api-ms-win-core-systemtopology-l1-1-0.dll is a Windows API-set contract, not a normal application DLL that you should download and copy into a folder. If a program cannot load it, repair Windows components first when multiple programs are affected, or repair and reinstall the affected program when only one application fails.
What this file actually does
Microsoft describes API sets as functional contracts used by the Windows loader. An API-set name can act as a virtual alias that the loader maps through the Windows API-set schema to another Windows host DLL, such as kernelbase.dll.
That means a current Windows installation may not contain a physical file named exactly api-ms-win-core-systemtopology-l1-1-0.dll. The filename can still appear in an application’s import table or in a compatibility layer’s loader output.

An application can mention the contract because its executable imports it directly. Wine, Proton, emulators, and other compatibility environments can also report the name when they cannot resolve the Windows API contract correctly.
Common reported messages include:
- “The application failed to start because api-ms-win-core-systemtopology-l1-1-0.dll was not found.”
- “The file api-ms-win-core-systemtopology-l1-1-0.dll is missing or corrupted.”
- “Error loading api-ms-win-core-systemtopology-l1-1-0.dll.”
- “Cannot find api-ms-win-core-systemtopology-l1-1-0.dll.”
- “Failed to load api-ms-win-core-systemtopology-l1-1-0.dll.”
The exact wording depends on the application and loader. There is no verified error code unique to this filename.

Also record whether the affected program is 32-bit or 64-bit. A 32-bit program can run on 64-bit Windows through Windows’ compatibility layer, but manually mixing x86 and x64 files can create additional loader failures.
Fix 1: Update Windows and restart
Install pending updates before replacing anything manually.

- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected program again.
Windows 10
- Open Start > Settings.
- Select Update & Security > Windows Update.
- Click Check for updates.
- Install the available updates.
- Restart Windows.
- Test the application.
If Windows Update repeatedly fails, note the failure and continue with DISM and SFC below. Do not repeatedly download random copies of the missing filename.
Fix 2: Repair the affected application
If only one program reports the error, application repair is usually the most direct path. The application may have been partially updated, damaged by a failed uninstall, or installed for a Windows API surface that the computer does not provide.
Microsoft Store and Windows 11 applications
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Click the three-dot menu beside it.
- Select Advanced options.
- Click Repair.
- Start the program again.
If Repair does not help, return to the same screen and use Reset if it is available. Reset may remove the application’s local settings or stored data, so use it only after Repair.

Traditional desktop programs
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Find the affected program in Programs and Features.
- Right-click it, or select it and choose Repair or Change.
- Follow the installer prompts.
- Restart Windows and test the program.
For a game installed through a launcher, use that launcher’s Verify, Repair, or Verify integrity of game files command. The exact menu name varies. If verification does not repair the error, uninstall the game, restart Windows, and reinstall it from the official launcher or publisher installer.

If the program is old, check whether its current release supports Windows 10 or Windows 11. Installing an older application on a newer system, or installing a newer application on an unsupported older system, can produce a dependency failure that a standalone DLL cannot solve.
Fix 3: Repair Windows with DISM and SFC
Use this fix when several applications fail, Windows has other component errors, or the problem began after an interrupted update or rollback. Microsoft recommends running DISM before SFC because DISM can provide the repair source used by System File Checker.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected program.
DISM may take time and can appear to pause. A successful result means Windows repaired or found no problem with the component store. SFC may report that it repaired files, found no integrity violations, or could not repair some files.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
C:RepairSourceWindows is only an example path. Use a repair source that matches the installed Windows edition and build closely. Do not substitute an unrelated ISO or an arbitrary folder.
If SFC reports that it could not repair some files, review the CBS log, run DISM again with a suitable matching source, and consider System Restore or an in-place Windows repair.

Fix 4: Check Defender Protection history
A security product may have removed an application file after an update or installation. This does not prove that the missing API-set name itself was quarantined.
- Open Start > Settings.
- Select Privacy & security > Windows Security in Windows 11.
In Windows 10, select Update & Security > Windows Security. - Click Virus & threat protection.
- Select Protection history.
- Review recent detections related to the affected program.
- If the program is trusted and the detection is confirmed as a false positive, follow Microsoft’s restore or allow guidance.
- If the program is unfamiliar, leave the item quarantined and reinstall the application from its official source.
Do not disable Defender simply to install an unknown DLL. Protection History retains events for a limited period, so an older quarantine may no longer appear.
Fix 5: Use System Restore after a recent system change
System Restore is appropriate when the error began immediately after a driver installation, Windows update, application installation, or failed rollback, and a suitable restore point exists.
- Open Start.
- Type
Create a restore point. - Open the matching Control Panel result.
- Click System Restore.
- Choose Next.
- Select a restore point dated before the error began.
- Click Scan for affected programs if available.
- Review the programs and drivers that may be removed.
- Click Next, then Finish.
- Allow Windows to restart and complete the operation.
System Restore rolls back system files, registry settings, drivers, and installed programs to the selected point. It does not normally remove personal documents, but save open work before starting.
Fix 6: Repair-reinstall Windows
If multiple applications fail and DISM, SFC, and System Restore do not resolve the problem, repair Windows rather than copying system files from another computer.

