The api-ms-win-core-threadpool-l1-1-0.dll error can also appear as “was not found,” “could not be loaded,” “Bad Image,” or “not designed to run on Windows.” This file is a Microsoft Windows API-set component, so the safest repair is usually Windows servicing rather than downloading a replacement DLL.
Which fix applies to you
Use the description that matches what you see:
- Several programs fail, or Windows shows Bad Image errors: repair Windows with Windows Update, DISM, and SFC.
- Only one game or application fails: repair or reinstall that application from its official installer.
- The problem started after antivirus activity: check quarantine and security history before restoring anything.
- The computer runs an older Windows release: check its version, build, architecture, and update status.
- The error includes
0xc000007b: suspect incompatible architecture or a damaged dependency. - You downloaded a DLL already: remove the untrusted copy and repair the application or Windows instead.
- You are considering
regsvr32: do not use it for this API-set file. It is not a COM registration DLL.
What api-ms-win-core-threadpool-l1-1-0.dll actually is
Despite its .dll ending, this is not normally an application-owned library like vcruntime140.dll, msvcp140.dll, or a game-specific DLL. It is an API-set contract associated with Microsoft Windows thread-pool functionality.
Windows thread pools provide infrastructure for worker threads, queued work, timers, registered waits, asynchronous callbacks, and cleanup groups. APIs including CreateThreadpool and SubmitThreadpoolWork are documented by Microsoft as Windows functionality.

An API-set name tells the Windows loader which contract an application expects. The loader can redirect that contract to the Windows component that implements it. Therefore, the name does not always represent a conventional, independently implemented DLL that can be replaced like an application library.
Microsoft explains this mechanism in its documentation on Windows API sets and API-set loader operation.
Where Windows normally keeps it
On a typical installation:
- Native system components are associated with
%windir%System32. - On 64-bit Windows, 32-bit system components are associated with
%windir%SysWOW64.
Windows uses confusing names here. On 64-bit Windows, System32 normally contains 64-bit system files, while SysWOW64 contains 32-bit files.
The correct location depends on the Windows release, process architecture, and API-set implementation. The contract may also be resolved through Windows’ API-set schema rather than loaded as a standalone file. Do not copy one downloaded file into both folders.

- Press Windows key + R.
- Type
winver. - Press Enter.
- Note the Windows edition and version.
For more detail:
- Open Start.
- Search for System Information.
- Open it.
- Check OS Name, Version, and System Type.
Do not treat a file’s presence in a folder as proof that it is the correct version or architecture.
Fix 1: Install Windows updates and restart
A missing or damaged API-set can result from interrupted servicing, disk problems, cleanup software, or an incomplete update.
Windows 11
- Open Start > Settings.
- Select System.
- Select Troubleshoot.
- Open Other troubleshooters.
- Find Windows Update and select Run.
- Follow the troubleshooter prompts.
- Return to Settings > Windows Update.
- Select Check for updates.
- Install all applicable updates.
- Restart the computer, even if Windows does not immediately require it.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Select Troubleshoot.
- Open Additional troubleshooters.
- Select Windows Update.
- Select Run the troubleshooter.
- Return to Update & Security > Windows Update.
- Select Check for updates.
- Install the available updates and restart.
Microsoft’s Windows Update Troubleshooter provides the current navigation details.
After restarting, open the program again. If the same error remains, continue with the system repair commands below.
Fix 2: Repair Windows with DISM and SFC
DISM repairs the Windows component store. SFC then checks protected system files against that repaired source. Run DISM first.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to complete. It can remain at one percentage for a while. Do not close the window just because progress appears paused.
When DISM finishes, run:
sfc /scannow
Wait until verification reaches 100 percent. Then restart Windows and test the affected application.
Success usually means one of these outcomes:
- The program starts normally.
- Windows reports that it found and repaired corrupted files.
- The error changes or identifies a different dependency, giving you a more specific next step.
If DISM cannot find repair files, do not use a random copied Windows folder. Microsoft documents using a matching repair source with:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
The source must match the installed Windows edition, version, language, and architecture. Microsoft’s System File Checker repair guide explains the supported procedure.
Repeating SFC without addressing a damaged component store usually does not add useful information. If DISM and SFC report failures, record the exact messages and move to the escalation section.

Fix 3: Repair or reinstall the affected application
If Windows is healthy and only one program fails, the application may have a damaged installation, an incorrect import, an incompatible bundled file, or a binary built for a newer Windows version.

