“This application failed to start because api-ms-win-ntuser-dc-access-l1-1-0.dll was not found.”
The api-ms-win-ntuser-dc-access-l1-1-0.dll message usually appears when Windows cannot resolve an API-set contract required by an application or game. Do not treat it like an ordinary third-party DLL and download a replacement from a random file archive.

Which fix applies to you
Use this order:
- The error started after installing or updating one game or program: repair or reinstall that application first.
- Several programs show similar missing-DLL messages: install Windows updates, then run DISM and SFC.
- The program is running on Windows 7 or another unsupported version: update Windows or install an application version compatible with that system.
- Windows Security recently quarantined a file: inspect Protection history before restoring anything.
- The problem began after a driver, update, or system change: use System Restore if a suitable restore point exists.
- The program still fails after Windows repair: collect the application name, Windows build, system architecture, and Event Viewer details before trying deeper recovery.
What this DLL name actually means
api-ms-win-ntuser-dc-access-l1-1-0.dll is a genuine Windows API-set contract name. Windows API sets provide stable names that the loader maps to implementation DLLs appropriate for the installed Windows version. Microsoft explains that an API-set name does not necessarily correspond to a physical file that must be present on disk.

For the Windows 8 API-set schema, this contract maps to user32.dll. It also appears among the imports of Windows 8’s d3d11.dll, which helps explain why the error may appear while launching a graphics-heavy game. That does not mean installing a legacy DirectX package is automatically the correct repair.

Windows 8 file inventories report this name as an ApiSet Stub DLL with version 6.2.9200.16384, a size of 3,072 bytes, and 32-bit classification. Those are reported inventory details, not a current Microsoft file specification. Modern Windows may resolve the contract through its API-set schema instead of exposing a separately visible file.
The application that displays the error is not necessarily the owner of the contract. No particular game, launcher, driver, or middleware package has been established as the usual trigger.
Fix 1: Repair or reinstall the affected program
Start with the program named in the error dialog. A damaged installation, incomplete update, incorrect package, or missing application dependency can cause Windows to report an API-set loading failure.

- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the program again.
If Repair does not help, return to the same screen and select Reset if available. Reset may remove the program’s local settings or cached data.
Microsoft’s application repair guidance is available through its program repair instructions.
Reinstall a desktop game or application
- Open the application’s launcher or Windows Settings.
- Uninstall the affected program.
- Restart Windows.
- Download the installer from the application’s official publisher or use its official launcher.
- Install it again to the default location.
- Start it once using Run as administrator. To do that, right-click its shortcut and select Run as administrator.
For a game, use the launcher’s file verification feature before uninstalling if one is available. The exact label varies by launcher, but it is usually called Verify, Repair, or Verify integrity.
If reinstalling the program fixes the error while other applications work normally, the application package was the likely problem. If the same message returns across multiple programs, continue with Windows repair.
Fix 2: Install pending Windows updates
Because API-set resolution is performed by Windows, an incomplete or damaged update can prevent an application from finding the contract it imports.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Return to Windows Update and check again.
On Windows 10, open Settings > Update & Security > Windows Update, then select Check for updates.
Try the affected program after restarting. If Windows Update fails, record the displayed error and proceed to the repair commands below.
Fix 3: Repair Windows with DISM and SFC
Use these commands when Windows components or protected system files may be damaged. DISM repairs the component store that Windows uses as a source for repairs. SFC then checks protected operating-system files against that repaired store.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- After DISM completes, run:
sfc /scannow
- Restart Windows.
- Test the affected program again.
Do not close the window while either scan is running. SFC may report that it found and repaired corrupt files, found no integrity violations, or could not repair some files.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess in its Windows image repair guidance. The source must match the installed Windows edition and build closely enough to provide valid components.
Repeating SFC without knowing what changed makes troubleshooting harder. Outbyte PC Repair can scan for system problems and show what it identifies, while the repair action requires the full version; it is optional, and repairing or reinstalling the affected application remains the definitive fix when that program is damaged.
Microsoft’s repair sequence is also described in its guidance for fixing Windows Update corruptions and installation failures.

An application built for a newer Windows API environment may fail on an old operating system. Copying an API-set file onto that system cannot recreate the loader support and API-set schema the application expects.
Check your Windows version:
- Press Windows + R.
- Type
winver. - Press Enter.
- Note the Windows edition and version shown.
Also check whether Windows is 32-bit or 64-bit:
- Open Settings.
- Select System.
- Select About.
- Look at System type.
On Windows 10 or Windows 11, update fully before assuming the operating system is incompatible. If the program specifically requires a newer Windows release, install a supported version of the program or upgrade Windows using Microsoft’s official installation options.
Do not infer installation instructions from a reported “32-bit” DLL listing. Do not copy a downloaded file into System32 or SysWOW64 based only on the name. Windows uses architecture-specific loader behavior and API-set mappings.
Fix 5: Check antivirus quarantine
An antivirus product may quarantine a program file or dependency after an update or reinstall.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any item related to the affected program.
- Check its original path, publisher, and signature.
Restore a file only when you have verified that it belongs to the trusted application and was detected incorrectly. Do not restore an unknown file merely because its name resembles a Windows DLL. Microsoft explains Protection History and quarantine handling in its Windows Security documentation.
After restoring a trusted application file, reinstall or repair the application so its files are supplied by the official installer. If the detection is malicious, remove the program and run a full Microsoft Defender scan.
Fix 6: Update graphics and chipset drivers
This filename can appear in a Windows graphics dependency chain, but that does not prove a graphics driver is the cause. Update drivers when the problem began after a graphics-driver change, a Windows upgrade, or a game update.

