“The program can’t start because ext-ms-win-com-clbcatq-l1-1-0.dll is missing from your computer.” The filename ext-ms-win-com-clbcatq-l1-1-0.dll is a legitimate Microsoft Windows API-set contract name, not automatically a missing third-party game DLL.
Which fix applies to you
Use this order to avoid replacing the wrong file:
- Only one game or program fails: Repair or reinstall that application first.
- Several programs fail: Install pending Windows updates, then run DISM and SFC.
- The error started after antivirus activity: Check Windows Security protection history before restoring anything.
- The program is old: Try compatibility settings after repairing the installation.
- The error says “specified module could not be found”: A dependency of the reported component may be missing instead.
- Windows itself is unstable: Use System Restore or Windows recovery rather than copying DLLs manually.
Do not download this filename from a random DLL website. The safe repair sources are Windows Update, Windows’ built-in servicing tools, Windows recovery, and the affected application’s original publisher.

What ext-ms-win-com-clbcatq-l1-1-0.dll actually is
Microsoft documents names beginning with ext- as Windows API contracts. A contract describes an interface that applications can request from Windows. The .dll ending does not prove that the contract exists as a normal, standalone file that belongs in System32 or an application folder.
Windows’ loader redirects the contract to the component that implements it. The implementation can vary between Windows releases and system architectures. This contract is associated with Windows COM infrastructure and has historically resolved through the component commonly known as clbcatq.dll, but that does not establish one universal current file path.

That is why old file listings showing a small 32-bit “ApiSet Stub DLL” with particular version numbers should not be treated as a complete specification for Windows 10 or Windows 11. The contract name itself does not encode whether it is 32-bit or 64-bit.
A 32-bit application runs through the 32-bit Windows loader environment. A 64-bit application uses the 64-bit environment. Putting a downloaded “32-bit” file beside a 64-bit program, or copying a file into System32, does not repair the loader’s API-set mapping.

Fix 1: Repair the program that reports the error
If one game, installer, utility, or older desktop program produces the message, begin there. A program-specific failure is more likely to involve a damaged installation, a missing dependency, or an incompatible executable than a system-wide Windows failure.

- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the program again.
Windows may repair the installation without removing its settings. If the error remains, return to the same screen and choose Reset only if you understand that it may remove application data.
If there is no Repair option:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the affected application.
- Choose Repair or Change, if offered.
- Follow the installer’s prompts.
For a game, open its official launcher and look for Verify, Repair, or Scan and repair. The exact menu depends on the launcher. This checks the game’s own files, but it will not replace Windows API components.
If repair fails, uninstall the program, restart Windows, and reinstall it from the original publisher or the launcher where you obtained it. Do not copy a DLL into the game folder as a substitute for a clean installation.
Check administrator and compatibility behavior
For an older application:
- Right-click the program’s shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the closest older Windows version suggested by the program’s documentation.
- Select Apply, then OK.
- Test the program.
You can also select Run this program as an administrator for testing. Use that setting only when the application genuinely requires elevated access.
Windows includes a compatibility troubleshooter:
- Open Settings.
- Select System.
- Select Troubleshoot.
- Select Other troubleshooters.
- Run Program Compatibility Troubleshooter.
- Select the affected program and follow the prompts.
Compatibility mode cannot repair damaged Windows files, but it can help when an old installer or executable expects behavior from an earlier Windows release.
Fix 2: Install Windows updates
Incomplete servicing can leave Windows components out of sync.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Choose Download & install for available updates.
- Restart when Windows requests it.
- Return to Windows Update and check again until no further updates are offered.
After restarting, test the affected program. Microsoft’s Windows Update instructions cover the supported update process.
Fix 3: Repair Windows with DISM and SFC
DISM repairs the Windows component store. SFC then checks protected system files against that repaired source. Run DISM first.

