Apple Allows Retro Game Emulators Worldwide: What iPhone and iPad Users Need to Know

Apple’s emulator rule is global, not an EU sideloading feature. Here’s what the App Store now allows, which emulators are available, and what users should know about game files and compatibility.

Apple’s App Store emulator policy is already in effect worldwide: on April 5, 2024, Apple updated its rules to permit retro game console emulator apps, and its current guidelines also cover retro console and PC emulators that can offer games for download. This is separate from EU- and Japan-limited alternative app distribution. Approved emulators are available through the ordinary App Store, but approval is not a blanket licence for game files or a promise that every game will work.

Two Apple changes that are easy to confuse

The emulator rule concerns apps submitted to Apple’s regular App Store. It is not an EU-only feature. Apple’s separate alternative-distribution framework has regional limits; its current support information identifies the European Union and Japan. Those marketplaces and developer-website distribution are not prerequisites for installing an emulator that is available in your local App Store.

The changes arrived around the same period, which helps explain why emulator availability is sometimes described as a consequence of EU sideloading. The practical distinction is simple: you can install an approved emulator from the standard App Store without using an alternative marketplace.

What Apple changed—and what the rule covers

Before April 5, 2024, Apple’s guidelines did not expressly permit general retro-console emulator apps in the ordinary App Store. Apple announced an update that day, expanding Guideline 4.7 to include games offered by retro game console emulator apps. The current App Review Guidelines refer to retro game console and PC emulator apps that can offer games for download.

This is a defined category within Apple’s broader rules for software offered inside apps, alongside areas such as mini-apps, streaming games and plug-ins. It is not a general approval to run any software on iOS or to distribute any game through an emulator. The developer remains responsible for software offered through the app and for complying with Apple’s guidelines and applicable law.

That means Apple can still reject an app over copyright or licensing problems, unsafe downloads, misleading metadata, illegal or objectionable content, privacy shortcomings, inadequate reporting or filtering where required, poor-quality implementation, or violations involving payments, accounts or external software. App Review is not a universal legal ruling or a guarantee that an app is perfectly secure.

Does permission to offer game downloads make ROMs legal?

No. Guideline 4.7 permits qualifying emulator apps to offer games for download, but it does not license commercial ROMs, make copyrighted games free, or establish that every way of downloading or copying a game is lawful. The legal position can depend on the country, the rights involved and how the file was obtained.

  • Licensed catalogue: A developer or rights holder offers games it has permission to distribute. This is the clearest commercial distribution model.
  • User-imported files: The user adds files from a source such as Files, iCloud Drive, AirDrop or a computer. Importing a file does not itself settle whether obtaining or using it was lawful.
  • Unlicensed downloads: An app distributing copyrighted game files without permission can raise copyright and other legal issues.

Use games you are licensed to use, and make personal backups only where local law permits. Owning a cartridge or disc does not automatically answer every legal question about making or using a digital copy. Apple’s guidelines put responsibility for offered software on the developer and require compliance with applicable law; they do not provide a general ROM licence.

Which emulators can iPhone and iPad users get?

These examples show the range of approaches rather than a permanent compatibility guarantee. Store listings, features and availability can change, and a supported system does not mean every title for it runs correctly.

Delta: a straightforward Nintendo-focused option

The US App Store listing for Delta describes support for NES, SNES, Nintendo 64, Game Boy, Game Boy Color, Game Boy Advance and Nintendo DS. It also lists save states, controller support and online-compatible Nintendo DS play through community WFC servers. Check the listing in your storefront for current device requirements and features.

PPSSPP: for PlayStation Portable games

PPSSPP is the dedicated PSP option. Its official iOS documentation says Apple’s April–May 2024 policy change made an official iOS version possible. It is an emulator, not a PSP game catalogue: users generally need to manage their own game files, and setup can involve more file handling and configuration than a simple catalogue app.

Provenance: broad multi-system coverage

The Provenance App Store listing describes a broad range of Atari, Nintendo, Sega, Sony, SNK, NEC and other systems. It lists ROM importing, save and ROM synchronization, controller support, and systems including GameCube, Wii, 3DS, PSP, Dreamcast and PlayStation. The listing’s breadth is a snapshot, not a guarantee that every game or device will perform equally well.

As shown in that listing on August 18, 2026, Provenance requires iOS 16.0 or later; it also identifies iPadOS 16.0 or later, macOS 13.0 or later on Apple silicon, and visionOS 1.0 or later for listed platforms. For Delta and PPSSPP, check their current listings for exact OS requirements rather than assuming they work on every iPhone or iPad.

Choose by system and setup effort

There is no universally best emulator: the right fit depends on which system you want to play, how much configuration you are comfortable with, and how you will obtain game files.

How to set up an emulator without assuming one app’s menus

Import and configuration steps differ between apps, so use the instructions for the emulator you install. A typical setup looks like this:

  1. Check the listing. Confirm the app supports your target system, your iOS or iPadOS version, and your device before installing.
  2. Install from the App Store. If the app is available in your country, the ordinary App Store is enough; an alternative marketplace is not required.
  3. Obtain game files lawfully. Use a licensed source or create a personal backup only where permitted by local law.
  4. Import the files. Follow the app’s documented method, which may use Files, iCloud Drive, AirDrop or computer transfer.
  5. Add a BIOS only if required. Check the emulator’s documentation and use a lawful source for any required file.
  6. Configure controls. Try touch controls first or pair a compatible controller if the game needs physical buttons.
  7. Protect your saves. Save in the game itself where possible; treat save states as an additional convenience, and back up important saves before major app updates.

What can go wrong after installation

App approval means the app passed Apple’s review process; it does not make every game, system or device combination flawless. Common problems include:

  • A game file is in a format the emulator does not support, or a title needs a BIOS file.
  • A game starts but has graphics, sound, timing or controller issues.
  • A save state stops working after an emulator update.
  • Cloud synchronization does not cover a particular file type or requires a paid tier.
  • Touchscreen controls feel unsuitable for a game designed around physical buttons.
  • Demanding systems or high-resolution settings increase battery use or heat.
  • A game you own still requires you to manage your own digital copy rather than being offered in the app.
  • An app changes its supported systems, is renamed or is removed, or is unavailable in your country.

Emulation performance also varies with the system being emulated, the game, graphics settings, device generation, thermal conditions and controller. Check a developer’s current compatibility information for a particular title instead of treating a console label as a performance guarantee.

Do you need to buy a controller?

No. Touch controls can be enough for some games, but a physical controller is often more comfortable for games built around directional pads and buttons. You can consider a compatible PlayStation or Xbox Bluetooth controller, an Apple-certified or MFi controller, a USB-C or Lightning-connected option, or a phone-mounted mobile controller. Check connection and case fit before buying.

Backbone’s compatibility page specifically promotes support for emulator apps including Delta and RetroArch, and its Backbone One product page describes its iPhone controller. It is one option, not a requirement; an existing compatible controller may already meet your needs. Do not assume an accessory subscription is needed for emulator play unless the specific app or feature says so.
