“This application failed to start because atl70.dll was not found. Re-installing the application may fix this problem.”
An atl70.dll error usually means that an older application cannot find the Microsoft Active Template Library runtime it was built to use. The safest fix is normally to identify the program named in the error and repair or reinstall that program from its original installer.

What atl70.dll actually is
atl70.dll is a native Microsoft Active Template Library runtime DLL from Visual C++ .NET 2002, also called Visual Studio version 7.0. Microsoft’s Visual C++ lifecycle information identifies version 7.0 with Visual Studio 2002 and distinguishes it from later runtime generations. Microsoft’s Visual C++ lifecycle FAQ

The “.NET” name can be misleading. In this context, Visual C++ .NET 2002 describes Microsoft’s product and compiler generation. atl70.dll is not a .NET Framework assembly, DirectX component, graphics driver, or normal Windows 10 or Windows 11 inbox file.
The number in the filename identifies the runtime generation:
| File | Runtime generation |

ATL became header-only beginning with Visual Studio 2012, so newer ATL applications generally do not depend on a dynamically linked ATL runtime with a name like atl70.dll. Microsoft’s ATL redistribution documentation
Recommended Free Tools
The file is generally associated with 32-bit software. Microsoft’s old Visual Studio .NET 2002 security packages were x86 packages, and published records contain several x86 builds of atl70.dll. Different applications may expect different builds, so a file with the correct name is not automatically interchangeable with every other copy.
Why one program, not Windows, usually owns the file
Old software installers could redistribute Visual C++ runtime files with the application. Depending on the installer, those files might have been placed:
- Beside the application executable.
- In an application-specific runtime folder.
- In
%windir%\System32. - In
%windir%\SysWOW64on 64-bit Windows.
That history makes atl70.dll look like a Windows system component, but it is generally an application dependency rather than a normal current Windows file. Microsoft’s security bulletin lists the file in the Visual Studio .NET 2002 context rather than as a Windows operating-system component. Microsoft Security Bulletin MS07-012
Older SAS, MindManager, Office-era utilities, CAD tools, engineering software, media applications, installers, and games may have redistributed ATL or related Visual C++ 7.0 files. That does not mean installing one of those products is a universal fix. The program named in your own error is the important clue.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFix 1: Repair or reinstall the application named in the error
This is the most likely solution when one application fails and other programs work normally.
First, read the error title and message carefully. Record the executable or application name. If the message appears while launching a game, the game is usually the owner. If it appears while installing another program, the installer may be the application that needs the runtime.
Repair an application through Windows Settings
On Windows 11:
- Open Start > Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options if it is available.
- Select Repair.
- Start the application again.
On Windows 10, the path is usually:
- Open Start > Settings.
- Select Apps.
- Select Apps & features.
- Select the affected application.
- Choose Advanced options.
- Select Repair.
The repair option should preserve your application data. If it is unavailable or does not help, use Reset only when you understand what data the application stores locally. Reset can remove application settings or local data.
Traditional desktop programs may not appear with these options. For those programs:
- Press Windows key + R.
- Enter
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Repair, Change, or Modify if available.
- Follow the installer prompts.
- Restart Windows and test the application.
Reinstall from the original installer
If repair is unavailable:
- Obtain the installer from the application’s original publisher, organization, or installation media.
- Close the affected program.
- Uninstall the application from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Run the original installer as an administrator if the vendor requires it.
- Choose Repair, Modify, or a normal installation.
- Restart again before testing.
Do not replace the missing file manually before reinstalling. The application installer may need to deploy other files alongside atl70.dll, and it may require a particular build of the runtime.
You can consider the repair successful when the application starts normally without the same missing-file message. If the error changes to a different missing DLL, the installation is still incomplete or the program has more than one missing dependency. Continue with the application’s complete repair or reinstall rather than downloading each DLL separately.
Fix 2: Verify game files through the launcher
Interrupted updates and damaged game installations can remove or alter runtime files.
For Epic Games Launcher:
- Open Epic Games Launcher.
- Select Library.
- Find the affected game.
- Select the three-dot menu.
- Choose Manage.
- Select Verify.
Verification replaces damaged or changed game files while preserving saved data. The process can take time, particularly for a large installation.
Other launchers use similar commands:
- In Steam, open the game’s properties and use Verify integrity of game files.
- In Ubisoft Connect, open the game’s properties and use its file-verification or repair command.
- In a standalone game launcher, look for Repair, Scan, Verify, or Check files.
After verification finishes, restart the launcher and test the game. If atl70.dll disappears again after every update, check antivirus quarantine and the launcher’s installation permissions.
Fix 3: Check whether antivirus removed the file
A missing runtime file can be the result of quarantine rather than a failed installer. This is especially likely when the application worked until an antivirus scan, cleanup operation, or application update.
Open the quarantine history as follows:
- Select Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections involving the affected application or its installation directory.
Do not restore a quarantined atl70.dll automatically. Confirm all of the following first:
- The file came from the original application installer.
- Its path matches the application’s expected installation directory.
- The application publisher and file details are plausible.
- The antivirus detection is a confirmed false positive.
If those conditions are satisfied, use the action provided by Windows Security to restore or allow the file, then launch the application again. If the detection is uncertain, leave the file quarantined and contact the application vendor.

