Which fix applies to you
Use this list before downloading or replacing anything:
- The error appears in several programs: Repair Windows with Windows Update, DISM, and SFC.
- The error appears only in one program or game: Repair or reinstall that application from its official publisher.
- The computer runs Windows 7: Treat this first as an operating-system compatibility problem. Use a supported application version or upgrade Windows.
- The error began after antivirus activity: Check Windows Security Protection history before restoring anything.
- The application also reports
MSVCP*.dllorVCRUNTIME*.dll: Install the correct Microsoft Visual C++ Redistributable separately. - The message mentions a driver or hardware component: Update the relevant driver, but do not assume a driver caused this API-set error.
- You found the DLL on a download site: Do not copy it into System32, SysWOW64, or the program folder.
What this DLL name really means
This is a genuine Microsoft Windows API-set contract name. Windows API sets use names such as api-ms-win-shcore-registry-l1-1-0.dll as logical interfaces that redirect an application’s function calls to the appropriate physical Windows implementation.
That means the name does not always represent an ordinary standalone DLL that should be visible on disk. A healthy Windows installation may map the contract internally rather than presenting a separately browsable file with this exact name.

The contract covers Shell registry operations, including reading, writing, enumerating, deleting, and querying registry values. On Windows 8-era systems, those functions were implemented through SHCore.dll.
This is not a user document, game plugin, .NET assembly, DirectX component, or Visual C++ runtime library. An application can trigger the message because it requests the contract, but that does not prove the application supplied the Windows component.
Public Windows 8 catalogues report x86 and AMD64 entries for this contract with the same listed size and version family. Those are third-party catalogue details, not evidence of a current Microsoft standalone download or a guaranteed physical path on Windows 10 or Windows 11.
Fix 1: Update Windows and restart
Incomplete servicing can leave Windows components unavailable even when the operating system otherwise starts normally.

- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not insist on a restart.
- Launch the affected application again.
If the error disappears, the problem was likely caused by incomplete servicing or an outdated Windows component. If it remains, continue with the repair commands below.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows component store, while SFC checks protected system files against that repaired source.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and choose Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Then run:
sfc /scannow
- Restart Windows.
- Test the program again.
A successful SFC result may say that Windows Resource Protection did not find any integrity violations, or that it found corrupt files and repaired them. If the application now starts, no DLL download is needed.

Repeatedly hunting for a replacement file and rerunning SFC or DISM without knowing what changed can make troubleshooting slow. Outbyte PC Repair can scan for the underlying issues and show what needs attention; repairs are performed by the full version, and it is optional rather than required.

If DISM cannot find the repair files
Windows normally obtains DISM repair content through Windows Update. If that source is unavailable, Microsoft documents using a matching installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with a valid Windows installation or network repair source matching the installed edition and version. Do not use an arbitrary folder copied from another computer.
After DISM completes, run:
sfc /scannow
If SFC still reports unrepaired files, inspect:
%windir%LogsCBSCBS.log
To extract the relevant SFC entries to your desktop, run:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
Fix 3: Check for Windows 7 incompatibility
The l1-1-0 API-set contract is associated with Windows 8-era APIs. If the affected computer runs Windows 7, the application may have been built for Windows 8 or later.
In that case, copying the contract into Windows 7 will not add the required operating-system implementation. The correct solutions are:
- Check the application publisher’s system requirements.
- Install an older release that explicitly supports Windows 7, if the publisher provides one.
- Upgrade Windows to a version supported by the application.
- Contact the application publisher if its requirements claim Windows 7 support.
To identify the current Windows version, press Windows key + R, type winver, and press Enter. Record the Windows edition and version before contacting support.
The related l1-1-1 contract is listed separately for later Windows versions. Do not conclude from that distinction that every Windows 10 or Windows 11 computer must contain a visible file named exactly api-ms-win-shcore-registry-l1-1-0.dll.

Fix 4: Repair or reinstall the affected application
If only one game or program shows the message, its installation may be incomplete or damaged.

