What Ubisoft’s patch notes say
In the “BUG FIXES & IMPROVEMENTS” section of its Title Update 1.5.0 notes, Ubisoft included “Unable to use the fishing line” among the issues addressed. The documented status for that bug is therefore addressed in the update—not awaiting its first fix.
The note does not identify the cause, give a player-specific repair sequence, or say that every platform, save, or control setup is guaranteed to be free of the symptom. If the line still appears unavailable in your game, treat it as a current individual problem rather than assuming the patch note explains its cause.
If the fishing line is still unavailable
Check whether the symptom began after changing controls
A player comment on TrueAchievements, posted March 7, 2022, describes being unable to cast after customizing controls. This is one player’s account, not an official diagnosis. If your problem started after remapping controls, check the relevant control bindings and try restoring the default layout to see whether casting works; this is a basic troubleshooting check, not a Ubisoft-confirmed fix.

Do not assume the settlement hut is the cause
A GameFAQs question describes building the fishing hut while the fishing line still says it is unavailable. The question records a player’s symptom, but does not establish that building the hut causes the fault or provide a verified solution.
Consider bow fishing only as an alternative
The TrueAchievements commenter also reports catching fish with a bow. That is an anecdotal alternative, not proof that it will work for every player or a repair for the fishing line itself.
