A loot box is a game feature that awards an apparently random item. Whether it legally counts as gambling depends on the country, the game’s payment and reward system, and whether prizes can be transferred or cashed out. In the United Kingdom, the government said in July 2022 that loot boxes generally sat outside gambling regulation because rewards normally had no legitimate real-world cash value and mainly improved in-game play. Other countries use different gambling, consumer-protection or age-classification rules.
Legal status is only one question. A purchase can still involve uncertainty, difficult-to-see real-money costs and pressure to keep buying. This guide explains how the mechanic works, what current official rules say in several jurisdictions, what the evidence does—and does not—show about harm, and the practical controls players and parents can use.

What a loot box is—and what makes it feel like gambling
A loot box is a digital container that gives a player one or more items selected by chance from a defined pool. The player may receive the box by playing, buy it directly with ordinary currency, or purchase virtual currency and spend that currency on an opening. The decisive feature is that the reward is unknown at the moment of payment.

With a direct purchase, the buyer knows exactly what the transaction supplies. With a loot box, the buyer pays for an opportunity to receive one of several outcomes. A box can be cosmetic, such as a visual outfit, or affect gameplay by supplying equipment, characters or upgrades.

Questions that determine the practical risk
- Is the reward selected randomly, or is it a guaranteed item chosen from a list?
- Does opening require real money or virtual currency bought with real money?
- Can the box be earned without paying?
- Are the probabilities for each reward disclosed before purchase?
- Can the item be traded, transferred or redeemed for money outside the game?
- Does the reward change competitive performance, or is it cosmetic only?
Randomness alone does not settle the legal question. Regulators commonly examine the value and transferability of prizes, the payment route, the audience and the game’s safeguards.
Are loot boxes gambling? The answer by jurisdiction
There is no worldwide yes-or-no rule. The examples below illustrate different regulatory approaches; they are not a complete global survey. Laws and classifications can change, so treat them as dated reference points and check the current rules where you live.

Why “not legally gambling” does not mean “no risk”
Gambling law and consumer risk measure different things. A box can fall outside a gambling statute while still using uncertainty, variable rewards and repeated purchase prompts. The UK government reported an association between loot-box purchases and problem gambling, but explicitly said the evidence had not established whether a causal relationship exists. That means the data do not show that loot boxes cause gambling disorder, nor that every purchaser is at risk.
What the available figures show
- In the Gambling Commission’s UK Young People and Gambling 2024 survey, 37% of young people said they had paid for loot boxes, packs or chests. This is a UK youth estimate, not a global rate.
- Among those who had paid to open them, 54% said they used virtual currency bought with money. Respondents could select more than one payment method.
- 51% of those young payers said they used money from their own bank account.
- A Spanish study of 6,603 video-game players aged 11 to 30, reported by the Directorate General for the Regulation of Gambling in 2025, found that 30.4% had bought at least one loot box in the previous year. The same government page said buyers were 4.5 times more likely to have betting problems. That is an association reported by the cited study, not proof that buying loot boxes caused those problems.
The UK youth payment figures are reported in the Gambling Commission’s 7 November 2024 summary. The Spanish figures and their age range, sample and country are described by Spain’s Directorate General for the Regulation of Gambling.
How virtual currency hides the real price
Many games put a currency purchase between the player and the box. That extra step can make a small-looking token price feel detached from an ordinary-currency cost. Work out the price of one opening before deciding.