Try the application’s repair feature first:
- Open Settings > Apps > Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the program again.
For a game launcher, use its Verify, Verify integrity, or Repair game files command. The wording differs between launchers, but the purpose is the same: replace damaged application files without changing Windows components.
If repair is unavailable:
- Save any needed application settings or game saves.
- Uninstall the program from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the application publisher’s official website or launcher.
- Install the program again.
- Run it once using right-click > Run as administrator if it still fails during startup.
Reinstalling the affected program is the definitive fix when its own installation is damaged. It is not evidence that Visual C++, DirectX, or .NET caused the API-set error.
Fix 5: Check antivirus quarantine
Security software may quarantine a legitimate Windows component or an application file.
In Windows Security:
- Open Start > Settings.
- Select Privacy & security > Windows Security.
- Choose Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open a relevant entry and inspect its original path and detection details.
Only restore a file when you can verify that it came from Windows or the trusted application installation. Never restore an identically named file downloaded from an unknown source. If the file appeared in a temporary folder or an unexpected application directory, run a full scan before allowing it.
Fix 6: Install separate runtimes only for matching errors
This API-set contract is not a Visual C++ Redistributable file. Installing a runtime at random is unlikely to restore it.
If the same program separately reports files such as MSVCP140.dll, MSVCP*.dll, or VCRUNTIME*.dll, install the current supported Microsoft Visual C++ Redistributable. Match the package architecture to the application:

- Use x86 for a 32-bit application.
- Use x64 for a 64-bit application.
On 64-bit Windows, both architectures can be installed because 32-bit and 64-bit programs use different runtime files.
.NET repair is relevant only when the program also reports a .NET installation or startup failure. The Microsoft .NET Framework Repair Tool is not a repair package for this API-set contract.

A driver update is not a primary fix for api-ms-win-shcore-registry-l1-1-0.dll. Consider it only when the application also identifies a graphics, audio, storage, or other hardware driver problem.
To check drivers using Windows:
- Right-click Start.
- Select Device Manager.
- Expand the category related to the reported hardware.
- Right-click the device.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
You can also choose Properties > Driver to review the current provider and date, then obtain a compatible driver from the hardware manufacturer.
Finding the right driver manually can mean identifying the exact device, architecture, and supported Windows release. Outbyte Driver Updater can scan and identify outdated drivers; installation is performed by the full version, and it remains optional.

regsvr32 is designed for DLLs that expose registration entry points such as DllRegisterServer. An API-set contract is not normally a self-registering COM component, so commands such as these are not an appropriate repair:
regsvr32 api-ms-win-shcore-registry-l1-1-0.dll
Do not download the file from a random DLL website and copy it into:
C:WindowsSystem32C:WindowsSysWOW64- The application’s installation folder
Manual copies can have the wrong architecture, version, signature, or API mapping. They can also conceal the real issue, such as Windows 7 incompatibility or a damaged component store.

On 64-bit Windows, a 32-bit process normally uses the 32-bit system view associated with SysWOW64, while a 64-bit process uses the 64-bit system view associated with System32. Directory names alone are not proof that a particular copy is correct.
If the error still appears
Capture these details before escalating:
- The exact executable name shown in the error.
- The result of
winver. - Whether one application or several applications fail.
- Whether the application is 32-bit or 64-bit.
- The complete error text and any error code.
- The path from which the failing process attempted to load the DLL.
- Relevant entries from
CBS.log, DISM logs, or Protection history.
If Windows repair and application reinstallation do not help, consider System Restore if an appropriate restore point exists. For broader disk or image corruption, review Windows recovery options, check disk health, or use a Windows repair or reinstallation path after backing up important data.

Is api-ms-win-shcore-registry-l1-1-0.dll legitimate?
Yes. The name follows Microsoft’s API-set contract naming scheme and refers to a Windows interface for Shell registry functions. The filename itself is not evidence of malware.
Does it belong to Visual C++, DirectX, or .NET?
No. It is a Windows API-set contract, not one of those runtime packages. Install those packages only when the application reports separate, matching runtime errors.
Why can the file be missing on a healthy computer?
API-set names are logical aliases. Windows can redirect the contract to an implementation DLL without exposing a normal standalone file at the location you searched.
Why does the error occur on Windows 7?
The application may require an API introduced with Windows 8 or later. Use a compatible application release or upgrade Windows rather than copying the DLL.
Should I register it with regsvr32?
No. API-set contracts are not normally COM components that support DLL self-registration.
Can an antivirus program delete it?
It can quarantine a file with that name, but verify its origin before restoring anything. Check Protection history and do not restore an unknown downloaded copy.
What if only one program fails?
Repair or reinstall that program from its official publisher. A one-program failure points more strongly to an incomplete application installation or an unsupported application build than to system-wide Windows corruption.