Reinstalling the application is often safer than restoring a file manually because the original installer can replace the complete set of runtime files. Windows Security’s Protection history normally retains events for only a limited period, so inspect it soon after the problem appears. Microsoft Protection History documentation
Fix 4: Check 32-bit and 64-bit compatibility
atl70.dll belongs to an old x86 runtime generation. A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL.
On 64-bit Windows, 32-bit applications run through WOW64. Their system files are commonly associated with %windir%\SysWOW64, while %windir%\System32 is used for 64-bit system components. The names are unintuitive, but the distinction is part of Windows compatibility behavior. Microsoft 64-bit compatibility guidance
The important rules are:
- A 32-bit application needs the runtime intended for 32-bit processes.
- A 64-bit application cannot use a 32-bit
atl70.dll. - A 64-bit application specifically requesting
atl70.dllmay have an incorrect deployment, an old compatibility layer, or a vendor packaging problem. - No verified 64-bit
atl70.dllbuild should be assumed to exist. - Many computers run both 32-bit and 64-bit software, but that does not mean both copies of every old DLL should be installed manually.
Do not copy a downloaded file into both System32 and SysWOW64. That can create version conflicts, architecture mismatches, DLL search-order problems, and future servicing issues.

The installer should place the correct runtime beside the correct executable or use its documented prerequisite package.
Fix 5: Use the correct Microsoft runtime information
Microsoft’s current supported Visual C++ download page does not list Visual Studio .NET 2002 or a current standalone atl70.dll redistributable. Microsoft’s supported Visual C++ downloads
That means installing the current Visual C++ 2015–2022 or newer supported package is not a reliable fix for an application that specifically requests atl70.dll. Newer Visual C++ runtime generations use different files and compatibility rules.
Microsoft still hosts an old Visual Studio .NET 2002 SP1 MFC70.DLL security update named VS7.0sp1-KB924642-X86.exe. Microsoft’s Visual Studio .NET 2002 SP1 security update However, that package requires Visual Studio .NET 2002 SP1 and is not a general-purpose modern runtime installer.
Use that old package only when the affected application or its vendor documentation explicitly identifies it as the required prerequisite. For most users, the correct source remains the original application installer or installation media.
Fix 6: Repair broader Windows component corruption
DISM and SFC repair Windows component problems. They are not guaranteed to restore a third-party application copy of atl70.dll.
Use this path when several Windows programs are failing, Windows features are damaged, updates are failing, or the error appeared alongside broader system corruption.
- Install pending Windows updates.
- Restart the computer.
- Open Start.
- Search for Command Prompt.
- Select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish.
- Run:
sfc /scannow
- Wait until SFC reaches 100 percent.
- Restart Windows.
- Test the affected application again.
Microsoft specifies the DISM-then-SFC order in its system file checker instructions. Microsoft System File Checker instructions
If SFC reports that it found no integrity violations, that does not prove the application installation is complete. atl70.dll may not be part of the current Windows protected-file set. If DISM and SFC complete successfully but one old application still fails, return to that application’s repair or reinstall process.
Manually repeating DISM and SFC can confirm that Windows scanned itself without identifying which application file is missing; Outbyte PC Repair can provide a free scan showing related issues, while repairs are performed by the full version. It is optional, and reinstalling the application that owns atl70.dll remains the definitive fix for an application-specific failure.
Fix 7: Check Windows Features only when the application requires them
Enabling a .NET Framework feature will not normally install atl70.dll, because atl70.dll is a native Visual C++ and ATL runtime file. However, an old application may need both its ATL runtime and an older .NET Framework feature.
To inspect Windows Features:
- Open Start.
- Search for Turn Windows features on or off.
- Open the result.
- Look for the framework feature named in the application’s documentation or error message.
- Select it only if the program requires it.
- Select OK.
- Restart Windows if prompted.
- Test the application again.
Do not enable random legacy features as a substitute for repairing the application. If the application asks for .NET Framework 3.5, follow that specific requirement, but continue to treat atl70.dll as a separate native runtime dependency.