- Write down the number of currency units required for one box opening.
- Record the price and size of each currency bundle the game offers.
- Calculate the currency cost of one opening in ordinary money. If a bundle leaves unused currency, note that the effective cost of the first opening may be higher.
- Check whether a “ten-opening” deal guarantees an item, changes the odds or merely saves clicks.
- Read the probability display for each reward tier. Do not treat a rarity label such as “legendary” as a percentage unless the game supplies an actual probability.
If the price or odds are difficult to find, pause. Lack of clarity is a reason to seek more information, not evidence that the box offers good value.
How to judge a particular game
Use the following checklist before a purchase or before allowing a child to open a box.
Payment and reward
- Is payment optional, or does progression push the player toward buying?
- Can the same item be earned through ordinary play, and how long would that take?
- Is the reward cosmetic, gameplay-affecting or a mixture of both?
- Are duplicate items possible, and what happens when one is received?
Odds and value
- Are exact odds shown before the transaction and kept current after updates?
- Are odds presented per item, per rarity tier or only as broad marketing language?
- Can the reward be traded or sold, or is it locked to the account?
- Is there a pity, guarantee or duplicate-protection system? Read its conditions rather than assuming one exists.
Safeguards
- What age rating and purchase descriptors appear on the game and platform?
- Does the account require an adult’s approval for purchases?
- Can the account have a spending limit, purchase PIN or transaction alerts?
- What is the provider’s refund route if a child buys without permission?
Are loot boxes safe for kids?
No single age label can answer that for every child. A safer decision considers the child’s age, the game’s design, the amount available to spend and whether an adult can see and approve transactions. Chance-based purchases can be confusing when a child is thinking about the next reward rather than the cumulative cost.

In the UK, government-backed industry guidance calls for parent or guardian consent for under-18s and a default spending limit of £0 on children’s accounts. It also supports clear odds and fair, lenient refunds. The government acknowledged that the guidance does not cover the entire UK games sector, so check how the individual game and platform implement it.
A family conversation that works
- Explain the difference between buying a known item and paying for a chance at an unknown one.
- Agree on whether randomized purchases are allowed at all, and set a fixed budget if they are.
- Decide which adult must approve a purchase and how approval will be recorded.
- Review the account together after updates, because prices, currencies and reward pools can change.
- Talk about disappointment without blaming the child. Focus on the design and the agreed limits, not on shame.
How to turn off or limit loot-box purchases
Exact labels differ by console, mobile store, PC launcher and game. The safest approach is to apply controls at every layer that can authorize a transaction.
- Open the platform or store account’s family, parental-control or spending section.
- Set the child account’s purchase limit to zero, or require adult approval for every purchase.
- Remove saved payment methods from the child profile where the platform allows it.
- Open the game’s own account and privacy settings and disable in-game purchases, randomized-item purchases or spending prompts if those options exist.
- Turn on purchase notifications and review transaction history.
- Check the game’s age rating and chance-based-purchase descriptor before installing another title.
- Test the restrictions with the child signed in, then repeat after major game or platform updates.
If a child has already purchased without consent, save the transaction details, use the platform’s refund process and contact the game’s support team. Whether a refund is available depends on the provider, the platform and local consumer law. The UK’s 2023 update welcomed fair and lenient refund policies, but it did not create one universal refund entitlement.

What regulators and providers should disclose
For players, the most useful disclosure is understandable at the point of purchase: the real-money price, the conversion from virtual currency, the probability of each reward or reward tier, duplicate rules, any guarantee system and whether rewards can leave the game. Age and parental-consent controls should be enabled before a child reaches the payment screen, not after an accidental purchase.
For a specific game, compare the real-money cost per opening, disclosed odds, gameplay effect, transferability, age rating, spending controls and refund route. Those factors tell you more than a label such as “limited,” “premium” or “exclusive.”
What this means for a player deciding today
Ask three separate questions: Is the transaction lawful where I live? What will one opening actually cost? And am I comfortable paying for an uncertain result under the game’s safeguards? The first question may require local legal advice for a particular fact pattern. The second can be answered by converting the currency bundle. The third is a personal and family decision informed by the odds, reward value and controls.
Loot boxes are therefore neither automatically gambling nor automatically harmless. Their legal treatment varies, their design can obscure spending, and the evidence about gambling-related harm is still about association rather than proven causation. Checking the rules, the odds and the account controls before buying is the practical way to reduce surprises.
