api-ms-win-core-quirks-l1-1-0.dll: Trace the Windows Failure

If api-ms-win-core-quirks-l1-1-0.dll is missing or was not found, repair Windows first rather than downloading a replacement DLL. api-ms-win-core-quirks-l1-1-0.dll is a Microsoft Windows API Set stub used by the loader, although the error may appear when a particular application or game starts.

What this file actually does

The api-ms-win-... prefix identifies a Windows API Set contract. An API Set is a logical name that Windows redirects to the actual system component providing the requested functions. It is not normally an ordinary application library, game file, or COM plug-in.

As an Amazon Associate I earn from qualifying purchases.

core-quirks is part of that contract name. It does not identify a software publisher or indicate that the file belongs to a particular game.

Public file inventories describe this item as an ApiSet Stub DLL associated with Microsoft Windows. Some inventories report a Windows 8.1-era build and a very small file size, but those details are not a Microsoft file-manifest reference and should not be used to select a replacement.

The exact location can vary by Windows build and application architecture. On 64-bit Windows, System32 contains 64-bit system files and SysWOW64 contains 32-bit system files. The names are counterintuitive, so do not copy a file based only on an instruction saying “put the 64-bit DLL in SysWOW64.”

The program that displays the error may be damaged, incorrectly installed, incompatible with the current Windows version, or missing another dependency. “The specified module could not be found” can also mean that a dependency of the named file is missing.

Causes and symptoms

What you notice Most likely explanation Best first action
Several applications fail with the same message Windows component corruption, deletion, or incomplete servicing Install updates, then run DISM and SFC
One older application fails after a Windows reinstall Missing servicing update or Universal CRT dependency Update Windows and repair the application
Only one game fails Damaged private files or an incomplete installation Use the launcher’s repair or verification feature
The error began after antivirus activity The file or a related component was quarantined Review quarantine and run a security scan
A 32-bit application fails on 64-bit Windows Architecture or runtime mismatch Repair the x86 application dependency
The message says “not designed to run on Windows” Corruption, wrong architecture, or an unofficial replacement Remove the replacement and repair Windows
The problem follows a driver or system cleanup Driver, disk, or servicing damage Check Device Manager, update Windows, and repair components

Representative messages include “The program can’t start because api-ms-win-core-quirks-l1-1-0.dll is missing from your computer,” “The code execution cannot proceed,” and “Error loading api-ms-win-core-quirks-l1-1-0.dll.” The wording varies between Windows versions and applications.

Fix 1: Install Windows updates

Windows Update is the safest first repair because API Set components are serviced as part of Windows rather than normally installed as individual downloads.

Windows 11

  1. Open Start and select Settings.
  2. Select Windows Update.
  3. Click Check for updates.
  4. Install all available quality, security, and servicing updates.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Start the affected application again.

Windows 10

  1. Open Start > Settings.
  2. Select Update & Security.
  3. Open Windows Update.
  4. Click Check for updates.
  5. Install the available updates and restart.
  6. Test the application.

If the computer runs Windows 7 or Windows 8.1, use the applicable Microsoft servicing packages for that operating system. Older systems may also require the official Universal C Runtime update, commonly associated with KB2999226 and later servicing updates. Confirm the operating system edition, architecture, prerequisites, and package applicability before installing anything.

Do not assume that a Universal CRT update is guaranteed to restore this exact API Set filename. It can resolve a related dependency problem, but the filename itself is a Windows API Set component.

Fix 2: Repair Windows with DISM and SFC

Run DISM before SFC. DISM repairs the Windows component store; SFC then checks protected system files against that repaired source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Save your work and close open applications.
  2. Open Start and type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish. Do not close the window if progress appears to stop temporarily.
  2. Run SFC as a separate command:
sfc /scannow
  1. Restart Windows after SFC completes.
  2. Test the affected application.

A successful result may say that Windows Resource Protection found no integrity violations, or that it found and repaired corrupt files. If SFC says it repaired files, restart and test again. If it says it could not repair some files, install pending updates and repeat the process once. If DISM cannot complete, use a matching Windows installation source or an in-place repair installation rather than copying an isolated DLL.

When you are repeatedly hunting through servicing errors and cannot tell which repair changed the system, Outbyte PC Repair can scan for related Windows problems; its free scan shows what it identifies, while repair is performed by the full version. It is optional, and repairing or reinstalling the affected application remains the definitive fix when only that program fails.

Fix 3: Repair or reinstall the affected application

If Windows is healthy and only one program reports the error, treat that program as the likely failure point.

For a Microsoft Store application

  1. Open Settings.
  2. Select Apps > Installed apps.
  3. Find the affected application.
  4. Select the three-dot menu and choose Advanced options.
  5. Click Repair.
  6. Start the application again.
  7. If it still fails, return to the same page and choose Reset, if available.

Resetting can remove local application data, so use it only after Repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a desktop application

  1. Open Settings > Apps > Installed apps.
  2. Select the application.
  3. Choose Modify, Repair, or Uninstall, depending on what the installer provides.
  4. If there is no repair option, download the installer from the application developer’s official website.
  5. Install the same application architecture that matches the program you use.
  6. Restart Windows and test it.