Finding stale drivers by hand can mean hunting through several vendor sites and guessing which device is related to the application failure; Outbyte Driver Updater provides a free scan showing its findings, while driver installation is handled by the full version. A driver tool is optional and will not replace reinstalling the specific application that requires atl70.dll.
Fix 9: Do not register atl70.dll with Regsvr32
Running this command is usually the wrong fix:
regsvr32 atl70.dll
The ATL runtime itself does not generally need to be registered. Microsoft’s archived guidance distinguishes the runtime dependency from the application’s own COM component. Archived Microsoft KB 201191
regsvr32 is intended for DLL or OCX files that expose a registration entry point such as DllRegisterServer. Microsoft Regsvr32 documentation
If the application vendor specifically instructs you to register an application DLL or OCX, register that named component, not atl70.dll. For example, a vendor may provide a command resembling:
regsvr32 "C:\Program Files (x86)\Vendor\Application\component.ocx"
On 64-bit Windows, the correct regsvr32.exe depends on the component’s architecture. The 32-bit registration utility is normally located at:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
%windir%\SysWOW64\regsvr32.exe
The 64-bit utility is normally located at:
%windir%\System32\regsvr32.exe
Do not guess which one to use. Follow the vendor’s instructions for the specific component. A registration error does not prove that atl70.dll is missing, and registering the runtime can create confusion while leaving the real application problem untouched.
Fix 10: Understand “specified module could not be found”
Some errors say:
ATL70.dll is missing.ATL70.dll was not found. The program can’t start because ATL70.dll is missing from your computer. Try reinstalling the program to fix this problem.Error loading ATL70.dll. The specified module could not be found. This application failed to start because atl70.dll was not found. Re-installing the application may fix this problem.
“Specified module could not be found” does not always mean that the named file itself is absent. Windows may have found atl70.dll but failed to load one of its dependencies.
If the file appears to exist:
- Note the complete error message.
- Note the application executable shown in the title bar or shortcut.
- Check the application’s own installation directory.
- Do not move the file.
- Do not replace it with a different build.
- Repair or reinstall the complete application.
- If the problem continues, give the full message and installation path to the application vendor.
This is particularly important for internally developed software. A developer or administrator may need to inspect the executable’s dependency chain, deployment manifest, installer log, and expected runtime version.
A program that fails for one Windows user but works for another may have a profile-specific path, permission, or configuration problem. Test another profile as a diagnostic step, but do not assume that the profile is the root cause.
Fix 11: Handle old ANSI and Unicode messages carefully
Very old software may report an unusual message such as:
Cannot run Unicode version of ATL70.dll. Please install the ANSI version.
Microsoft’s archived documentation distinguishes Unicode and ANSI versions for older Windows environments. Unicode was intended for Windows NT-family systems, while ANSI was associated with Windows 95 and Windows 98-era software. Archived Microsoft KB 201191
This is not a normal modern Windows architecture fix. Do not download an ANSI DLL from an archive and overwrite the Unicode copy. Look for a vendor update, a newer build of the application, or documentation for running the program in an appropriate legacy environment.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Likewise, an error such as:
ATL70.dll is either not designed to run on Windows or it contains an error. Error status 0xc000012f.
is a generic bad-image pattern. It can involve an invalid binary, architecture mismatch, corruption, or a dependency problem. The code alone does not prove that the file is corrupted.
Fix 12: Treat suspicious copies as a security problem
A legitimate application may load a DLL from its own directory, but DLL search behavior can also allow a malicious file to be planted in a searched location. Microsoft documents the security risks associated with unsafe DLL search paths. Microsoft DLL security guidance
Be cautious if atl70.dll is found in:
- A Downloads folder.
- A temporary directory.
- An unexpected user-profile folder.
- A folder with a random or misleading application name.
- A recently created directory unrelated to the failing program.
If you find a suspicious copy:
- Do not add it to antivirus exclusions.
- Run a Windows Security scan.
- Keep the suspicious file isolated.
- Uninstall software you do not recognize.
