api-ms-win-rtcore-ntuser-clipboard-l1-1-0.dll is a Microsoft Windows API-set contract, not a normal Visual C++ or game-specific DLL. If Windows says it is missing or could not be loaded, repair Windows components first, then repair the application that triggered the message.
What this file actually does
The name belongs to the Windows API-set system. API-set names provide stable contracts that Windows maps to a host system DLL through its API-set schema. Microsoft notes that an API-set name ending in .dll does not necessarily represent a standalone file that must exist on disk.

This contract is associated with Windows Runtime and NTUSER clipboard functionality. It appears in public Windows dependency inventories, particularly for Windows 8.1-era files. A reported Windows 8.1 inventory lists version 6.3.9600.16384 and a size of 3,584 bytes, but those values are not universal specifications for every Windows edition, architecture, or build.

%SystemRoot%System32
On 64-bit Windows, 32-bit applications normally use the redirected:
%SystemRoot%SysWOW64
Those folder names do not by themselves prove the file architecture. Windows filesystem redirection and the calling program determine which copy is used.
A missing-file message may look like one of these standard loader variants:

The exact wording varies by Windows version and loader. The message does not prove that the application owns the file or that downloading a replacement will solve the problem.

Fix 1: Install updates and restart
Start with Windows Update because a pending or failed update can leave system components out of sync.
Windows 11
- Open Start → Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart, even if Windows does not immediately require it.
- Try the affected application again.
Windows 10
- Open Start → Settings.
- Select Update & Security.
- Open Windows Update.
- Click Check for updates.
- Install the available updates and restart.
- Test the application again.
If the same error returns, continue with component repair rather than searching for the filename online.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows component source that SFC uses to restore protected files.
Outdated Drivers Are Slowing You Down

- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application.
A successful result from DISM means the component store was checked or repaired. SFC may report that it found no integrity violations, repaired damaged files, or could not repair some files.
If SFC says it could not repair everything:
- Restart the computer.
- Open an elevated Command Prompt again.
- Run DISM once more.
- Run
sfc /scannowagain. - Review the CBS log if the issue remains.
If Windows Update cannot supply the repair files, Microsoft documents using a matching installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth ^
/Source:C:RepairSourceWindows /LimitAccess
The source must match the installed Windows edition, language, and architecture. Do not point DISM at a random Windows folder or an unrelated ISO.
Repeating DISM and SFC without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan for problems and show what needs attention; its repair function is available in the full version. It is optional, and Windows’ built-in DISM and SFC remain the appropriate first repair tools.

Fix 3: Repair or reinstall the affected application
If only one program fails, the application may be incompatible with the installed Windows version, incorrectly packaged, or damaged. An application can report an API-set dependency even though the contract belongs to Windows.
First check for an in-app repair option:
- Open Start → Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Select the affected program.
- Choose Advanced options if available.
- Click Repair.
- Test the program.
- If it still fails, use Reset only if you accept that application data may be removed.
For a traditional desktop program:
- Open Control Panel.
- Select Programs → Programs and Features.
- Select the affected program.
- Choose Repair or Change if the installer provides that option.
- If no repair option exists, uninstall the program.
- Restart Windows.
- Download the current installer from the application developer or official launcher.
- Install it again and test it.
For a game, use the launcher’s Verify integrity, Repair, or equivalent command before reinstalling the whole game. Do not assume that reinstalling the program repairs a damaged Windows component. It helps when the application files or dependency package are the real problem.
If the application was built for an older Windows release, check its minimum supported version. An API-set dependency can fail when software expects a contract that is unavailable on an older operating system.
Fix 4: Check antivirus quarantine
Security software can quarantine a damaged or suspicious system file, although an obscure API-set name is not malware merely because it looks unfamiliar.
- Open Windows Security.
- Select Virus & threat protection.
- Click Protection history.
- Look for an entry involving the affected program or a Windows system file.
- Confirm the original path and detection details before taking action.
- Restore a file only when the security product identifies it as the original Windows component and you are confident the detection is a false positive.
- Run a full scan.
- Run DISM and SFC after restoration.
If the file was modified or replaced, prefer Windows component repair over copying a file manually.
Fix 5: Check architecture and application dependencies
Do not replace a 64-bit dependency with a 32-bit copy, or the reverse. The correct architecture depends on both Windows and the application that loads the contract.
Check the program’s architecture through its official documentation or installer. If the program offers separate x86 and x64 builds, install the version intended for your system and its dependencies.
Also examine the full error rather than focusing only on this filename. If it separately names a runtime such as VCRUNTIME140.dll, MSVCP140.dll, or api-ms-win-crt-*.dll, repair the matching Microsoft Visual C++ Redistributable. That is a different problem from the NTUSER clipboard API-set contract.
Recommended Free Tools
Do not install Visual C++, DirectX, or .NET merely because this filename ends in .dll. Those packages do not normally provide this Windows API-set contract.
Fix 6: Update or reinstall related drivers
A display, input, or graphics driver is not normally the owner of this API-set contract, but a recent driver change can expose an application compatibility problem.

