Start with this diagnostic checklist
Before changing Windows, record:
- Which program fails: a game, launcher, Unreal Engine application, utility, or server package.
- When it fails: immediately at startup, after an update, or only when opening a particular feature.
- Your Windows edition and architecture: press
Win + R, enterwinver, then open Settings → System → About and check System type. - The exact error: “missing,” “not found,” “could not be loaded,” or “not designed to run on Windows.”

api-ms-win-downlevel-kernel32-l2-1-0.dll is a real Microsoft Windows compatibility/API-set file. When it is reported on Windows 10 or Windows 11, the immediate cause is often an old or incorrectly packaged application rather than a missing Visual C++ runtime.
Start by repairing the affected program. Do not download the DLL from a random file site.
What this DLL is
This file is an ApiSet Stub DLL supplied as part of Windows compatibility infrastructure or included with software that expects that infrastructure. API-set names are compatibility contracts. Windows maps the contract to the appropriate implementation rather than treating the name like an ordinary application library.

It is not:
- A Visual C++ redistributable file
- A game-specific graphics library
- A COM or ActiveX component that should be registered
- Proof that the affected application supports your version of Windows
Microsoft’s Windows 7 compatibility-update file list records this DLL for both architectures:
- Windows 7 x64: version
10.0.14393.0, size9,216bytes - Windows 7 x86: version
10.0.14393.0, size8,704bytes
Although the current error may appear on Windows 10 or Windows 11, public reports have strongly involved Windows 7 applications, newer Unreal Engine builds, Epic Games Launcher software, and older games. Windows 7 reached end of support on January 14, 2020, so modern software may no longer support it.
Fix 1: Repair or reinstall the affected application
This is the safest first fix when only one program reports the error.
Microsoft Store application
- Open Settings.
- Select Apps → Installed apps.
- Find the affected application.
- Select the three dots beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and select Reset, if available. Resetting can remove the application’s local settings.

Steam game
- Open Steam.
- Select Library.
- Right-click the game.
- Select Properties.
- Open Installed Files.
- Select Verify integrity of game files.
- Wait for Steam to complete the check, then restart the game.
Epic Games application or game
- Open the Epic Games Launcher.
- Select Library.
- Select the three dots beside the affected title.
- Choose Manage.
- Select Verify.
- Restart the launcher after verification finishes.
For another launcher, use its built-in repair, verify, or reinstall function. If the error began after an update, reinstall the current version from the application developer’s official installer rather than copying a DLL into the program folder.
Success looks like: the application reaches its normal login, menu, or main window without the DLL message.
If it fails: uninstall only the affected application, restart Windows, and install it again from the official launcher. Do not delete unrelated Windows files.

Fix 2: Install pending Windows updates
A missing compatibility component can result from incomplete servicing, particularly on Windows 7.
Windows 11 or Windows 10
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every applicable update.
- Restart, even if Windows does not immediately require it.
- Check again until no further updates are offered.
Run the affected application after the restart.
Windows 7
- Press
Win + R. - Type
winver. - Confirm that the system is Windows 7 SP1.
- Open Control Panel → System and Security → Windows Update.
- Install pending updates and restart.
- If the error remains, search the Microsoft Update Catalog for KB4507456.
- Choose the package matching the computer’s architecture.
- Install it and restart.
Microsoft identifies KB4507456 as the July 9, 2019 Security-only update for Windows 7 SP1 and Windows Server 2008 R2 SP1. Historical reports associate it with the compatibility files involved in this error, but it is not a universal fix for every Windows 7 installation or application.
Do not install an x86 update on an x64 system, or the reverse. Microsoft’s Windows 7 compatibility-update file list documents the architecture-specific entries.
Success looks like: Windows starts normally after the update and the application no longer requests the DLL.
If it fails: continue with application verification and Windows system-file repair. The file may be present in a compatibility directory while the application is searching incorrectly.
Fix 3: Repair Windows system files
Use an elevated Command Prompt for this step.
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
Microsoft documents SFC as the tool for checking and repairing protected Windows files.
On Windows 10 or Windows 11, also run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Restart after DISM completes, then run sfc /scannow again.

Windows 7 does not support these DISM image-repair options. On that system, use Windows Update, the applicable servicing package, and SFC instead.
Success looks like: SFC reports that it repaired corrupted files, or that it found no integrity violations. The application should then start without the same message.
If it fails: record the exact SFC or DISM result. A message that repairs could not be completed can indicate deeper component-store damage, an incomplete update, or an unsupported Windows installation.

