“The program can’t start because aspsnippets.smsapi.dll is missing from your computer.”

The aspsnippets.smsapi.dll error usually belongs to an ASP.NET application that uses the ASPSnippets SMS API, not to Windows itself. Restore the application’s original assembly instead of copying a random DLL into a Windows folder.

Which fix applies to you

Start with the situation that matches what you can see:

  • The error appears when opening a website or IIS application: restore the file to that site’s bin folder and check the deployment package.
  • The error started after reinstalling, restoring a backup, or publishing the site: redeploy the complete original application.
  • The file was present until antivirus removed it: inspect quarantine and restore only a trusted copy.
  • The file exists, but Windows says it cannot load it: check permissions, corruption, version mismatches, and dependencies.
  • The error mentions “not designed to run on Windows”: treat the file as damaged, incorrectly replaced, or incompatible with the application.
  • Several Windows programs are also failing: investigate Windows component corruption with DISM and SFC.
  • You found advice to use regsvr32: do not use it for this .NET application assembly.

What is aspsnippets.smsapi.dll

aspsnippets.smsapi.dll is a third-party .NET assembly associated with the ASPSnippets.SmsAPI component. ASP.NET developers reference it in Visual Studio and use the ASPSnippets.SmsAPI namespace to send SMS messages through supported gateways.

It is not a Windows system DLL, driver, game file, or Microsoft runtime component. The publisher and internal file description are not reliably identified in the available file information.

For an ASP.NET application, the expected location is normally the application directory, commonly:

YourWebsitebinaspsnippets.smsapi.dll

The exact location depends on how the application was built and deployed. Do not place it in C:WindowsSystem32 or C:WindowsSysWOW64.

Fix 1: Restore the original application deployment

This is the most likely solution.

For a developer or website administrator

  1. Identify the application named in the error, IIS log, event log, or browser error page.
  2. Find the original project, release archive, source-control checkout, or vendor sample package.
  3. Search that trusted package for aspsnippets.smsapi.dll.
  4. Compare the project reference with the deployment output.
  5. Copy the verified original assembly into the application’s expected bin directory.
  6. Rebuild or republish the application.
  7. In IIS Manager, expand Sites, select the affected site, and confirm its Physical Path.
  8. Open that path in File Explorer and verify the file is inside the site’s bin folder.
  9. In IIS Manager, select the server, open Application Pools, right-click the affected pool, and select Recycle.
  10. Browse to the application again.

A successful repair normally produces the application’s normal page instead of the assembly error. If the error changes to a different missing file, the deployment is incomplete and needs the rest of its original dependencies.

For a user running installed software

  1. Press Windows + I.
  2. Select Apps, then Installed apps.
  3. Search for the application that produces the error.
  4. Select its three-dot menu.
  5. Choose Advanced options if available.
  6. Select Repair and test the application.
  7. If Repair is unavailable or fails, return to the application menu and choose Uninstall.
  8. Restart Windows.
  9. Install the application again from its original installer or the software maintainer.

A full reinstall is safer than replacing one DLL because it restores configuration files, references, permissions, and related assemblies together.

Fix 2: Check whether antivirus quarantined the file

Security software can remove an application assembly after a scan or cleanup operation.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Look for an event involving aspsnippets.smsapi.dll.
  5. Confirm that the file came from your trusted application package.
  6. If it is trusted, use the available Restore action.
  7. Reinstall or redeploy the application from its original package afterward.
  8. Test the application again.

Do not disable antivirus to install a DLL from an unknown source. If the file repeatedly disappears, scan the system and ask your organization’s security administrator to review the detection before adding any narrow exclusion.

Fix 3: Check IIS, ASP.NET, and permissions

If the error appears only through a browser or under IIS, the desktop Windows search path is not the main issue.

  1. Open IIS Manager.
  2. Select Sites and click the affected site.
  3. Choose Basic Settings and note the physical path.
  4. Confirm that the site’s bin directory contains the verified assembly.
  5. Select the site and choose Explore to open its folder.
  6. Check that the application pool identity can read the site directory.
  7. In IIS Manager, open Application Pools.
  8. Select the site’s pool and choose Advanced Settings.
  9. Check .NET CLR Version against the framework targeted by the application.
  10. Review the site’s web.config for assembly bindings and framework settings.
  11. Recycle the pool and test again.

For older ASP.NET Web Forms projects, installing a newer framework does not automatically correct a missing private assembly. The application must still contain the assembly it references.

If the application targets a missing .NET Framework feature, open Control Panel > Programs > Turn Windows features on or off, enable the framework feature required by the project, select OK, and restart if Windows requests it. Install only the framework version required by the application.

