Hawaiʻi’s sea cliffs and rocky shoreline are not automatically safe just because a viewpoint is dry, elevated, or calm-looking. Vertical drops, slippery rocks, and waves that suddenly reach ledges or lookouts can make the coast dangerous. Stay well back from cliff edges and wave-washed areas, obey signs and barriers, check conditions on the day, and never climb or jump from shoreline cliffs.
Why sea cliffs and rocky lookouts can be dangerous
Hawaiʻi State Parks identifies vertical drops, large breaking waves, and wet, slippery surfaces as shoreline hazards. A wave can reach a scenic lookout or rocky area unexpectedly, including through a blowhole; Hawaiʻi Ocean Safety says wet ground is a cue for extra caution. Do not enter the wet rocky zone, even if the water appears calm.
Keep a generous distance from cliff edges, wave-washed rock, and ground that looks unstable or slick. Face the ocean when near the shoreline so you can watch conditions, but do not treat watching as a substitute for staying out of exposed areas. The National Park Service advises visitors at Hawaiʻi Volcanoes National Park to avoid cliff edges and use only open trails; that park-specific guidance does not determine access or safety at other sites.
What warning signs and visible cues mean
Read and follow all signs, fences, and barriers. Hawaiʻi Ocean Safety explains that signs identify hazardous conditions, but hazards can exist even when a particular sign is absent. Keep watching the water and ask a lifeguard when one is available.

A missing sign is not evidence that a location is safe. Apparent calm is not a guarantee, either.
Rules for visiting a coastal viewpoint
- Stay well back from edges, wave-washed rocks, and unstable or slippery ground.
- Do not climb onto shoreline rocks, ledges, cliffs, sea groins, crevices, or caves. Hawaiʻi Ocean Safety’s Safety Around the Shoreline guidance explicitly advises against climbing onto these features.
- Never jump from a cliff or sea groin. Unfamiliar, shallow, or murky water can conceal objects that can cause severe injury.
- Follow posted warnings and remain outside any fenced, closed, or otherwise restricted area.
- For an open trail over rough, uneven volcanic terrain, wear sturdy, closed-toe footwear and stay on marked open trails. The National Park Service gives this advice for Hawaiʻi Volcanoes National Park; footwear does not protect against surf, cliff falls, or restricted-area hazards.
Check conditions before you go
Conditions, closures, and hazard ratings are specific to the location and can change. Before visiting, check weather, surf, and beach-hazard information for that site on the day you go; follow lifeguard announcements and instructions from local authorities. Hawaiʻi Ocean Safety publishes guidance on understanding beach warning signs, ocean safety guidance, and a list of lifeguarded beaches. Hawaiʻi State Parks also provides park health and safety information.

Stay away from beaches and shorelines during severe weather until authorities say conditions are safe. Statewide guidance does not establish whether a particular cliff or viewpoint is open or safe right now, so verify access and conditions with the responsible local authority immediately before setting out.

If someone is swept into the ocean
- Call 911 and give the operator the location.
- Move to a safe place and wait for help.
- Do not jump into the water to attempt a rescue; that can create another emergency.
