If the original PC release of Assassin’s Creed IV: Black Flag repeatedly drops from 60 to 30 frames per second, test synchronization before lowering every graphics setting. The 2013 PC report that documented this behavior traced the conspicuous halving to V-Sync timing. On NVIDIA hardware, the historical first fix is per-game Adaptive V-Sync. AMD users should treat the period RadeonPro recommendation as a legacy workaround, not a current, officially supported download. Synchronization can improve frame pacing; it cannot create rendering performance your hardware does not have.
This guide concerns the 2013 PC game, not a console version, another Assassin’s Creed title, or Ubisoft’s separately promoted enhanced remake. Ubisoft’s current game page is here.
Identify the version and the symptom
The title commonly called “Assassin’s Creed 4” is Assassin’s Creed IV: Black Flag. The fixes below come from HotHardware’s December 16, 2013 report on the original PC release: the original report. They should not automatically be applied to a remake, modded executable, or future re-release.

Why ordinary V-Sync can look like a 30-FPS lock
At 60 Hz, the display presents a new image every 16.67 milliseconds. Traditional V-Sync makes the game wait for a presentation opportunity instead of showing a partially updated frame. If a frame misses the 60-FPS deadline, the next available interval can be the following refresh, producing an apparent 30 FPS. A variable workload therefore feels much worse than a steady 45 or 50 FPS: the image alternates between long and short waits.

HotHardware’s period testing reported that the original build could fall from 60 to 30 FPS and, if it could not sustain that lower interval, to approximately 20 FPS. That is a documented behavior of that PC version and testing period, not a promise that every modern system will reproduce the exact numbers. The same report also described an engine ceiling of approximately 63 FPS, including with the game’s V-Sync disabled. Treat that as an observation about the original executable, not a universal limit for every wrapper, patch, mod, or compatibility setup.
NVIDIA: set Adaptive V-Sync for this game
Adaptive V-Sync was the historical NVIDIA compromise: synchronize while the game reaches the display target, then relax synchronization below the target instead of forcing the most conspicuous refresh-interval drop. Current NVIDIA drivers, Windows versions, laptop graphics modes, and the NVIDIA app may use different labels or expose different controls.
- Exit Black Flag.
- Right-click the Windows desktop and open NVIDIA Control Panel.
- Choose Manage 3D settings, then the Program Settings tab.
- Add the game if it is not listed and select its actual single-player executable.
- Set Vertical sync to Adaptive, then click Apply.
- Relaunch the game and test the same repeatable scene you used before.
If Adaptive is not shown, confirm that the game is assigned to the discrete NVIDIA GPU and check both NVIDIA Control Panel and the current NVIDIA app. Do not assume a missing menu item means the game is unfixable. A driver-level frame cap or another synchronization mode can be tested, but results depend on the driver, display, refresh rate, and latency priorities. Keep the override per-game so it does not alter unrelated titles.

AMD: preserve the historical workaround, but treat RadeonPro as legacy
The 2013 article used RadeonPro, a third-party utility, to select Dynamic V-Sync. Its documented procedure was:

- Install RadeonPro and create a profile for the game.
- Point the profile at
AC4BFSP.exe. - Open the profile’s Tweaks tab.
- Set the V-Sync option to Dynamic.
The article gave this typical installation directory:

That path is not mandatory. Steam, Ubisoft Connect, a custom library, another drive, or a migrated installation may place the executable elsewhere. Locate the real AC4BFSP.exe through the launcher or installation folder; do not select a launcher executable by mistake.