- Open Start > Settings.
- Select Apps.
- Select Apps & features on Windows 10, or Installed apps on Windows 11.
- Select the affected application.
- Choose Advanced options, if available.
- Select Repair.
- Test the program.
If there is no repair option:
- Open the application’s official launcher or installer.
- Use Repair, Verify files, Verify integrity, or the equivalent option.
- Let the process complete.
- Restart Windows.
- Test the application again.
For a full reinstall:
- Back up the application’s settings or saved games if needed.
- Uninstall the program from Settings > Apps.
- Restart Windows.
- Download the installer from the publisher’s official website or store.
- Install the current version.
- Apply the application’s updates.
- Start it normally before changing compatibility settings.
If the program offers a Run as administrator option, test it once by right-clicking its shortcut and selecting Run as administrator. If that changes the result, the issue may involve permissions, but administrator mode is not a substitute for repairing a damaged Windows component.
Check the publisher’s supported Windows versions. Copying a file from Windows 10 or Windows 11 onto an older system does not add the underlying API contract to that operating system.
Fix 4: Check antivirus quarantine
Security software can quarantine or block a Windows component after a detection, update, or false positive.
- Open your antivirus or endpoint-security application.
- Open Quarantine, History, or Protection history.
- Search for the filename and its reported path.
- Check whether the detection refers to a Windows system directory or an application folder.
- Update the security product.
- Restore the file only if Microsoft or the security vendor confirms it is legitimate.
- Run DISM and SFC afterward.
Do not permanently disable antivirus protection. Do not restore an unverified DLL archive simply because its name matches the error.
If the error began after a cleanup utility or security change, review that program’s actions as well.
Fix 5: Check architecture and the real dependency
The 0xc000007b error often indicates that a 32-bit and 64-bit component were mixed, although the status code can have other causes.
Check the application’s system requirements and determine whether it is 32-bit or 64-bit. On 64-bit Windows, 32-bit applications use the 32-bit system environment, while 64-bit applications use the native environment. Repairing Windows is safer than copying DLLs between System32 and SysWOW64.
Also read the complete error carefully. The filename shown may be the first dependency failure, not the underlying cause. If the dialog names vcruntime140.dll, msvcp140.dll, or another Visual C++ file, use Microsoft’s latest supported Visual C++ Redistributable packages and choose the architecture required by the application.

Fix 6: Update a related driver only when evidence points there
A driver reinstall is not a first-line repair for this Windows API-set. Consider it only if the problem began immediately after a graphics, audio, capture, chipset, or other hardware-driver installation, or if Device Manager shows a problem.
- Right-click Start.
- Select Device Manager.
- Expand the category related to the failing application.
- Right-click the device.
- Select Properties.
- Review the Device status message under General.
- Open the Driver tab.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.

regsvr32 is intended for DLLs that support COM self-registration, normally through an exported DllRegisterServer function. An API-set contract is not a COM in-process server.

It usually means registration is inappropriate, a dependency is unavailable, or the wrong architecture was used. Microsoft documents the command’s purpose in its regsvr32 reference.
Do not download the DLL from random websites
Avoid DLL download repositories and unofficial file mirrors. A downloaded replacement can contain malware, belong to a different Windows build, use the wrong architecture, or fail because the API-set schema and component store are also damaged. A copy placed beside an executable can also create DLL search-order and binary-planting risks.

Use Windows Update, DISM, SFC, Windows recovery, or the affected application’s official installer instead. Manual replacement is an advanced recovery procedure only when the exact protected file and a verified matching Windows source have been identified.
If DISM and SFC still fail
If repair commands report that files cannot be repaired:

- Check free disk space.
- Review the DISM and CBS logs.
- Check disk health.
- Consider System Restore if the issue began after a recent update, cleanup tool, driver, or security change.
- Use Windows recovery or an in-place repair installation if corruption remains widespread.
System Restore can affect installed programs and settings, so select a restore point carefully. Microsoft lists these paths in Recovery options in Windows.
For Windows 7, confirm that Service Pack 1 and the required servicing prerequisites are installed before considering applicable legacy updates. Older Windows versions are not interchangeable with Windows 10 or Windows 11, and an application requiring a newer API contract may need a supported Windows version rather than a copied DLL.
FAQ
Is this a Visual C++ file?
No. api-ms-win-core-threadpool-l1-1-0.dll is a Windows API-set component. Install Visual C++ only when the error names a Visual C++ runtime file or the application’s official requirements call for it.
Should I copy it into System32 and SysWOW64?
No. The correct implementation depends on Windows servicing, architecture, and API-set resolution. Copying an arbitrary file does not repair those relationships.

The application may be loading another copy, using the wrong architecture, missing a different dependency, targeting an unsupported Windows version, or encountering a damaged component store. Run DISM and SFC, then repair the application.
Does regsvr32 fix the error?
No. API-set contracts are not normally registered as COM DLLs.
Can I fix this by enabling a Windows Feature?
Usually not. Windows Features can add optional platform components, but they do not replace the need to repair Windows or reinstall an incompatible application. Use Settings > Apps > Optional features only when the application’s official requirements identify a specific optional feature.
