For broader shopping, Ubisoft describes merchants as specializing in gear, resources, or cosmetics; third-party guides list gear vendors and port traders by settlement, but those lists do not identify every blacksmith or merchant type.
Where to find Heiji in Sakai
Head to Sakai, in southwestern Izumi Settsu. From the Port of Sakai map marker, look directly east along the town’s main road for a small alley behind a building. Heiji is there, near the merchants, according to PC Gamer’s quest-location guide. Heiji is the NPC sought for Way of the Blacksmith; he is not the only blacksmith in Sakai.
What merchants sell
Ubisoft says merchants appear in cities and as itinerant sellers on roads. Their specializations include gear, resources, and cosmetics, and some offer unique goods. You can also sell excess resources, unused gear, and valuables for Mons. These are broad merchant roles, not a full directory of every vendor or service in each settlement. PowerPyx’s guide lists gear vendors selling weapons and armor in the following settlements. The list is a settlement directory, not a list of every blacksmith or every vendor category.

PowerPyx reports that gear-vendor inventories are the same and refresh with a season change, which the guide describes as every 90 minutes. Treat that timing and inventory behavior as guide-reported rather than an independently verified or Ubisoft-confirmed rule. The location list is from PowerPyx’s gear vendor guide.

PowerPyx describes port traders as a place to buy hideout materials and sell materials for money. Its listed settlements are below. The list comes from the guide’s search-result text, and the underlying location page was not available for checking here, so confirm the map pins in-game—especially at Sazae Oni Shores, which appears twice in that text.

How to use the lists
- For the blacksmith quest, go to Heiji’s alley east of the Port of Sakai marker.
- For weapons and armor, use the gear-vendor settlements in the table; the list does not establish every blacksmith location.
- For hideout materials, check the port-trader settlements and verify the map pins in-game.
- For other needs, look for the relevant merchant specialization: Ubisoft describes gear, resources, and cosmetics, but does not provide a settlement-by-settlement directory for all types.