- Reinstall the legitimate application from its original source.
- Change passwords from a clean device if you have evidence of a broader compromise.
The presence of atl70.dll does not itself indicate malware. The file can be legitimate when supplied by an old application. Its origin, location, publisher, and relationship to the failing program matter.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy common fixes fail
Installing the newest Visual C++ Redistributable
The current Visual C++ packages do not normally provide the Visual C++ .NET 2002 ATL 7.0 runtime. A modern package can be installed correctly and still leave atl70.dll unavailable.
Installing .NET Framework
.NET Framework and the native ATL runtime are different technologies. Enabling a .NET Framework feature may satisfy another dependency, but it does not normally supply atl70.dll.
Installing DirectX
DirectX is unrelated to the ATL runtime. It is not a logical first fix unless the same application separately reports a DirectX problem.
Updating a graphics driver
A driver can fix graphics crashes, but it does not normally restore an application’s Visual C++ 7.0 runtime.
Running SFC alone
SFC repairs protected Windows components. It does not guarantee that a third-party application file will be restored.
Copying a DLL into both system folders
This can install the wrong architecture, overwrite a compatible build, interfere with servicing, and introduce a malicious file into a high-value search location.
Using a registry cleaner
A registry cleaner does not reconstruct the application’s runtime deployment and may remove useful installer or COM information.
Prevention after the application works
Keep the application’s original installer, license information, and vendor prerequisite packages in a known location. This is especially useful for software that is no longer actively updated.
Recommended Free Tools
Avoid cleanup utilities that remove “old” runtime files merely because they appear unused. Legacy applications may depend on exact files and versions.
If antivirus repeatedly removes the file, do not repeatedly restore it without investigation. Confirm the installer source, review the detection, update the application if possible, and ask the vendor to explain the detection.
If the error returns after every reinstall, check:
- Antivirus Protection history.
- The application’s repair or installation log.
- Available disk space.
- Installation permissions.
- Disk health.
- Enterprise policies that remove old runtime files.
- Whether another legacy installer is overwriting the shared copy.
If no vendor update exists and the software is essential, isolate it in a supported virtual machine or controlled legacy environment rather than weakening Windows security or downloading unverified DLLs.
FAQ
Is atl70.dll a Windows system file?
Usually no. It is a Microsoft Visual C++ .NET 2002 and ATL runtime file that was commonly redistributed by legacy applications. Older installers could place it in a Windows system directory, which explains why it may appear to be part of Windows.
Which Visual C++ package contains atl70.dll?
It belongs to the Visual C++ .NET 2002, or Visual Studio 7.0, generation. Microsoft’s current supported Visual C++ download table does not list a current general-purpose Visual Studio .NET 2002 redistributable.
Will the current Visual C++ Redistributable fix this error?
Not normally. Current Visual C++ packages use later runtime generations. Install the application’s own prerequisite package or repair the application that requested the file.
Can I download atl70.dll by itself?
Do not use random DLL download sites websites. A standalone file may contain malware, have the wrong architecture, use an incompatible build, or fail because another dependency is missing. Use the original application installer or a Microsoft package only when its prerequisites and product match your software.
Should I run regsvr32 atl70.dll?
Usually no. The ATL runtime itself generally does not need registration. Use regsvr32 only for the specific application DLL or OCX named in the vendor’s instructions.

The documented Visual Studio .NET 2002 packages and known public records are associated with x86 software. Do not assume that a 64-bit copy exists or that a 32-bit file can be loaded by a 64-bit process.
Why does SFC say there is no problem?
SFC may report a healthy Windows component store because atl70.dll belongs to an application rather than the current Windows protected-file set. A clean SFC result does not repair a damaged application installation.
What if the file is present but the error remains?
The named DLL may have a missing dependency, the application may expect another build, or the process may have an architecture mismatch. Reinstall the complete application and provide the vendor with the full error, executable name, and installation path if the problem continues.
