“The program can’t start because api-ms-win-oobe-notification-l1-1-0.dll is missing from your computer.” The api-ms-win-oobe-notification-l1-1-0.dll message usually points to a Windows API-set mapping problem, an incompatible application, or damaged system components.
Do not download this file from a random DLL website. An API-set name is a Windows contract identifier, not necessarily a standalone DLL that should be copied into an application folder. Microsoft explains that the Windows loader maps API-set contracts to the correct implementation for that device.
Which fix applies to you
Use the symptom that best matches your computer:
- Only one older program or game fails: repair, update, or reinstall that application from its original developer.
- Several programs fail, or Windows has other system errors: install pending updates, then run DISM and SFC.
- The error began after an update, cleanup utility, driver installation, or system change: try System Restore after confirming that a restore point exists.
- Your antivirus quarantined a related file: review the detection, update security definitions, scan the computer, and repair Windows rather than downloading a replacement.
- The application fails after a Windows upgrade or on an unsupported installation: update both Windows and the application, then contact the application’s developer if compatibility remains the issue.
- The message says “specified module could not be found”: the named API set or one of its dependencies may be unavailable. The wording does not prove that a file is simply absent.
Commonly indexed message variants include:
- “There was a problem starting api-ms-win-oobe-notification-l1-1-0.dll. The specified module could not be found.”
- “Error loading api-ms-win-oobe-notification-l1-1-0.dll. The specified module could not be found.”
- “The code execution cannot proceed because api-ms-win-oobe-notification-l1-1-0.dll was not found.”
- “api-ms-win-oobe-notification-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
These are reported message variants, not proof of one universal cause.
What this filename means
It is a Windows API-set contract
The api-ms-win- prefix identifies a Windows API set. API sets separate the programming contract requested by an application from the implementation DLL used by Windows. The loader can therefore resolve the same contract to an appropriate implementation on different Windows devices.

The oobe-notification portion relates to Windows OOBE, or Out-of-Box Experience. OOBE is the setup stage Windows uses when a computer is first configured, upgraded, reset, or prepared for a user. Microsoft documents OOBE notification APIs including OOBEComplete and RegisterWaitUntilOOBECompleted in its oobenotification.h documentation.
This does not mean the failing application is a Windows setup program. An unrelated application can request a Windows API contract while it starts, and the loader may report the dependency when that contract cannot be resolved.
Is it a Windows file or an application file
The API contract belongs to the Windows platform, although the error may appear while launching a third-party application. It is not normally a Visual C++ Redistributable, DirectX, or .NET file.
Third-party indexed legacy metadata associates this name with a Microsoft “ApiSet Stub DLL” from the Windows 8.1 and Windows Server 2012 R2 era. That metadata lists a 32-bit build, version 6.3.9600.16384, and an approximate size of 2.5 KB. Treat those details as historical indexed information, not as a universal specification for Windows 10 or Windows 11.
Do not assume that every current Windows installation should contain an individually copyable file with those exact properties. Microsoft’s API-set documentation specifically explains that API-set names do not directly refer to a file on disk.
Fix 1: Repair or reinstall the affected application
If one program is responsible, start there. An incomplete installation or an application built for an older Windows environment is more likely than a missing Visual C++ package to explain a single-program failure.
- Write down the exact application name and the complete error.
- Restart Windows and try the program once more.
- Right-click the program shortcut and select Run as administrator.
- If the program opens, use its Help, Settings, or About menu to check for updates.
- If it is installed through a launcher, open the launcher and use Repair, Verify files, or the equivalent option.
- Open Settings with Windows key + I.
- Select Apps, then Installed apps.
- Find the affected program, select its three-dot menu, and choose Advanced options if available.
- Select Repair. Test the program.
- If Repair is unavailable or does not help, uninstall the application.
- Restart Windows.
- Download the current installer from the application developer or reinstall it from the original Microsoft Store or managed business source.
- Test the program before copying back custom settings or plug-ins.
A successful repair allows the application to start without the API-set message. If only that application still fails after a clean reinstall, the likely issue is application compatibility or a dependency that the vendor must correct.
Do not copy an API-set file into the application directory unless the application developer explicitly documents that procedure. A copied file can have the wrong architecture, build, signature, or loader behavior.
Fix 2: Install updates, then repair Windows components
Use this path when multiple applications fail, Windows has other missing-system-file errors, or the problem followed an interrupted update or failed upgrade.
Install pending Windows updates
- Press Windows key + I.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart when Windows requests it.
- Return to Windows Update and check again until no additional updates are offered.
- Test the affected application.
If the error remains, repair the component store.
Run DISM and SFC
- Select Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish. This can take time and may appear paused.
- When DISM completes, run:
sfc /scannow
- Wait until the scan reaches 100 percent.
- Restart Windows.
- Test the application again.
Microsoft recommends DISM before SFC. DISM repairs the Windows component source that SFC uses, while SFC checks protected system files and replaces damaged copies where possible.