Fix 4: Check whether antivirus quarantined the file
Security software can remove or quarantine a file after an update or failed installation.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry matching the affected application or DLL.
- Do not restore it automatically.
- First confirm that the file came from Windows servicing or the application’s official installer.
- If verified, open the entry and choose Restore or Allow on device, as appropriate.
- Repair or verify the application again.
Microsoft explains the process in its guidance for restoring quarantined files with Microsoft Defender.
Success looks like: the verified file remains available and the application starts.
If it fails: reinstall the application from its official source and allow the installer to replace the file. Do not disable antivirus protection broadly to force an unknown DLL to load.

Fix 5: Check architecture and compatibility paths
A 32-bit application and a 64-bit application do not necessarily use the same DLL location.
- A 32-bit application normally needs 32-bit dependencies.
- A 64-bit application needs 64-bit dependencies.
- On 64-bit Windows,
System32contains 64-bit system files. SysWOW64contains 32-bit system files.
Therefore, a 32-bit game running on 64-bit Windows should not be repaired by copying an arbitrary 64-bit DLL into its folder.

This is an update- and installation-dependent observation, not a universal path for Windows 10 or Windows 11.
If the application was incorrectly packaged, a verified copy from the same Windows installation or official application package may work beside the affected executable. This is only a narrowly scoped workaround. The application directory is searched early in Windows’ DLL search order, but Microsoft also warns about DLL-preloading risks.
Update the application first. Do not copy the file from another computer unless its Windows version, architecture, servicing state, and source are verified.
Fix 6: Update drivers only when the wider application is failing
This DLL error is not normally a graphics, audio, or chipset driver error. Driver updates are relevant only if the application also crashes with display, audio, device, or hardware initialization messages.

To check drivers:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Network adapters.
- Right-click the device.
- Select Properties → Driver.
- Note the provider and date.
- Obtain the driver from Windows Update or the device manufacturer.
- Restart Windows and test the application.
Do not use Device Manager’s Uninstall device option unless you have a replacement driver or a clear rollback plan.

Fixes to avoid
Do not download the DLL from random websites
Standalone DLL downloads can contain malware, the wrong architecture, a mismatched build, or modified code. They also often leave the original Windows update or application packaging problem untouched.

- Windows Update
- The Microsoft Update Catalog
- The affected application’s official launcher or installer
- A verified Microsoft package supplied for the matching Windows architecture
Do not use regsvr32
regsvr32 is intended for DLLs that provide registration functions such as DllRegisterServer. An API-set stub is not normally a COM or ActiveX component. Registering it will not repair this error and can produce another misleading message.
Do not install Visual C++ as the primary fix
Visual C++ repair applies to errors naming files such as MSVCP, VCRUNTIME, or api-ms-win-crt-*. It is not the normal remedy for api-ms-win-downlevel-kernel32-l2-1-0.dll.
If the error changes
- “Not designed to run on Windows” can indicate corruption, the wrong architecture, or another mismatched dependency. It is not proof that the DLL is malicious.
0xc000007bcommonly indicates mixed 32-bit and 64-bit components. Reinstall the affected application and its official dependencies rather than replacing random DLLs.- An entry-point error often means the application and Windows component are from incompatible builds. Update Windows and reinstall the application.
- The dialog disappears but the program opens: the application may be probing for an unnecessary dependency while starting. Update it anyway, because the package may remain unsupported or incorrectly built.
- Another DLL is named: troubleshoot that dependency separately. The first missing file is not always the only problem.
FAQ
Is api-ms-win-downlevel-kernel32-l2-1-0.dll genuine?
Yes. Microsoft identifies it as part of Windows compatibility infrastructure and records it in Windows compatibility-update file lists.
Is it part of Windows or the application?
The API-set component is Microsoft Windows compatibility infrastructure, but an application may package or install a copy and may be the program producing the error. Repair the application and Windows servicing separately.

Not for this filename alone. Use Visual C++ repair only when the error names a Visual C++ runtime family.
Should I copy the DLL into System32?
No. System32 and SysWOW64 have architecture-specific meanings, and replacing system files manually can make Windows less stable. Repair Windows through servicing or repair the application through its official installer.
Why does this appear on Windows 10 or Windows 11?
An older game or utility may have been built for a different compatibility environment or packaged incorrectly. The presence of this filename does not prove that Windows 10 or Windows 11 is missing a general-purpose runtime.
When should I upgrade from Windows 7?
If the application supports a newer Windows release, upgrading is the safer long-term solution. Windows 7 is out of support, and current software may not provide a compatible build.
