api-ms-win-gdi-ie-rgn-l1-1-0.dll Missing: Windows Repair Steps

api-ms-win-gdi-ie-rgn-l1-1-0.dll is missing when Windows cannot satisfy an application’s request for a Windows GDI API contract. The error usually points to an unsupported application and operating-system combination, damaged Windows components, or a misleading dependency report rather than a DLL that should be downloaded separately.

You may see messages such as:

  • “The program can’t start because api-ms-win-gdi-ie-rgn-l1-1-0.dll is missing from your computer.”
  • “The code execution cannot proceed because api-ms-win-gdi-ie-rgn-l1-1-0.dll was not found.”
  • “The specified module could not be found.”
  • “The procedure entry point could not be located.”

The exact wording matters less than what happened immediately before the failure.

Which fix applies to you

Use this order:

  1. Windows 7, Vista, XP, or a modified older installation: check whether the application supports that Windows release. A newer application may require API functionality unavailable on the installed system.
  2. Windows 10 or Windows 11, and only one application fails: repair or reinstall that application from its official installer.
  3. Several applications fail, or the problem began after an update or cleanup: repair Windows with DISM and SFC.
  4. Windows Security recently quarantined a system file: review Protection history before restoring anything.
  5. The error came from a dependency checker rather than when starting an application: verify the report before changing files.
  6. The message also names vcruntime140.dll, msvcp140.dll, or another Visual C++ file: repair the matching Microsoft Visual C++ Redistributable.
  7. The application also reports display-driver failures: update the graphics driver. This DLL is not normally a driver component.

Do not begin by copying the file into System32, SysWOW64, or the application folder.

What this DLL actually is

The filename is real and associated with Microsoft Windows. Public Windows file inventories describe it as an ApiSet Stub DLL, and Microsoft documents API sets as contracts used by the Windows loader. An API-set name is generally a virtual alias that Windows redirects to an implementation DLL; it is not necessarily an ordinary library that an application loads from its own folder.

This particular contract is associated with GDI region functionality. Independent API-set research maps the Windows 8 contract to gdi32.dll and records it as discontinued in Windows 8.1. That history is important because a newer application may request a contract that an older Windows release does not provide.

The file is therefore:

  • Part of the Windows API system, not a game-specific library
  • Not a Visual C++ Redistributable file by default
  • Not a DirectX, .NET, or graphics-driver package
  • Not something that should be registered with regsvr32
  • Not guaranteed to physically exist under the same name on every Windows version

The presence of gdi32.dll does not prove that every API-set contract is available. A dependency tool can report the contract name even when the implementation DLL exists, because the tool may not fully understand API-set redirection, architecture, or the Windows version being inspected.

Check Windows and application compatibility first

Confirm the Windows version

  1. Press Win + R.
  2. Type winver.
  3. Press Enter.
  4. Record the Windows edition and version shown.

Also check whether the system is 32-bit or 64-bit:

  1. Open Settings.
  2. Select System.
  3. Select About.
  4. Look at System type.

Then check the application’s requirements on the developer’s official support or download page. If the program requires Windows 8 or later and you are running Windows 7, Vista, XP, or a stripped-down custom installation, replacing one DLL will not make the operating system compatible.

The definitive fixes are to update Windows to a release supported by the application or install an older application build that explicitly supports the current Windows version. Do not copy the file from another computer.

Check the application architecture

A 32-bit application and a 64-bit application use different system environments. On 64-bit Windows, 32-bit programs use Windows compatibility and redirection mechanisms that do not match the paths used by 64-bit programs.

If the application installer offers separate x86 and x64 versions, install the version appropriate for the program and its supported operating system. Do not assume that a 64-bit Windows installation requires every application to be 64-bit.

If a dependency checker reports the DLL but the application itself starts normally, treat the report as unconfirmed. Some older analysis tools list API-set contracts as missing because they do not understand the loader’s mapping.

Repair or reinstall the affected application

If only one program fails, repair that program before repairing Windows.

Use Windows’ Repair option

On Windows 11:

  1. Open Start > Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected program.
  5. Select the three-dot menu.
  6. Choose Advanced options.
  7. Select Repair if available.
  8. Start the application again.

Repair normally preserves application data. Use Reset only when you accept that the program may lose its settings or local data.

Some desktop programs do not expose these options. In that case:

  1. Open the application’s installer or launcher.
  2. Look for Repair, Verify files, or Scan and repair.
  3. Run the repair.
  4. Restart Windows.
  5. Test the application again.

If repair fails, uninstall the application from Settings > Apps > Installed apps, restart the computer, and reinstall it using the developer’s official installer. A clean reinstall is particularly important after an interrupted update, incomplete migration, or failed deployment.

If the program was installed from removable media or an old backup, obtain a current installer that supports your Windows release. The application that reports this error is not proof that it owns or should supply the API-set file.

Repair Windows components with DISM and SFC

Use this step when multiple programs fail, the problem started after an update, or system files may have been damaged.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application again.

DISM repairs the Windows component store. SFC then checks protected system files against that repaired store. Do not close the window while either command is running.