RadeonPro was a beta-era recommendation. Its current maintenance, code signing, Windows compatibility, driver behavior, and download safety are not established here. Do not obtain it from an untrusted mirror, and do not treat it as a current AMD-supported solution. Modern Radeon owners should first test the synchronization and VRR controls provided by their current AMD driver and display. If a legacy profile causes problems, remove that profile and restore the driver’s default per-game settings.
Why 120 Hz can make a fallback less severe
The original report recommended changing the Windows desktop refresh rate because it found that the game followed the desktop setting rather than offering a complete in-game refresh selector. At 60 Hz, missing the target can create a 30-FPS interval. At 120 Hz, the report’s example was a 60-FPS synchronization target with a fallback of roughly 40 FPS. A stable 40 can feel smoother than repeated 60-to-30 switching.
This is an optional workaround, not a reason to buy a monitor solely for an old game. The display must support the selected mode, and Windows, the GPU driver, and the game must actually use it. A 120-Hz panel does not guarantee 120 FPS, and the reported approximately 63-FPS engine ceiling still limits the original executable. Laptop panels and hybrid-GPU systems may offer fewer refresh choices. If you use FreeSync or G-SYNC-compatible VRR, test with VRR enabled and disabled rather than assuming the 2013 fixed-refresh behavior is unchanged.

Test synchronization modes methodically
Change one setting at a time and replay the same area. Record frame-time consistency as well as the average FPS.
- Run with the game’s V-Sync on.
- Run with the game’s V-Sync off and note tearing and latency.
- Test per-game Adaptive V-Sync where the driver provides it.
- Try a sensible external frame cap supported by the current driver or overlay.
- If your display supports it, compare VRR on and off.
No mode is universally best. Traditional V-Sync reduces tearing but can add latency and interval halving; V-Sync off can feel responsive but tears; Adaptive V-Sync, a cap, or VRR changes the compromise according to your refresh rate, frame-time stability, and tolerance for latency.

Reduce the settings that buy the most headroom
- Lower resolution or render scale.
- Reduce anti-aliasing.
- Reduce shadow quality.
- Reduce ambient occlusion.
- Reduce volumetric effects or environmental detail.
- Lower texture quality only when video memory is constrained.
The historical workaround changes presentation timing; it does not increase the GPU or CPU’s rendering capacity. If performance remains below your target, settings changes are still necessary.

Check non-graphics causes
- Disable overlays from launchers, chat clients, recording software, and monitoring tools.
- Close CPU-heavy background applications.
- Check temperatures and clock speeds for thermal throttling.
- On a laptop, use an appropriate power mode and verify the discrete GPU is selected.
- Verify or repair the game files in your launcher.
- Compare another driver version if a recent update introduced the problem.
- Remove mods temporarily to rule out profile or file conflicts.
- Investigate unusually slow storage if asset loading coincides with the hitch.
These are differential diagnoses, not confirmed causes of every Black Flag stutter. A frame-time graph and a repeatable test scene are more useful than an average-FPS number alone.
What not to do—and how to undo changes
- Do not apply a global V-Sync override when a per-game profile is available.
- Do not choose a launcher instead of
AC4BFSP.exe. - Do not download replacement DLL packs or unofficial “performance” files.
- Back up configuration files before editing them, and revert edits if they do not help.
- Do not expect Adaptive V-Sync to remove every frame-time spike.
- Do not buy a GPU or monitor before checking synchronization, thermals, settings, and GPU assignment.
To recover, return the game profile’s Vertical sync setting to the driver default, disable any external cap, remove a third-party profile, and restore the monitor’s normal Windows refresh rate. Then retest with only the game’s own defaults enabled.
A practical order of operations
- Confirm that you are troubleshooting the original 2013 PC release.
- Identify whether the symptom is a 60/30 split, tearing, random hitching, or consistently low FPS.
- On NVIDIA, test per-game Adaptive V-Sync; on AMD, prefer current driver features and regard RadeonPro only as a historical, legacy option.
- Check the active desktop refresh rate and test VRR when available.
- If frame times remain poor, disable overlays, verify files, check thermals and GPU assignment, and remove mods.
- Lower demanding settings only as far as needed to maintain your chosen target.
The original report is useful because it identifies a specific synchronization failure rather than labeling every problem as poor optimization. Its recommendations are historical PC-port guidance, so modern drivers and displays require verification instead of assuming the 2013 menus or behavior are unchanged.
