Fix 1: Install updates and restart
A failed update or incomplete servicing operation can leave protected Windows components unavailable.
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Try launching the affected program again.
On Windows 10, open Start > Settings > Update & Security > Windows Update instead.
If the error remains, continue with DISM and SFC. These tools repair the Windows component store and protected system files rather than placing an unrelated copy beside the application.
Fix 2: Repair Windows with DISM and SFC
Run DISM first, then SFC. Microsoft specifically recommends this order for missing or corrupted Windows files.

- Open Start and type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Select Yes if User Account Control asks for permission.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It may appear paused for a while.
- When the command completes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected application.
Microsoft’s System File Checker procedure documents this repair sequence.
A successful result may say that SFC found no integrity violations, or that it found corrupt files and repaired them. If SFC repaired files, restart before testing.
If DISM reports that source files could not be found, Windows Update or the component store may also be damaged. Use a matching Windows installation or repair source as documented by Microsoft, with the appropriate /Source:<path> /LimitAccess options. Do not guess at a source path or use files from a different Windows release.

Fix 3: Check Windows Security quarantine
Antivirus software may quarantine a damaged or suspicious system file. Restore it only after confirming that the computer is clean and the item is genuinely a Windows component.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Click Protection history.
- Review recent quarantined and blocked items.
- If the exact filename appears, read the detection details before taking action.
- Run Scan options > Full scan.
- If malware is detected, remove it and restart.
- Only restore the file if you are confident it is a genuine Windows file and the detection was a false positive.
Microsoft describes this workflow in its guide to Protection History.
After a restore, run DISM and SFC again. If the file disappeared because of malware or unauthorized cleanup, restoring one file may not repair the rest of the installation.
Fix 4: Determine whether only one application is affected
If Windows starts normally and the message appears only when opening one older program, the application may be incompatible, damaged, or missing another dependency.
First, repair the program:
- Open Settings > Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- If Repair does not help, select Reset only if you understand that it may remove application settings or local data.
For older Control Panel programs:
- Press Windows key + R.
- Type
appwiz.cpland press Enter. - Select the program.
- Choose Repair or Change, if offered.
If there is no repair option:
- Back up the program’s saved files and settings.
- Uninstall it.
- Restart Windows.
- Download the installer from the application developer’s official website or use the original installation media.
- Install the current version.
- Restart and test it again.
A launcher’s Verify files, Repair, or equivalent feature is appropriate when the error occurs inside a game or packaged application. It repairs that application’s files, not the Windows component store.
Do not assume that reinstalling Visual C++, DirectX, or .NET will restore this API-set file. Those runtimes are relevant when the message names files such as msvcp*.dll or vcruntime*.dll, not automatically when it names an api-ms-win-* contract.
Fix 5: Check 32-bit and 64-bit compatibility
A 32-bit application running on 64-bit Windows uses different loader paths from a 64-bit application. That does not mean you should copy the DLL between System32, SysWOW64, and the program folder.
Check the application’s official system requirements and install the correct build. If the program is old:

- Right-click its shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Test the Windows version recommended by the application vendor.
- Select Run this program as an administrator only if the program requires it.
- Click Apply, then OK.
If the error names a dependency of the application, reinstall that dependency from Microsoft or the application vendor. A message saying “specified module could not be found” can mean that a dependency is missing even when the named API-set file is present.

Fix 6: Update or reinstall a related driver
A driver is not the primary suspect for this filename, but a recent driver installation or system change can expose loader and compatibility problems.
Use Windows Update first:
- Open Settings > Windows Update.
- Select Advanced options > Optional updates.
- Open Driver updates, if available.
- Install the driver intended for your hardware.
- Restart Windows.
You can also inspect Device Manager:
- Right-click Start and open Device Manager.
- Expand the category related to the suspected hardware.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
If the problem began immediately after a driver update, right-click the device, choose Properties > Driver, and select Roll Back Driver when available. Otherwise, download the driver only from the hardware manufacturer or computer manufacturer.

Fix 7: Use System Restore after a recent change
System Restore is useful when the error began after an update, driver installation, cleanup utility, or other system change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Choose Next.
- Select a restore point dated before the error began.
- Click Scan for affected programs to review expected changes.
- Select Next > Finish.
- Allow Windows to restart.
System Restore normally preserves personal files but can roll back system files, drivers, registry settings, updates, and installed programs. Microsoft’s System Restore guidance explains the process.
Fix 8: Escalate if Windows still cannot repair itself
If SFC says it found corrupt files but could not repair some of them:
- Restart and run DISM again.
- Run SFC again from an elevated Command Prompt.
- Test in Safe Mode if a security program or driver may be interfering.
- Review the CBS log if you need to identify unrepaired files.
- Use System Restore if a suitable restore point exists.
- Perform a supported in-place repair or reinstall Windows after backing up important data.
Microsoft lists additional Windows recovery options.
If the computer runs Windows 8.1, remember that Microsoft ended support for it on January 10, 2023. Persistent system-file failures on that platform should prompt a plan to move to a supported Windows release.
What not to do
Do not download the DLL from a random website
A downloaded DLL can contain malware, belong to the wrong Windows release, use the wrong architecture, or fail to match the component store. It may also leave the actual problem untouched.
Use Windows Update, DISM, SFC, System Restore, Windows recovery, or the original application developer’s installer instead. Do not overwrite a system DLL with a file from a DLL archive.
Do not run regsvr32 on this API-set stub
regsvr32 registers DLLs that provide registration entry points such as DllRegisterServer. It is not a general repair command, and an API-set stub is not normally repaired this way.

A likely result is an error stating that the entry point was not found. Microsoft documents regsvr32 as a registration utility, not a Windows component repair tool.
FAQ
Is this a Visual C++ Redistributable file?
No reliable evidence links this filename to Visual C++, DirectX, or .NET. Repair Windows first. Reinstall a runtime only when the error specifically names a file belonging to that runtime.
Should I copy it into System32 or SysWOW64?
No. API-set files are tied to Windows servicing and architecture. Copying between System32, SysWOW64, and an application folder can create a mismatch and conceal the real fault.
What if the error says “the specified module could not be found”?
The named file may be present while one of its dependencies is missing. Repair the application, check its official requirements, and use DISM and SFC for possible Windows damage.
Why does only one old program show the error?
The program may be incompatible with the installed Windows version or may have a damaged installation. Test compatibility settings, use its repair feature, and reinstall it from the original developer.
What if DISM and SFC both complete successfully?