If DISM reports that repair files cannot be found, install pending Windows updates and try again. An operating-system-matched repair source can also be supplied with /Source and /LimitAccess, but using the wrong source can create another servicing problem.

The manual process means checking command results and determining which repair changed the system. Outbyte PC Repair can scan for problems and identify what needs attention, while repair actions are handled by the full version; it is optional, and reinstalling the affected application remains the definitive fix when that program is the cause.

Install pending Windows updates

Windows servicing updates can restore missing components and correct loader compatibility problems.

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all applicable updates.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Check for updates again after restarting.

Updates can repair a supported Windows installation. They cannot make an unsupported older operating system meet the requirements of a newer application.

Check Windows Security quarantine

Antivirus software can quarantine a legitimate system component, although a missing API-set report can also be caused by a damaged installation rather than malware.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections.
  5. Restore a file only if its location, signature, and identity are confirmed as legitimate Windows content.
  6. If the detection is unclear, leave it quarantined and run a full scan.
  7. Repair Windows with DISM and SFC, or perform an in-place Windows repair if system damage is extensive.

Do not restore a file merely because its name resembles the one in the error. A malicious file can use a legitimate Windows filename.

Repair Visual C++ only when the error identifies it

This API-set contract should not automatically be attributed to Visual C++ Redistributable. Repair Visual C++ only if the same application also reports files such as:

  • vcruntime140.dll
  • msvcp140.dll
  • Another clearly identified Visual C++ runtime file

Use Microsoft’s current Visual C++ Redistributable package. Install the architecture matching the application:

  • x86 for a 32-bit application
  • x64 for a 64-bit application
  • ARM64 for an ARM64 application where applicable

On 64-bit Windows, a 32-bit program may still require the x86 package. Restart Windows after repairing the runtime and test the application again.

Update drivers only for related driver symptoms

This filename is a user-mode Windows API contract, so a driver reinstall is not a primary fix. Consider a driver update only when the application also reports graphics initialization failures, display-driver errors, crashes during rendering, or a recent driver rollback.

To check the graphics driver:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Display adapters.
  4. Right-click the graphics device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For the most reliable result, use the graphics manufacturer’s official driver package and select a clean installation if the installer provides that option. Outbyte Driver Updater can scan for outdated drivers and show which versions need attention; the full version performs the driver installation, but driver work is not a substitute for repairing an unsupported Windows and application combination.

Do not use Windows Features or Device Manager to hunt for this DLL. Windows Features are relevant only when an application specifically requires an optional component such as legacy .NET Framework. In that case:

  1. Open Start.
  2. Type Turn Windows features on or off.
  3. Open the matching control panel item.
  4. Enable only the feature named by the application’s documentation or installer.
  5. Select OK and restart if prompted.

Why regsvr32 will not fix this error

Do not run:

regsvr32 api-ms-win-gdi-ie-rgn-l1-1-0.dll

regsvr32 is intended for self-registering COM and ActiveX DLLs that expose DllRegisterServer. An API-set stub is a loader contract, not normally a self-registering component. The command may produce an error stating that DllRegisterServer was not found, and repeating it does not repair Windows.

Try System Restore when the timing is clear

System Restore is appropriate when the error began immediately after a driver installation, cleanup utility, application update, or Windows change and a restore point exists.

  1. Press Win + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select Next.
  5. Choose a restore point created before the problem began.
  6. Select Scan for affected programs if available.
  7. Confirm the restore.
  8. Allow Windows to restart.

System Restore rolls back system files, drivers, registry settings, and installed programs while leaving personal files unchanged. It does not repair an application that simply does not support the installed Windows version.

Do not download the DLL separately

Random DLL download sites can provide the wrong architecture, an incompatible build, a modified file, or malware. Copying a replacement can also create DLL search-order problems and conceal the real cause.

Use Windows Update, Microsoft repair tools, the application developer’s official installer, and Microsoft’s official Visual C++ packages instead. A clean component store and a supported application installation are safer than an isolated filename replacement.

FAQ

Does this file belong in System32 or SysWOW64?

Do not place it manually in either directory. Windows manages API-set contracts and architecture redirection. Directory names do not provide a safe copy instruction.

Is this a Visual C++ file?

Not by default. Repair Visual C++ only when the application or installer also identifies a Visual C++ runtime dependency.

Can I copy it from another Windows computer?

No. The other computer may have a different Windows build, architecture, component mapping, or file state. Manual copying can make the problem worse.

Why does gdi32.dll exist when this file is reported missing?

API-set contracts can redirect to implementation DLLs such as gdi32.dll. A dependency checker may not understand that redirection, or the application may be running on an unsupported Windows release.

Should I reinstall the graphics driver?

Only when there are separate graphics or display-driver symptoms. This filename is not normally a graphics-driver package.

What if DISM and SFC complete successfully but the error remains?

Check the application’s minimum Windows version, architecture, installer log, and launcher repair options. If several API-set contracts are reported missing, suspect an incompatible operating system or dependency-analysis tool rather than many independently deleted DLLs.
