Apple did reject two PC-emulator submissions in June 2024: UTM SE and iDOS 3. But the rejection was not the end of the story. Apple approved UTM SE the following month, then updated its App Review Guidelines to explicitly recognize PC emulator apps. Today, PC emulation is not categorically barred from the App Store; the permission is conditional, and Apple’s clearest language covers offering games to download—not unrestricted distribution or execution of any software.
Why Apple rejected UTM SE and iDOS 3 in 2024
Apple began allowing certain emulator apps in 2024, but its initial wording focused on retro game-console emulators. When UTM SE, a PC emulator built around QEMU, was submitted, its developers said Apple’s review response drew a distinction between a PC and a console: “a PC is not a console.” The reported rejection cited App Review Guideline 4.7. In June, iDOS 3, a DOSBox-based MS-DOS emulator, was also reported rejected. These were contemporary reports of two submissions, not evidence that both apps remain banned.
UTM also said Apple refused notarization for alternative marketplaces in the European Union. That claim should be understood as UTM’s account of its experience: contemporaneous reporting noted uncertainty about whether Guideline 4.7 applied to notarization review. It does not establish that alternative marketplaces are a general workaround or that every emulator submission faces the same outcome. 9to5Mac’s June 2024 report and Ars Technica’s coverage describe the dispute.
What changed: UTM SE was approved and Apple revised its policy

The present answer to “only for retro games?” is therefore more nuanced than the original headline question. Apple initially treated retro console emulation and PC emulation differently. It later approved UTM SE and explicitly included PC emulators in Guideline 4.7, but the policy’s specific permission is to offer games for download. It is not a blanket statement that any emulator can distribute or run arbitrary software without review.

What Apple’s current guidelines permit—and what they still restrict
Guideline 4.7 covers certain software offered within an app but not embedded in its binary, including mini apps, mini games, streaming games, chatbots and plug-ins. It expressly includes retro game-console and PC emulator apps that offer to download games. Developers remain responsible for the software they offer and for compliance with Apple’s guidelines and applicable law. The current text also sets requirements concerning privacy, user reporting, payments, API exposure, software indexing and age restrictions. See Apple’s App Review Guidelines, especially 4.7.
Guideline 2.5.2 remains relevant: apps generally may not download, install or execute code that introduces or changes app functionality, including other apps. Guideline 4.7 should not be read as simply cancelling that rule. Together, the guidelines mean Apple has a framework for certain downloadable software—most clearly games in PC emulators—while the specific app and its content still have to satisfy the rest of App Review. Privacy protections, intellectual-property rules, payment requirements, age ratings and restrictions on exposing native platform APIs can all matter.

That distinction also answers what users may run. UTM SE can technically run classic operating systems and software when users provide suitable images, but Apple’s written policy does not promise blanket permission to download every operating system, productivity application or executable. An emulator’s approval is not proof that a particular downloadable image or program is authorized.
What UTM SE does, and why it can be slow
UTM is an open-source virtual-machine and system-emulation frontend built around QEMU. It can emulate processor architectures including ARM, PowerPC, RISC-V and x86, and can be configured to run operating systems and classic software. The App Store edition is called UTM SE, or “slow edition.” The UTM project documentation explains that it uses a threaded interpreter rather than just-in-time compilation.

JIT, or just-in-time compilation, optimizes or translates code while a program runs; emulators commonly use it to improve performance. UTM SE cannot use JIT in the normal way on iOS, so it is substantially slower than configurations with JIT or hardware virtualization. App Store approval therefore does not make an iPhone or iPad equivalent to a desktop PC. DOS-era programs, text-mode tools and some older operating systems are more realistic targets than demanding modern Windows software, whose performance, graphics, drivers and input may be inadequate.
The U.S. App Store listing for UTM SE describes support for VGA graphics and text-terminal modes, pre-built machines and custom configurations, and classic software and old-school games. It lists compatibility with iOS 14.0 or later, iPadOS 14.0 or later, and visionOS 1.0 or later. Those details are specific to the U.S. listing and can change; check the listing in your region for current availability and requirements.

What users need to supply—and the copyright distinction
UTM SE does not mean Apple supplies Windows, DOS, macOS, commercial games or other software images. Users generally need to provide suitable files and configure a virtual machine. Whether an image boots is a technical question; whether you are entitled to use or copy it is a separate one.
- Obtain operating-system images, games, ROMs, disk images and installers only from sources and under licenses that permit your use.
- Do not assume that owning a physical game or device automatically authorizes downloading or distributing a copy; rules vary by jurisdiction and circumstances.
- Apple’s Guideline 5.2 requires apps to use content the developer created or has permission to use. Emulator availability does not legalize copyrighted content. See Apple’s intellectual-property guidelines.
This is a practical caution, not legal advice: an emulator is a tool, while the software loaded into it may carry its own copyright, license, trademark or anti-circumvention restrictions.

Choosing between local emulation and alternatives

Choose according to the actual goal: UTM SE is most relevant for offline experimentation with older PC software, while a remote PC is generally a better fit for modern Windows applications. Check current compatibility and regional availability before installing anything, and treat alternative marketplaces as distribution routes with their own conditions—not as a way to bypass Apple’s technical or review rules.