For a game, open its official launcher and look for Verify files, Repair, or a similar command. This replaces damaged private files without placing an untrusted DLL in a Windows directory.

If reinstalling does not help, uninstall the application, restart, and reinstall it using an administrator account. Do not delete random files from System32 or SysWOW64 during this process.

Fix 4: Check the Universal CRT and Visual C++ dependency

The filename is an API Set component and is not proof that Visual C++ Redistributable is the cause. However, an application that reports it may also require the Universal CRT or a Visual C++ runtime.

First check the application’s official system requirements or installer. Install or repair Visual C++ Redistributable only when the application documents that dependency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft distributes current packages as:

  • vc_redist.x86.exe for 32-bit applications
  • vc_redist.x64.exe for 64-bit applications
  • vc_redist.arm64.exe for ARM64 applications

The package must match the application, not merely the operating system. A 32-bit application running on 64-bit Windows normally needs the x86 runtime. Installing only x64 does not satisfy that dependency.

To repair an installed runtime:

  1. Open Settings > Apps > Installed apps.
  2. Search for Microsoft Visual C++ Redistributable.
  3. Select the relevant entry.
  4. Choose Modify.
  5. Select Repair.
  6. Repeat for the architecture required by the application.
  7. Restart Windows.

Do not remove older Visual C++ generations just because a newer one is installed. Different generations can legitimately coexist, and older applications may need their original runtime.

Fix 5: Check antivirus quarantine

Security software can remove a damaged or suspicious file, including one located in an application directory.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Look for an event created when the application stopped working.
  5. If a file was quarantined, check its path and digital-signature information before taking action.
  6. Restore it only when it is clearly a legitimate Microsoft or application file.
  7. Run a full scan.
  8. Restart and test the application.

If the quarantined item came from an unofficial DLL archive, do not restore it. Repair Windows or reinstall the application from its official installer instead.

Fix 6: Check drivers only when the failure began after hardware or system changes

A graphics, storage, chipset, or security driver can expose a broader Windows compatibility problem, but replacing drivers is not a normal way to register an API Set DLL.

  1. Right-click Start and select Device Manager.
  2. Expand the hardware category related to the recent change.
  3. Right-click the device and select Properties.
  4. Open the Driver tab.
  5. Check the driver provider and date.
  6. Select Update Driver, then Search automatically for drivers.
  7. Restart Windows.
  8. If the issue began immediately after an update, use Roll Back Driver, when available.

When manually identifying stale drivers across several hardware categories becomes guesswork, Outbyte Driver Updater can scan and show the driver problems it finds; the free scan identifies issues, while driver installation is handled by the full version. It is optional and does not replace repairing the affected application or Windows components.

Do not register or manually copy this DLL

Do not begin with regsvr32. That command is intended for DLLs that expose registration entry points such as DllRegisterServer. An API Set stub is not normally a COM server and does not normally need registration.

Avoid downloading api-ms-win-core-quirks-l1-1-0.dll from random DLL download pages. An archive can contain malware, the wrong architecture, an incompatible build, or a modified file. Copying it beside an executable or into System32 can also create loader-order problems and leave Windows servicing inconsistent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safe sources are Windows Update, Windows repair tools, the applicable Microsoft servicing package, and the affected application’s official installer.

If the error continues

Check whether the problem is limited to one Windows user account:

  1. Open Settings > Accounts > Family & other users.
  2. Select Add account.
  3. Create a temporary local user.
  4. Sign in to that account.
  5. Test the application.

If it works there, the original profile or its application settings may be damaged. Move the application data carefully or create a replacement profile rather than replacing system DLLs.

If files repeatedly disappear, run a full Microsoft Defender scan and check disk health. If DISM and SFC cannot repair Windows, use a matching installation source or perform an in-place repair installation. System Restore is also reasonable when the failure began immediately after a driver, update, cleanup utility, or security-software change and a suitable restore point exists.

FAQ

Is api-ms-win-core-quirks-l1-1-0.dll a Visual C++ file?

Not necessarily. It is best understood as a Windows API Set stub. Some applications that trigger the error may also depend on the Universal CRT or Visual C++ Redistributable, but the filename alone does not establish that relationship.

Which program installed this DLL?

There is not enough reliable information to identify a particular game, installer, or application from this filename alone. The failing executable, its installation path, and the timing of the failure are more useful clues.

Should I download the DLL and place it in System32?

No. Use Windows Update, DISM, SFC, and the official application installer. A manually copied file can be corrupt, malicious, or the wrong architecture.

Does regsvr32 fix the error?

Normally no. API Set stubs are loader contracts, not ordinary registered COM components.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does a 32-bit program fail on 64-bit Windows?

The program uses 32-bit dependency paths and runtimes. Repair or install the x86 dependency required by that application; installing only x64 packages is insufficient.

What if the message says “the specified module could not be found”?

The named API Set file may not be the missing object. Another dependency of the application or loader chain may be absent. Repair the application, install its documented runtimes, and use DISM and SFC to check Windows.