Fix 4: Check version, architecture, and file integrity

The file may exist but still fail to load if it was replaced with the wrong build or damaged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Right-click the DLL and select Properties.
  2. Open the Digital Signatures tab if present.
  3. Open the Details tab and record any available file information.
  4. Compare it with the copy in the original project or release archive.
  5. Check the project’s reference properties in Visual Studio.
  6. Confirm that the deployed file is the same assembly expected by the project.
  7. Replace it with the verified original if the files differ.
  8. Restart IIS or the application and test again.

Do not assume that Windows being 64-bit means the DLL belongs in SysWOW64 or System32. A 32-bit assembly can be used by a 32-bit application on 64-bit Windows, and a private .NET assembly normally remains beside the application.

Public file records contain inconsistent architecture information and are not authoritative for this assembly. Inspect the actual file and the application that loads it.

If Windows reports that the file is not designed to run on Windows, possible causes include a corrupted assembly, a non-DLL file renamed with a .dll extension, an incompatible native dependency, or a version mismatch. Replacing it with the original application copy is the correct first response.

Fix 5: Find a missing dependency

“Specified module could not be found” can mean that aspsnippets.smsapi.dll exists but another library it needs does not.

Fix 6: Repair damaged Windows components

SFC and DISM repair protected Windows files and the Windows component store. They do not normally restore an application-owned ASPSnippets assembly, so use them when Windows itself shows broader corruption.

  1. Open Start and type Command Prompt.
  2. Right-click Command Prompt.
  3. Select Run as administrator.
  4. Run:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Run:
sfc /scannow
  1. Restart Windows.
  2. Test the application again.

Microsoft documents these repair commands for Windows image and system-file problems. If both commands report that Windows is healthy but the application still fails, return to the application deployment steps.

Repeating SFC and DISM without knowing what changed can waste time. Outbyte PC Repair can scan for reported system problems, but its free scan shows what is wrong and repair is performed by the full version; reinstalling the ASP.NET application remains the definitive fix for a missing private assembly.

Fix 7: Investigate drivers only when evidence points there

A driver is not a logical first-line fix for this ASP.NET library. Consider drivers only if the application log identifies a driver-related dependency or several unrelated devices are failing.

  1. Right-click Start and select Device Manager.
  2. Expand the device category related to the reported problem.
  3. Right-click the device and select Properties.
  4. Open the Driver tab and review the provider and status.
  5. Use Update Driver only when a newer driver is supplied by the device manufacturer.
  6. Restart Windows and test the application.

Outbyte Driver Updater can scan to identify stale drivers, but its free scan only shows the findings and driver installation is done by the full version; it is not a substitute for redeploying the original web application.

Do not register or randomly download the DLL

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. aspsnippets.smsapi.dll is used as a .NET application reference, and there is no evidence that it is a COM or ActiveX server requiring registration.

Do not run:

regsvr32 aspsnippets.smsapi.dll

A “DllRegisterServer entry point was not found” message would not repair the application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Avoid random DLL download sites as well. An isolated download can contain malware, have the wrong version or architecture, and leave the actual deployment problem unresolved. The safe sources are the original project, a known-good release archive, the original vendor’s sample or package, or the maintainer responsible for the application.

Use System Restore or malware recovery only for wider damage

Consider System Restore when the file disappeared after a system-wide change and a restore point predates the failure.

  1. Open Start and search for Create a restore point.
  2. Open it and select System Restore.
  3. Choose a restore point from before the problem.
  4. Review affected programs.
  5. Back up important application data.
  6. Complete the restore and test the application.

If the DLL repeatedly changes or disappears, run a full Windows Security scan and check disk-health warnings. Restore the application from a known-good backup if corruption extends beyond this one file.

Prevent the error during future deployments

  • Include the verified assembly in the application’s publish output.
  • Confirm that the ASP.NET site’s bin folder is included in deployment archives.
  • Keep the project and vendor package in source control or a protected backup.
  • Compare deployment contents before switching IIS to a new release.
  • Record the application’s target .NET Framework and assembly references.
  • Review antivirus quarantine after each deployment.
  • Do not use cleanup utilities that remove “unused” DLLs from application directories.

FAQ

Is aspsnippets.smsapi.dll part of Windows?

No. It is a third-party .NET assembly associated with an ASP.NET SMS API component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where should the file be?

Usually in the application directory, commonly the ASP.NET site’s bin folder. It should not normally be in System32 or SysWOW64.

Can I download a replacement DLL?

Only obtain it from the original project, trusted release package, or software maintainer. Avoid arbitrary DLL repositories.

Should I register it with regsvr32?

Normally no. It is used as a .NET reference, not as an established COM registration component.

Why does the error appear only in IIS?

IIS may be running a different site path, application pool, identity, framework configuration, or deployment copy. Check the site’s physical path and bin directory first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the original package is unavailable?

Contact the application maintainer or recover the assembly from source control, a known-good backup, or an earlier complete deployment. Rebuilding the application against an unrelated downloaded copy can create version and dependency problems.