On supported Windows 11 installations:
- Open Start > Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Click Reinstall now.
- Follow the prompts.
- Keep the computer connected to power and the internet.
- Test the application after the reinstall completes.
This process reinstalls the current Windows version while preserving applications, files, and settings when the option is supported. If it is not available, use Microsoft’s supported in-place repair process with installation media that matches the installed edition and architecture.
Fix 7: Check drivers only when the symptoms point there
A driver is not the primary verified source of this API-set contract. Use Device Manager only when the error began with a display, storage, chipset, audio, or other hardware problem.

- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device with a warning icon.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
- If the issue began after a driver update, open Properties > Driver and use Roll Back Driver when available.
Prefer drivers supplied by Windows Update or the computer or device manufacturer’s official support page. Do not install a driver merely because the DLL filename contains the word systemtopology.

Do not use DLL download sites sites or regsvr32
Do not download api-ms-win-core-systemtopology-l1-1-0.dll from a random DLL website. The file may be malicious, the wrong architecture, from an unrelated Windows build, or incapable of fixing the loader mapping that caused the error.
Copying it into System32, SysWOW64, or the application’s folder can also create version conflicts. Use Windows Update, DISM, SFC, the official application installer, or the application’s official launcher instead.
regsvr32 is not a repair command for API-set contracts. It is intended for self-registering COM or ActiveX DLLs that expose DllRegisterServer. Running:
regsvr32 api-ms-win-core-systemtopology-l1-1-0.dll
will not rebuild the Windows API-set schema and may produce another error. Use regsvr32 only when a software vendor specifically identifies a genuine COM component and provides documented registration instructions.
Native Windows versus compatibility layers
First confirm where the error occurs:
- Native Windows: prioritize Windows Update, application repair, DISM, and SFC.
- Wine or Proton: update the compatibility layer, verify the program’s known requirements, and report the complete loader message to that project’s support channel.
- Virtual machine: confirm that the guest operating system is supported and fully updated.
- Emulator: check whether the emulator supports the application’s required Windows API surface.
A Proton report involving Death Stranding shows that this filename can appear in a Linux compatibility environment. That does not prove that a native Windows installation is missing a physical DLL.
What to collect if the error remains
Before requesting support, record:
- The complete error message.
- The name and version of the affected program or game.
- Whether every application fails or only one.
- Your Windows edition, version, build, and system architecture.
- Whether the program is 32-bit or 64-bit, if known.
- Whether the issue began after an update, migration, cleanup, antivirus action, or installation.
- Relevant entries in Event Viewer under Windows Logs > Application.
- Defender Protection history results.
- The final DISM result.
- The final SFC result.
This information separates a damaged Windows component store from a damaged application, an unsupported operating system, and a compatibility-layer mapping failure.

FAQ
Should I install Visual C++ Redistributable?
Only if the application also reports a verified MSVCP or VCRUNTIME error. Visual C++ packages are not an evidenced fix for this Windows API-set contract.
Should I install DirectX or .NET?
Not for this filename alone. Install those runtimes only when the application specifically requires them or reports a separate runtime error.

No. API-set names can be virtual aliases resolved by the Windows loader, so a physical file with this exact name may not be present.
Will SFC recreate the missing DLL?
Not necessarily. SFC repairs protected Windows components; it does not promise to create a physical file for an API-set alias. Its result must be interpreted alongside the application, Windows version, and loader environment.
What if SFC reports no integrity violations?
Then investigate application corruption, an unsupported Windows version, a compatibility-layer failure, or a misleading dependency report. Repair or reinstall the one affected program before changing unrelated runtimes.
Can I use a 32-bit copy on 64-bit Windows?
Do not manually mix architectures. Windows normally handles 32-bit applications through its compatibility layer. Use the application’s official installer and let Windows supply the appropriate system components.
