Start with the Harbormaster when its next level unlocks a Jackdaw tier you actually need. Follow it with the Campfire, then the General Store. Restore the Tavern early enough to open the Treasure Dealer route, and use the Treasure Dealer, Fisherman’s Wharf, and villa upgrades for longer-term income. The Brothel is worthwhile when its crew, combat, or sailing bonuses match your play style.
That is a flexible priority, not a mathematically proven universal optimum. The best choice changes depending on whether you are struggling at sea, expanding the fleet, chasing weapons, or building passive income. Ubisoft documents what each Great Inagua building does, while the published cost and prerequisite table comes from a secondary guide and should be checked against the values shown in your game.

What Great Inagua upgrades are for
Great Inagua becomes Edward Kenway’s hideout as the story progresses. It is more than a cosmetic base: the island houses his treasure collection, lets him manage captured ships, opens side activities, and generates recurring income from its residents. In Assassin’s Creed Black Flag Resynced, investments in the village and villa use money, crafting materials, and trade goods. Restoring buildings can also change the appearance of the settlement.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Ship progression: expanding the number and tier of Jackdaw upgrades available.
- Fleet support: adding fleet slots or making crew recruitment easier.
- Gear and activities: unlocking weapons, outfits, decorations, minigames, and related services.
- Compounding returns: increasing hideout profit or the maximum amount of passive income that can accumulate.
The order below puts improvements that help Edward survive and expand early ahead of benefits that take longer to repay their cost.
Best Great Inagua upgrade order
1. Harbormaster: buy it when the next Jackdaw tier matters
The Harbormaster increases both the number and the tier of ship upgrades available for the Jackdaw. That makes it the strongest first choice for a player whose immediate obstacle is naval combat, cargo capacity, armor, or another ship improvement that is gated behind the building.
Do not purchase it automatically the instant it appears. Open the upgrade board and check whether the next Harbormaster level exposes a Jackdaw upgrade you can afford and use soon. If the newly available tier is irrelevant to your current plan, a Campfire can produce more immediate value.
A GAMES.GG table lists three Harbormaster levels at 500, 2,500, and 5,000 Reales. Those figures are secondary-source values rather than a complete official Ubisoft price schedule, so treat them as an orientation and confirm the current price in your game.
2. Campfire: improve recruiting and fleet capacity
The Campfire makes drunk pirates free to hire and adds two fleet slots. The combination is useful throughout the boarding-and-fleet loop: recruiting is less expensive, while the extra capacity gives captured ships somewhere to go instead of forcing you to discard or delay them.

- 90W Pass-Through Charging: Achieve optimal charging with 90W pass-through power to your laptop, supported by a total input of 100W, with the hub reserving 10W for operational efficiency. (Note: Wall charger not included.)
- Quick Data Transfers: Accelerate your productivity with rapid data transfers using a high-speed 5Gbps USB 3.0 port and two 480Mbps USB 2.0 ports.
- 4K HDMI Display: Enhance your visual experience with a hub capable of delivering 4K resolution at 30Hz in both mirror and extend modes. Choose the Campfire immediately after a useful Harbormaster tier if you are sending ships on fleet missions, boarding frequently, or routinely running short of crew. If your fleet is still small and your naval fights are already comfortable, you can move the General Store ahead of it for a gear-focused run.
3. General Store: unlock the gear and cosmetic branches
The General Store has three levels. Across those levels it unlocks rare and legendary weapons, decorations, and outfits. Its value is highest when Edward’s ground-combat equipment is lagging behind the enemies you are facing or when you want access to a particular cosmetic set.

If a ship upgrade is blocking story progress or a difficult naval encounter, keep the Harbormaster ahead of it. If the sea is under control and Edward needs better weapons, make the General Store your next purchase.
4. Tavern: restore it before you need the Treasure Dealer
The Tavern provides three minigames and lets Edward add money to a tip jar to raise the chance of Royal Convoys. It is also a branch-opening upgrade: the published upgrade table says the Treasure Dealer requires both the General Store and the Tavern to be restored.
That prerequisite makes the Tavern worth restoring early even when its minigames are not your priority. Build the General Store first, restore the Tavern, and you can then pursue the income route instead of discovering that a missing building has locked it.

- Flawless 4K@60Hz Video with HDMI: Delivers exceptional clarity and smoothness with its 4K@60Hz HDMI port, making it ideal for high-definition presentations and entertainment. (Note: Only the HDMI port supports video projection; the USB-C port is for data transfer only.)

The same secondary table lists the Tavern at 100 Reales. Ubisoft’s feature article describes its functions but does not provide a complete official cost schedule, so verify the amount and any current prerequisite display in-game.
5. Treasure Dealer: turn the restored hideout into a steadier earner
Ubisoft says the Treasure Dealer increases hideout profit over time. Its benefit is gradual rather than tactical: it will not win the next naval battle, but it improves the return from maintaining the settlement and helps fund later ship, gear, and villa investments.
Because the Treasure Dealer is gated by the General Store and Tavern, it is normally a medium-term target rather than the first purchase. Once those buildings are restored and you have enough funds, it is a sensible choice for a player who expects to keep expanding the hideout instead of spending every Real immediately.
6. Fisherman’s Wharf: pair income with hunting utility
The Fisherman’s Wharf also increases hideout profit. Ubisoft additionally says it doubles effectiveness when skinning hunted animals, giving it a second payoff for players who gather materials from wildlife.
Prioritize the Wharf sooner if you hunt often or depend on animal materials for crafting. If you rarely leave the sea and have no material shortage, it can follow the Harbormaster, Campfire, and gear buildings without harming your progression.

