Not automatically. In Germany, the answer depends on where a game ROM came from and what you do with it. A private-use exception does not generally cover a copy made from an obviously unlawful source, and owning the original game does not by itself make an unauthorized download lawful.
Why the source of a ROM matters
A game ROM is a copy of a work, so the fact that it is stored as a file does not make it exempt from copyright. Under Section 53 of the German Copyright Act (UrhG), an individual may make certain copies for private, non-commercial use. That exception is conditional: it does not apply when the copy is made from a source that is obviously unlawfully produced or publicly available.
As a result, downloading a commercial game ROM from an obviously unauthorized website is not made lawful simply because you keep it for yourself. The Federal Constitutional Court has also described the private-copy rule as conditional, rather than as blanket permission to copy from any source: decision of 10 November 2010.
What the software rules add
Video games include computer programs, which have specific provisions in the UrhG. Section 69a protects computer programs, while Section 69c reserves acts including reproduction, distribution and making a program publicly available to the rights holder. The statute treats reproduction needed to load or run a program as reproduction too.

Backups are a limited exception
Section 69d permits a necessary backup copy for someone entitled to use a software copy. That is a specific allowance, not a general right to download another copy from any source. Whether a particular personal dump, downloaded file or game bundle falls within an exception depends on the circumstances; the statute does not provide a ROM-specific answer for every scenario.
Common ROM situations, distinguished

Sharing and copy protection are separate issues
Keeping a private copy and distributing one are not the same act. Section 53 restricts distribution of copies made under its private-copy rule, while Section 69c reserves distribution and public availability of software to the rights holder. Uploading a ROM or making it available to others therefore raises a distinct issue from storing a personal copy.

Copy protection can raise another issue. Section 95a UrhG restricts circumvention of effective technical measures in the circumstances set out there. It is therefore not safe to assume that extracting a ROM from any protected cartridge or disc is always permitted.

The statutory provisions establish a conditional private-copy rule, a narrow software backup exception and separate rights over software reproduction and distribution. They do not settle every fact pattern involving a particular game, source, personal cartridge dump or method of extraction. This is a general explanation of German law, not a legal determination about a specific ROM or conduct.