Open an elevated Command Prompt
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
When DISM completes, run:
sfc /scannow
Do not close the window while either scan is running. Restart Windows after both commands finish, then test the program.
Understand the result
- “Windows Resource Protection did not find any integrity violations” means SFC found no damaged protected files.
- “Windows Resource Protection found corrupt files and successfully repaired them” means the repair found a problem. Restart and test the application.
- “Windows Resource Protection found corrupt files but was unable to fix some of them” means the repair is incomplete. Run Windows Update again, restart, and repeat DISM followed by SFC.
- If DISM cannot find source files, use a matching Windows installation or repair source rather than a downloaded DLL. Microsoft explains repair-source behavior in its Windows image repair documentation.

Fix 4: Check antivirus quarantine
Security software can quarantine a file involved in an application installation. Do not blindly restore it, especially if it appeared inside an unfamiliar application folder.
For Microsoft Defender:
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open a detection to inspect its path and details.
- Restore it only when you have confirmed that the originating Windows or application installation is trusted and the detection is a false positive.
If the file was in a suspicious folder, leave it quarantined and perform a full scan. Reinstall the affected program from its official source instead.

Fix 5: Repair a missing dependency, not just the reported name
“The specified module could not be found” does not always mean that the named API-set contract itself is absent. A dependency loaded by the application or by the implementing Windows component may be missing.
Check the complete error message and identify the executable that fails. If the message also names a genuine runtime such as VCRUNTIME140.dll or MSVCP140.dll, install or repair the Visual C++ Redistributable architecture required by that application using Microsoft’s latest supported Visual C++ Redistributable packages.
Do not install Visual C++ Redistributable merely because the error contains “DLL.” This filename does not identify a Visual C++ runtime, DirectX runtime, or .NET component.
Windows Features are relevant only when the application documentation or its complete error identifies a Windows optional component. To inspect them:
- Press Windows + R.
- Type
optionalfeatures. - Press Enter.
- Review the listed features.
- Enable only the feature required by the application.
- Select OK and restart if prompted.
Enabling random features will not recreate an API-set contract.
Fix 6: Check drivers and recent hardware changes
A driver is not the usual explanation for this particular filename, but a recent driver, security product, or system utility can expose an existing compatibility or component problem.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand categories related to recently changed hardware.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Review the provider, date, and version.
- Use Roll Back Driver if the problem began immediately after an update and the option is available.
- Otherwise select Update Driver, then Search automatically for drivers.

- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point from before the problem began.
- Select Next, then Finish.
- Let Windows restart and complete the restoration.
System Restore does not normally remove personal documents, but it can remove recently installed applications, drivers, and updates. Microsoft explains the process in its System Restore documentation.
Fix 8: Use Windows recovery if repairs fail
On supported Windows 11 installations, Windows Update can reinstall the current version while preserving apps, files, and settings.

- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
If that option is unavailable, review Microsoft’s Windows recovery options. Back up important files before using more extensive recovery or an in-place repair.
Do not register or copy this file
Do not run:
regsvr32 ext-ms-win-com-clbcatq-l1-1-0.dll
regsvr32 calls registration entry points exposed by self-registering COM or ActiveX components. An API-set contract is not normally repaired by registration, and the command can produce an entry-point error. See Microsoft’s regsvr32 documentation.
Manual copying is also unsafe. A file from another Windows installation can have the wrong architecture or servicing level, and a file from an unofficial source can be malicious or an impostor. It may also leave the actual dependency, component-store, or application-installation problem untouched.
Prevent the error from returning
- Keep Windows updated and restart when updates require it.
- Update older games and programs from their original publisher or launcher.
- Keep backups before major driver or application changes.
- Review antivirus detections instead of restoring files automatically.
- Avoid DLL download sites and “DLL fixer” utilities that replace system files blindly.
- Record the exact executable, complete error text, Windows edition and build, and whether one program or several programs fail.
FAQ
Is ext-ms-win-com-clbcatq-l1-1-0.dll genuine?
Yes. Its ext-...-l1-1-0 naming follows Microsoft’s documented API-set convention. The name represents Windows API infrastructure, not proof of a random third-party DLL.
Should I download it separately?
Usually no. It may be a virtual loader alias rather than a physical file that should be copied to a folder. Repair Windows or the affected application instead.
