when only one application fails.

Verify the application files

If the program uses a launcher, open it and look for an option named Verify files, Scan and repair, or Repair installation. The wording differs between launchers.

Allow the scan to finish, then restart Windows and launch the program again. If the application starts, the problem was probably a damaged installation or bundled dependency.

Use Windows app repair

For applications that support Windows repair controls:

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu.
  6. Choose Advanced options.
  7. Select Repair, if available.
  8. Test the application.

Windows does not provide Repair or Reset controls for every desktop program. If Repair is unavailable or does not help, uninstall the application, restart Windows, and reinstall it from the publisher’s official installer, Microsoft Store, or original launcher.

Use the version that explicitly supports your Windows release and system architecture. If the application is old and the computer runs Windows 7, install an older application release that supports Windows 7 or upgrade Windows. Reinstalling the same unsupported release will not create the missing operating-system contract.

Fix 2: Install Windows updates and repair system files

Use this path when multiple programs fail, the issue began after a failed update or cleanup operation, or the error points toward a Windows component.

Install updates first

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all applicable updates.
  5. Restart the computer.
  6. Check for updates again until no further applicable updates are offered.

Then run the component repair commands.

Run DISM and SFC

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for DISM to finish. It may pause at a percentage for several minutes. When it completes, run:

sfc /scannow

Restart Windows after SFC finishes and test the affected program.

DISM repairs the Windows component store and can provide the source SFC needs. That is why the recommended order is DISM first, then SFC.

If SFC says it found and repaired corrupted files, restart and test again. If it reports that it could not repair some files, run the repair from Safe Mode where appropriate and review the result. If Windows Update cannot provide repair files, use a matching Windows installation source:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace the example source with a real path to installation files matching the installed Windows edition and build. Do not use an unrelated ISO or an invented path.

Repeatedly hunting through Windows components and rerunning DISM and SFC can be time-consuming when the cause is unclear. Use Windows 11’s repair reinstall

On supported Windows 11 releases:

  1. Open Settings.
  2. Select System.
  3. Select Recovery.
  4. Find Fix problems using Windows Update.
  5. Select Reinstall now.
  6. Follow the prompts.

This reinstalls the current Windows version while preserving apps, files, and settings. Keep the computer connected to power and back up important files before starting.

Fix 3: Check antivirus quarantine

Windows Security may have removed a file associated with the failing application.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent quarantined or removed items.
  5. Expand an entry to see its path and action.

Restore a quarantined file only if you can verify that it came from a trusted application installation and is not malicious. If the item is an application file, reinstall the application from its official source instead. If several Windows files are involved, repair Windows and run a full scan rather than restoring unknown files individually.

Fix 4: Check for malware and disk damage

Run a full scan when files repeatedly disappear, multiple system DLLs are affected, or Windows Security reports a threat.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Scan options.
  4. Choose Full scan.
  5. Select Scan now.

Back up important files if you suspect disk corruption. If Windows remains unstable or system files cannot be repaired, use Windows recovery options or installation media. A clean reinstall should be the last resort after backing up personal data and confirming that application installers and licenses are available.

Fix 5: Use System Restore after a recent change

System Restore is useful when the error began after a driver, application, update, cleanup utility, or configuration change and a restore point exists.

  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point from before the problem began.
  4. Select Scan for affected programs if available.
  5. Confirm the restore.

System Restore rolls back system files, drivers, and settings. It does not remove personal documents, but back up important data before proceeding.

Drivers, Windows Features, and regsvr32

A driver is not the normal source of this API-set contract. Do not install a driver merely because a DLL message appears.

If the failure began after a hardware or driver change:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the device and select Properties.
  5. Review the General and Driver tabs.
  6. Use Roll Back Driver if the option is available and the problem began after an update.
  7. Otherwise select Update Driver, or install the correct package from the hardware manufacturer.

Guessing which of many installed drivers is stale can make troubleshooting harder. Outbyte Driver Updater can scan and identify driver issues; the full version performs driver installation. It is optional, and a driver update is not the definitive fix for an application that is unsupported or incorrectly installed.

Windows Features are also not a normal repair for this filename. Do not enable random features or install DirectX, .NET, or Visual C++ solely because this API-set name appears. Those components may be required by a particular application only when its documentation or error message identifies them.

regsvr32 does not apply here. This API-set stub is not normally a COM component exposing DllRegisterServer, so commands such as these are not a repair:

regsvr32 api-ms-win-core-localization-l1-2-1.dll

Registration is intended for explicitly registerable DLLs and OCX files, not Windows API-set contracts.

Why manual DLL downloads are unsafe

Avoid DLL download sites and copied files from another computer. A replacement may have:

  • The wrong Windows build
  • The wrong architecture
  • A damaged or modified binary
  • Malware
  • No matching API-set schema or dependent components

Copying it into System32, SysWOW64, or an application directory can also change DLL search behavior and create new compatibility or security problems. Use Windows Update, DISM, SFC, Windows recovery, or the affected application’s official installer instead.

FAQ

Is this a Visual C++ Redistributable error?

Not by itself. Visual C++ packages are relevant when the message names dependencies such as VCRUNTIME or MSVCP. They are not the normal source of api-ms-win-core-localization-l1-2-1.dll.

Is the file included with Windows?

The relevant API-set contract is part of Windows API-set infrastructure on current Windows 10 and Windows 11 installations. An application triggers the error, but that does not make the contract an ordinary application-owned DLL.

Can Windows 7 use this file?

The documented OpenSSH case shows that a newer application dependency can request this contract on Windows 7 and fail. Upgrade Windows or use an application version that supports the installed operating system rather than copying the file manually.

What does 0xc000007b mean here?

It commonly indicates an invalid image or architecture/dependency problem. Check whether Windows and the application use compatible architectures, then repair the application and run DISM followed by SFC.

What if SFC and DISM succeed but the error remains?

Repair or reinstall the affected application, then inspect its complete dependency chain. The named API-set contract may be the first dependency Windows reports, while another module is the underlying problem.