If you repeatedly hunt through Windows versions and rerun SFC or DISM without knowing what changed, Outbyte PC Repair can show what its scan identifies; repairs are performed by the full version, and it is optional. If DISM reports that source files cannot be found, do not substitute a downloaded DLL. Microsoft documents using a legitimate, matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
C:RepairSourceWindows is only an example. Replace it with a valid source that matches the installed Windows edition and build.
Fix 3: Check architecture and application compatibility
A 64-bit Windows installation can run 32-bit applications. That does not mean every application dependency is interchangeable.
- Open Settings.
- Select System, then About.
- Check System type.
- In Settings > Apps > Installed apps, check the affected application’s documentation or publisher information for its supported architecture.
- Install the application’s current version if it supports your Windows release.
- If the application has a compatibility setting, right-click its executable, select Properties, open Compatibility, and use only settings recommended by the publisher.
An older program may request an API contract that is unavailable on the installed Windows version, particularly after an upgrade or when running a modified or unsupported Windows installation.
Fix 4: Install runtimes only when the error identifies one
Visual C++ Redistributable is not the primary repair for this filename because api-ms-win-oobe-notification-l1-1-0.dll is a Windows API-set contract.

- Open the application’s official support or download page.
- Confirm whether it requires Visual C++ Redistributable.
- Use Microsoft’s latest supported Visual C++ downloads.
- Match the package to the application architecture. A 32-bit application may require
vc_redist.x86.exeeven on 64-bit Windows. - Restart Windows and test the application.
Older Visual C++ releases can remain installed side by side. Do not remove older versions simply because the current v14 package is present.
DirectX and .NET should be installed or repaired only when the application’s documentation or its error message identifies them. They do not specifically replace the OOBE API-set contract.
Fix 5: Check security software and repair suspicious damage
If the error began after an antivirus detection, inspect the event before restoring anything.

- Open your antivirus application.
- Open History, Quarantine, or Protection history.
- Check the detected file path, detection name, and time.
- Update the antivirus definitions.
- Run a full scan.
- If malware is suspected, run Microsoft Defender Offline from Windows Security > Virus & threat protection > Scan options > Microsoft Defender Offline scan.
- After the scan, run DISM and SFC again.
- Restore a quarantined item only when you have verified that the detection is a false positive and the file belongs to the trusted Windows installation.
Never download a replacement DLL from an untrusted site. It may contain malware, use the wrong architecture, have an incompatible build, or leave the damaged Windows component store untouched.

Fix 6: Review drivers and recent system changes
A driver is not a verified direct cause of this specific API-set error, but a recently installed driver, cleanup utility, or failed update can expose broader Windows corruption.
Check Device Manager
- Right-click Start and select Device Manager.
- Expand categories related to recently changed hardware.
- Look for a yellow warning icon.
- Right-click the affected device and select Properties.
- Read the status on the General tab.
- On the Driver tab, use Update Driver and choose Search automatically for drivers.
- If the problem began immediately after an update, select Roll Back Driver when available.
- Restart Windows and test the application.

Try System Restore after a recent change
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Allow Windows to restart, then test the application.
System Restore can reverse system changes without removing personal files, but it is appropriate only when a suitable restore point predates the failure.

Do not run regsvr32 as a general DLL repair command. It registers COM libraries that expose registration entry points such as DllRegisterServer; it does not rebuild Windows API-set mappings.
If you try it and receive “The module was loaded but the entry point DllRegisterServer was not found,” that indicates the file is not a self-registering COM component. Registration will not solve this API-set resolution problem.
How to identify the requesting program
If the application name is unclear:
- Open Event Viewer by pressing Windows key + R, typing
eventvwr.msc, and pressing Enter. - Select Windows Logs > Application.
- Look for an error at the time of the failed launch.
- Check Faulting application name, application path, and the event details.
- Also open Reliability Monitor by searching for
View reliability history. - Select the red failure marker for the relevant date.
- Record the application name and fault details.
For deeper investigation, a trusted process-monitoring tool can capture which executable requests the API set and which dependency lookup fails. Record the executable path rather than assuming that the filename belongs to the program shown in the error.
If DISM, SFC, and reinstalling do not work
Use this escalation order:
- Back up important files.
- Run
chkdsk /scanfrom an elevated Command Prompt:
chkdsk /scan
- Check drive health if corruption returns.
- If the failure follows an update, use System Restore or the supported Windows recovery options.
- On Windows 11, use Settings > System > Recovery > Fix problems using Windows Update when the option is available. This reinstalls the current Windows version while preserving files, apps, and settings where supported.
- If Windows remains damaged, use matching installation media for a repair installation.
- Consider a full reinstall only after backup, especially when malware or severe component-store corruption is suspected.
FAQ
Should I download api-ms-win-oobe-notification-l1-1-0.dll?
No. API-set names are contracts, not ordinary application DLLs. Use Windows Update, DISM, SFC, and the affected application’s official installer.
Is this a Visual C++ error?
Not by itself. Install Visual C++ Redistributable only when the application separately requires it.
Does the error prove Windows is corrupt?
No. It may indicate Windows component corruption, an incompatible application, a failed installation, antivirus damage, or a missing dependency.
Should I copy the file into System32 or SysWOW64?
No. System32 is the native system directory on 64-bit Windows, while SysWOW64 contains 32-bit Windows components. Do not infer the correct location from a download page or filename.
Should I reinstall the program?
If only one application fails, yes. Use its repair option first, then reinstall from the original developer or trusted distribution source.