7. Villa upgrades: raise the income ceiling and add fleet slots
The villa branch consists of the Mansion Façade, Tower and Garden, and Guesthouse. Ubisoft describes these upgrades as raising the maximum passive income the hideout can hold; they also add fleet slots. That makes them particularly attractive once you are generating money regularly and need more room for captured ships.
These upgrades are long-term infrastructure. Buying one before you have a dependable income stream can delay a Jackdaw or gear upgrade that solves a current problem. Buy them after the core buildings when your income is being capped or your fleet has outgrown its available slots.
8. Brothel: choose it for the bonuses you will actually use
The Brothel makes dancers free to hire and grants benefits affecting Edward, the Jackdaw, and the crew. Ubisoft does not frame it as a universal first purchase; its usefulness depends on which of those bonuses matter to your route through the game.
Move it up the list if you value the crew and sailing effects or regularly hire dancers. Leave it for later if you are still missing a ship tier, fleet capacity, or a weapon unlock. It is a flexible utility investment, not a prerequisite for the main income path described above.

What is known about costs and prerequisites
A GAMES.GG guide reports 14 upgrades across the manor and docks. Its listed examples are Harbormaster I at 500 Reales, Harbormaster II at 2,500, Harbormaster III at 5,000, and Tavern at 100. It also reports that the Treasure Dealer becomes available after both the General Store and Tavern are restored.
These are not a complete official Ubisoft cost schedule. Ubisoft’s feature article confirms the functions and, for the Harbormaster and General Store, the three-level structure, but does not publish every price. Costs, material requirements, or displayed prerequisites should therefore be read from the current in-game upgrade panel before you commit resources.
Choose the order for your play style
If naval combat is your immediate problem
- Check the Harbormaster for the next Jackdaw tier.
- Buy that level if you can also afford the ship upgrade it exposes.
- Use the Campfire next if crew recruitment or fleet slots are limiting you.
- Return to the General Store once the Jackdaw is no longer the bottleneck.
This route avoids spending on passive income while a combat upgrade could prevent failed encounters, lost cargo, or repeated repairs.
If you are building a large captured fleet
- Restore the Campfire for two additional fleet slots and free drunk-pirate hires.
- Use villa upgrades when your passive-income limit or available fleet slots becomes the next constraint.
- Keep the Harbormaster on schedule so the Jackdaw can support the ships and cargo you are collecting.
- Open the Treasure Dealer route through the General Store and Tavern when you can fund it.
This path favors capacity and operating costs over cosmetic or weapon unlocks.
If Edward’s ground gear is underpowered
- Buy the Harbormaster only when it unlocks a ship tier you need immediately.
- Restore the General Store to pursue rare and legendary weapon unlocks.
- Restore the Tavern afterward if you want the Treasure Dealer branch.
- Use the income buildings to refill the funds spent on equipment.
The store’s three levels cover weapons as well as outfits and decorations, so this route remains useful even after the most urgent weapon problem is solved.
If you want passive income as soon as possible
- Restore the General Store.
- Restore the Tavern to satisfy the reported Treasure Dealer prerequisite.
- Invest in the Treasure Dealer and Fisherman’s Wharf.
- Add the Mansion Façade, Tower and Garden, and Guesthouse as your income cap or fleet capacity requires.
Do not assume passive-income upgrades are free money at the start: their return is delayed, and buying them can postpone a ship or combat improvement that you need now.
A resource-efficient spending routine
Use the following routine whenever you return to Great Inagua:
Recommended Free Tools
- Inspect the next available upgrade. Note the Reales, materials, trade goods, and any named prerequisite shown by the game.
- Identify the current bottleneck. Decide whether a ship tier, crew, fleet slot, weapon, or income ceiling is preventing your next goal.
- Buy only an upgrade that addresses that bottleneck. A passive-income building is less urgent when a naval fight is blocking progress; a weapon unlock is less urgent when your Jackdaw cannot survive.
- Keep a reserve for the newly unlocked benefit. A Harbormaster level is most valuable when you can purchase and use the Jackdaw upgrade it exposes, and a Tavern is most valuable when you can continue into the Treasure Dealer branch.
- Recheck the board after every restoration. New buildings, levels, and prerequisites can change which option is now the best use of your next batch of resources.
Common mistakes to avoid
- Treating one order as mandatory: the Harbormaster-first recommendation assumes ship progression is valuable to you. A gear-focused or fleet-focused player can rationally move another building up.
- Buying the Harbormaster without a usable follow-up: an exposed tier has little immediate value if its Jackdaw upgrade is still unaffordable.
- Ignoring the Tavern prerequisite: the reported Treasure Dealer route requires both the General Store and Tavern, so skipping the Tavern can delay income upgrades.
- Confusing passive-income capacity with income rate: villa upgrades raise the maximum passive amount that can accumulate, while the Treasure Dealer and Wharf are described as increasing hideout profit over time.
- Assuming guide prices are official: the 500, 2,500, 5,000, and 100-Reales figures come from a secondary table. Use the current in-game panel as the final authority.
- Paying for convenience you do not use: the Brothel is strongest when its free dancers and Edward, Jackdaw, or crew bonuses match your play pattern; it is not automatically better than a needed ship or fleet upgrade.