Use Windows Update
- Open Settings.
- Go to Windows Update.
- Select Advanced options.
- Open Optional updates.
- Expand Driver updates if available.
- Install the appropriate driver.
- Restart Windows.
Use Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the affected application.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
If the problem began immediately after a driver update, open the device’s Properties, select the Driver tab, and use Roll Back Driver when available.
Driver hunting can involve checking many hardware models and matching packages manually. Outbyte Driver Updater can scan for outdated drivers and show the available updates; installation is handled by the full version. It is optional, and it will not replace the need to repair or reinstall an application that has the wrong dependency.
Why regsvr32 usually does not help
regsvr32 registers COM and ActiveX DLLs that expose a DllRegisterServer entry point. An API-set contract or stub normally is not registered that way.
Running a command such as this is therefore usually irrelevant:
regsvr32 api-ms-win-rtcore-ntuser-clipboard-l1-1-0.dll
It may produce an error saying that the module was loaded but the DllRegisterServer entry point was not found. That does not indicate that Windows needs a different registration command. Use DISM, SFC, Windows Update, or application repair instead.
Why downloading the DLL is a bad repair
Random DLL download pages can supply malware, an incorrect build, the wrong architecture, or a file that does not match the component store. Manual copying can also place an untrusted file in a directory searched by applications while leaving the real Windows corruption untouched.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Do not download this filename from a DLL repository. Use Windows Update, Microsoft’s DISM and SFC repair tools, the application developer’s official installer, or a matching Microsoft installation source.
A contract may also be present logically without appearing as a separate physical file. Its absence from a directory is not automatically evidence of damage.
If repair still fails
Use the next recovery option based on when the problem began.
Try System Restore
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point from before the error began.
- Follow the prompts.
- Restart and test the program.
System Restore is most useful when a suitable restore point predates a failed update, driver installation, or system change.

Back up important data first. Open an elevated Command Prompt and run:
chkdsk /scan
If it reports filesystem problems, follow Microsoft’s recovery guidance rather than selecting repair options blindly on the wrong volume.
Use Windows Recovery Environment
For an unbootable or seriously damaged installation, use Settings → System → Recovery → Advanced startup → Restart now on Windows 11, or Settings → Update & Security → Recovery → Advanced startup on Windows 10. Windows Recovery Environment provides startup repair, System Restore, uninstall-update, and reset options.
A repair installation or supported Windows upgrade may be appropriate when component repair repeatedly fails. Windows 8.1 reached end of support on January 10, 2023, so current software may no longer support it. Moving to a supported Windows release is safer than collecting replacement DLLs from unofficial sources.
FAQ
Is this filename genuine?
Yes, the naming pattern is a valid Microsoft API-set convention, and the contract is associated with Windows. A copy found in an unrelated application folder, download directory, or temporary folder should still be treated cautiously.
Must every Windows 10 or Windows 11 installation contain this exact file?
No. API-set contracts can be mapped internally and may not exist as separately visible files on every Windows version or architecture.
Is this a 32-bit or 64-bit DLL?
There is no universal answer. The relevant Windows copy and the calling process determine the architecture. Do not substitute files between System32 and SysWOW64 casually.
Will reinstalling Visual C++ fix it?
Not normally. Repair Visual C++ only when the error also names a Visual C++ runtime. This filename is a Windows API-set contract.
Should I register it with regsvr32?
Usually not. API-set stubs are not ordinary COM DLLs and generally do not expose DllRegisterServer.
What if only one program reports the error?
Repair or reinstall that program from its official source after checking Windows Update and running DISM followed by SFC. The application may be outdated or built for a different Windows version.
What if several programs fail?
Treat it as a Windows component problem first. Run Windows Update, DISM, and SFC, then investigate quarantine, disk health, and recent system changes.
