api-ms-win-net-isolation-l1-1-1.dll is a legitimate Microsoft Windows API-set contract, not a standalone runtime that you should download from a DLL website. If Windows reports that api-ms-win-net-isolation-l1-1-1.dll is missing, not found, or could not be loaded, repair Windows first and then repair the affected application if only one program fails.
What this file actually does
The filename follows Microsoft’s API-set naming convention. API sets are virtual contracts used by Windows applications when they request system functions. The Windows loader reads the API-set schema and redirects the request to an appropriate host component for that Windows version and device.

That means this name does not necessarily identify a physical file that should appear in File Explorer. Windows may resolve the contract internally rather than opening a same-named file from System32 or an application folder. Microsoft describes this behavior in its documentation on Windows API sets and API-set loader operation.
Historical API-set data places this networking and isolation contract in Windows 8.1-era systems. The mapping is associated with firewallapi.dll, but that should not be treated as a universal replacement file or guaranteed path on every current Windows build.

The error may appear as:
- “The program can’t start because api-ms-win-net-isolation-l1-1-1.dll is missing from your computer.”

Fix 1: Install Windows updates and restart
Start with Windows Update because an incomplete update can leave the API-set schema and its host components out of sync.
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Open the affected program again.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Select Windows Update.
- Choose Check for updates.
- Install the available updates.
- Restart Windows and test the program.
If Windows Update fails, record the error shown in Settings and continue with the repair commands below. Do not attempt to solve the problem by copying a same-named DLL from another computer.
Fix 2: Repair Windows with DISM and SFC
DISM repairs the Windows component store. SFC then checks protected system files against that repaired store. Run them in this order.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It may remain at one percentage for some time.
- When DISM completes, run:
sfc /scannow
- Wait until the verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
A successful result may say that no integrity violations were found, or that corrupted files were found and repaired. If SFC says it could not repair some files, restart once and run SFC again. If the second scan still reports unrepaired files, check Windows Update history and continue to the recovery options below.

Fix 3: Repair the affected application
If Windows repairs successfully but one application still reports the error, the application may have an incorrect manifest, damaged launcher files, or an unsupported dependency chain.

- Open the program’s launcher or store client.
- Open its library or installed-program list.
- Select the affected application.
- Look for Verify, Repair, Scan and repair, or Verify integrity.
- Run the check and allow it to replace damaged files.
- Restart the application.
If no repair option exists, reinstall it from the developer’s official installer or the official store where you obtained it:
- Back up saved data or configuration if the application does not synchronize it.
- Open Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10.
- Select the affected application.
- Choose Uninstall.
- Restart Windows.
- Download the current installer from the application’s official source.
- Install it and test the program.
Do this after repairing Windows. Reinstalling the application cannot correct a damaged Windows API-set environment, and Windows repair cannot replace an incorrectly packaged application.
Do not install Visual C++ Redistributable, DirectX, or .NET solely because this filename appears in the message. Those packages solve different dependencies unless the application’s developer specifically documents them as required.
Fix 4: Check Windows version and application compatibility
An application can request an API-set introduced after the Windows version on which it is being run. Historical API-set information places this contract in Windows 8.1-era data, so an old or unsupported Windows installation may not provide the contract expected by a newer application.

- Press Windows key + R.
- Type
winver. - Press Enter.
- Note the Windows edition and version.
- Compare that information with the application’s documented minimum requirements.
- Install a supported Windows release or use an application version compatible with your current release.
Do not copy a DLL from a newer computer to an older Windows installation. API-set contracts depend on the loader, schema, host binaries, and servicing state, not merely on one filename.
Fix 5: Check 32-bit and 64-bit compatibility
On 64-bit Windows, System32 normally contains 64-bit system binaries, while SysWOW64 contains 32-bit equivalents for 32-bit applications. The names are confusing, so do not assume that System32 means “32-bit.”
If only a 32-bit application fails:
- Right-click the application’s shortcut and choose Properties.
- Open the Compatibility tab.
- Confirm whether the program is an older 32-bit application.
- Check the developer’s current compatibility requirements.
- Use the application launcher’s repair or verification function.
- Reinstall the application using its official installer if necessary.
- Avoid copying files between
System32andSysWOW64.
If the program is very old, right-click its executable, choose Properties > Compatibility, and test an appropriate compatibility mode only when the application’s documentation supports it. Compatibility mode does not repair missing Windows components, but it can help distinguish an application compatibility problem from Windows corruption.
Fix 6: Check antivirus quarantine
Security software may quarantine a legitimate component, or malware may have altered Windows files. Do not immediately disable protection and download a replacement.

- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for a recent action involving Windows system files or the affected application.
- Review the detection name, file path, and action taken.
- Run Scan options > Full scan.
- Restore a quarantined item only after verifying the detection and file through the security vendor or a known-good Windows repair process.
If malware is suspected, keep protection enabled and complete the scan before reinstalling the application. If the file repeatedly disappears after repair, investigate malware, security software interference, or disk problems rather than repeatedly replacing files.

This API-set is not a device driver, and Device Manager is not the first repair location for this error. Check drivers only if the failure began after a network, firewall, storage, or hardware change and Windows also shows device errors.
- Right-click Start and choose Device Manager.
- Expand Network adapters, System devices, and any category showing a warning icon.
- Right-click the affected device and choose Properties.
- Read the message under Device status.
- Open the Driver tab.
- Use Update Driver or install a current driver from the hardware manufacturer.
- Restart Windows and test the application.
Do not uninstall an essential network device without having its replacement driver available. Why regsvr32 does not fix this error
Do not run:
regsvr32 api-ms-win-net-isolation-l1-1-1.dll
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. An API-set contract is not an ordinary self-registering COM component. An entry-point error from regsvr32 does not mean you need a different copy of the file.
Microsoft documents the purpose and syntax of regsvr32. Use it only when the software vendor specifically instructs you to register a particular COM or ActiveX component.
Advanced recovery options
If DISM and SFC do not resolve the issue, inspect the circumstances before escalating:
- Check Settings > Windows Update > Update history for failed servicing.
- Review the application’s launcher or installation logs.
- Check Event Viewer for errors at the time of the failure.
- Look for repeated SFC repair failures in the CBS servicing log.
- Back up important files and inspect the drive if corruption keeps returning.
On supported Windows 11 installations, Windows may offer a repair reinstall:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now if it is available.
- Follow the prompts.
This reinstalls the current Windows version while preserving applications, files, and settings. Microsoft describes this option in its guide to reinstalling the current Windows version.
If that option is unavailable, consider System Restore or an in-place repair installation using official Windows media. Use Settings > System > Recovery on Windows 11 or Settings > Update & Security > Recovery on Windows 10 to review the available recovery choices. Back up important data first.
What not to download
Do not download api-ms-win-net-isolation-l1-1-1.dll from a random DLL download site or copy it into the application directory. The replacement may be unsigned, infected, built for the wrong architecture, intended for another Windows build, or loaded from an unsafe search location. Manual placement can also hide the underlying Windows servicing or compatibility problem.
Microsoft’s DLL search order documentation explains why placing a DLL beside an executable can affect which component Windows loads. Use Windows Update, DISM, SFC, official Windows recovery media, and the affected application’s official installer instead.