Update through Windows Update
- Open Settings.
- Select Windows Update.
- Select Advanced options.
- Select Optional updates.
- Expand Driver updates.
- Install appropriate graphics, chipset, or system drivers.
- Restart Windows.
Update through Device Manager
- Right-click the Start button.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics adapter.
- Select Update driver.
- Choose Search automatically for drivers.
- Repeat for relevant chipset or display devices.
- Restart the computer.
For the best match, use the graphics or motherboard manufacturer’s official support page and select the driver for the exact model and Windows version. Do not install a random driver because it has a similar name.
Manually checking several hardware pages and matching driver revisions takes time and can leave the wrong device untouched. Outbyte Driver Updater can scan for outdated drivers and identify what needs attention, while driver installation requires the full version; it is optional and does not replace reinstalling a damaged game or application.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Decide whether Visual C++ or DirectX applies
There is no verified evidence that this API-set contract is supplied by the Visual C++ Redistributable, .NET, or the legacy DirectX End-User Runtime.
Install the Microsoft Visual C++ Redistributable only when the application’s documentation requires it or the error also names files such as vcruntime140.dll or msvcp140.dll. Install it from Microsoft’s latest supported Visual C++ downloads.
The contract can appear in a graphics dependency chain, but reinstalling legacy DirectX is not a definitive repair for this error. Repair Windows and the affected application first.
Do not use regsvr32 for this file
Do not run:
regsvr32 api-ms-win-ntuser-dc-access-l1-1-0.dll
regsvr32 is intended for registration-capable DLLs that expose an entry point such as DllRegisterServer. An API-set contract is not a normal COM component, so registration does not repair API-set resolution. Microsoft documents the command in its regsvr32 reference.
Do not download and copy the DLL
Avoid DLL download sites and manually copied replacements. A downloaded file may have the wrong architecture, build, signature, or dependencies. Even a genuine-looking file cannot recreate the Windows API-set schema, and copying it into a system folder can create a second problem.
Use Windows Update, DISM, SFC, official Windows installation media, and the affected application’s official installer instead.
Fix 8: Use recovery options for persistent corruption
If the issue began immediately after a driver, update, or software installation, try System Restore:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point dated before the problem began.
- Review the affected programs.
- Start the restore.
System Restore does not normally remove personal files, but it can remove recently installed drivers and applications. Microsoft’s Windows recovery options explain when to use it.
On Windows 11, you may also have this repair option:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
Where available, this reinstalls the current Windows version while preserving apps, files, and settings.
If corruption continues, perform an in-place reinstall from official Windows installation media and select Keep personal files and apps. Back up important files first. Microsoft describes this process in its guide to reinstalling Windows with installation media.

Record these details before seeking further help:
- The exact error text.
- The application or game name and launcher.
- Your Windows edition, version, and build from
winver. - Whether Windows is 32-bit or 64-bit.
- Whether one program or several programs fail.
- The result of DISM and SFC.
- Any related event in Event Viewer > Windows Logs > Application.
- Recent updates, antivirus detections, driver changes, or system migrations.
A dependency-inspection tool may show whether the application imports this API-set directly or whether another missing dependency caused a misleading message. There is no confirmed single game or application that consistently triggers this filename.
FAQ
Is api-ms-win-ntuser-dc-access-l1-1-0.dll legitimate?
Yes. It follows Microsoft’s API-set naming convention and appears in Windows 8 API-set inventories. The name may represent a loader contract rather than a standalone file that should be downloaded.
Is it part of Windows?
The evidence associates it with Windows API-set infrastructure, especially the Windows 8-era schema. Current Windows versions may resolve the contract through the API-set system without exposing the same physical filename.
Will Visual C++ fix the error?
Not necessarily. There is no evidence that this contract belongs to Visual C++ Redistributable. Install that runtime only when the affected application’s requirements or another error specifically calls for it.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Will DirectX fix it?
Not automatically. The contract appears in a Windows graphics dependency chain, but that does not establish the legacy DirectX runtime as the repair. Start with Windows servicing and application repair.
Should I copy the file into System32?
No. Do not copy a downloaded replacement into System32 or SysWOW64. Repair Windows through DISM and SFC, then reinstall the affected program from its official source.
Does regsvr32 apply?
No. API-set contracts are not COM components that should be registered with regsvr32.
When should I reinstall Windows?
Use an in-place repair only after application repair, Windows updates, DISM, SFC, antivirus checks, and suitable recovery options have failed. Select the option to keep personal files and apps, and back up important data first.

Keep Windows and major game launchers updated, install applications from their official publishers, and avoid system-cleaner features that remove unknown files from Windows directories. When antivirus quarantines an application file, verify its publisher and path before restoring it. Most importantly, treat API-set errors as Windows loader or application-repair problems, not as an invitation to replace a DLL from an untrusted archive.
