Start with these checks
Before replacing anything, answer three questions:
- Which program shows the error? Note the application name and whether the message appears during startup, at sign-in, or only when launching an older program.
- Did the problem begin after a change? Common triggers include removing an AVM ISDN device, upgrading Windows, restoring an old system image, uninstalling software, or antivirus quarantine.
- Is Windows 32-bit or 64-bit? Press Windows key + R, type
msinfo32, and press Enter. Check System Type. “x64-based PC” describes the processor, not necessarily the installed Windows architecture. Check System Type in Settings → System → About as well.
avmc20.dll is a legacy AVM ISDN/CAPI library, not a Visual C++ runtime, DirectX component, .NET file, or general Windows DLL. The safest repair is to identify the old AVM software that requested it and restore or remove that complete package.
What avmc20.dll belongs to
Public file records identify avmc20.dll as a 16-bit CAPI 2.0 DLL associated with AVM ISDN-Controller software, including older FRITZ.Card and AVM controller packages. Related files can include avmc2032.dll, avmcapi.dll, avmenum.dll, and avmcoxp.dll.

The filename alone cannot establish the exact AVM product, original version, signature, or whether a particular copy is safe. It also does not prove that every copy found on a computer came from AVM.
It may be found in places such as:
- An old AVM or FRITZ.Card program folder
C:WindowsSystem32on older 32-bit installations- A Windows driver cache
- A component-store location such as
WinSxS - A backup or restored system image
Windows XP driver inventories included the AVM ISDN package, and later Windows component records refer to an AVM ISDN installation package. That explains why the file can appear to be connected with Windows even though it is not a normal Windows runtime.

Fix 1: Identify the program that is calling the DLL
This is the fastest way to avoid repairing the wrong software.
Check the error context
Write down:
- The application named in the error
- The full message
- Whether it appears at boot or sign-in
- Whether it occurs only when launching one program
- The path shown for
avmc20.dll, if one is displayed
If the error appears only with an old fax, dial-up, communications, or ISDN application, repair that application and its AVM prerequisite. Do not begin by downloading an isolated DLL.
Check startup entries
- Right-click the taskbar and select Task Manager.
- Select Startup apps.
- Look for entries mentioning AVM, FRITZ., ISDN, CAPI, fax software, or an old communications program.
- Right-click a suspicious entry and select Open file location, if available.
- Record the executable name and folder.
- If the related hardware and software are no longer used, right-click the entry and select Disable.
- Restart Windows.
If the error disappears after disabling a stale startup entry, uninstall the unused AVM software through Settings → Apps → Installed apps. Do not leave an obsolete startup reference active merely to make the message go away.
Check installed applications
Open Settings → Apps → Installed apps and search for:
- AVM
- FRITZ.Card
- ISDN
- CAPI
- Fax or telecommunications software installed with the controller
If a matching application is still required, do not uninstall it. If the hardware was removed years ago, uninstall the old package and restart before doing further repairs.
Fix 2: Repair or reinstall the complete AVM package
This is the most likely solution when the computer still uses an AVM ISDN controller or an application that depends on CAPI 2.0.
Do not install only avmc20.dll. The original package may also require companion DLLs, an INF file, driver services, registry settings, and a matching application architecture.
Repair the existing installation
- Open Settings → Apps → Installed apps.
- Locate the AVM, FRITZ.Card, ISDN, or related communications program.
- Select the ** three-dot menu** beside it.
- Choose Advanced options, if available.
- Select Repair.
- Restart Windows and test the original application.
If there is no Repair option, open Control Panel:
- Press Windows key + R.
- Type
appwiz.cpland press Enter. - Select the AVM or related program.
- Choose Change or Repair, if the installer provides it.
- Restart when prompted.
Reinstall from a trusted source
If repair fails:
- Save any settings or data belonging to the old application.
- Uninstall the AVM software from Installed apps or Programs and Features.
- In Device Manager, expand Network adapters, Modems, Other devices, and any category containing the controller.
- Right-click the old AVM device and choose Uninstall device.
- Select the option to remove the driver package only if you are certain the device is no longer needed.
- Restart Windows.
- Install the complete package from the device’s original media or an authentic AVM support/download source.
- Restart again and test the program.
The installer must match the device model and the Windows architecture. An old package may install successfully but still fail to operate on current Windows.

Fix 3: Check the 32-bit and 64-bit compatibility problem
The reported avmc20.dll type is 16-bit. Microsoft states that 64-bit Windows does not support 16-bit components, 16-bit processes, or 16-bit applications.
That means copying the file into System32 will not make an incompatible program work. It may also create additional loader errors if the wrong architecture is used.
Confirm Windows architecture
- Open Settings → System → About.
- Find System type.
- Record whether Windows is 32-bit or 64-bit.
- Also check the old application’s documentation or executable properties if available.
If the AVM software genuinely depends on a 16-bit component and Windows is 64-bit, the practical choices are:

- Use a current replacement driver or communications application.
- Replace obsolete hardware with supported hardware.
- Run the old environment on compatible 32-bit Windows hardware.
- Use a controlled virtual machine for the legacy environment, where appropriate.
Compatibility mode can help with some older applications, but it does not add 16-bit support to 64-bit Windows.
Do not copy a DLL into both C:WindowsSystem32 and C:WindowsSysWOW64. Those folders are handled by Windows architecture redirection, and placing unrelated copies in both locations can make diagnosis harder.
Fix 4: Repair Windows components only when corruption is plausible
DISM and System File Checker are relevant if the error began after an interrupted upgrade, failed servicing operation, disk corruption, or damage to an old Windows driver cache. They are not a substitute for reinstalling an AVM application.
- Open Start and type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the application again.
Success means DISM completes without an unrepaired error and SFC reports that it repaired files or found no integrity violations. If DISM cannot obtain repair files, use a matching Windows installation source with the documented /Source and /LimitAccess options. The source must closely match the installed Windows version.

Fix 5: Check antivirus quarantine
An antivirus product may remove an old, unsigned, or unusual legacy DLL. Restore it only when you can verify that it came from the original AVM package.

- Review entries from the time the error began.
- Expand any detection involving
avmc20.dllor the AVM application. - Confirm the original file path and detection details.
- If the file is from a trusted, complete AVM installation and the detection is a false positive, follow the available Restore or Allow action.
- If the source is unknown, leave it quarantined and reinstall the complete package instead.
- Run a Full scan. If malware is suspected, use Microsoft Defender Offline scan.
A restored isolated DLL is less trustworthy than a clean installation package. If the file’s path, signature, or origin is uncertain, replace the entire package rather than restoring the file.

- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Allow Windows to restart.
System Restore rolls back system files, drivers, registry settings, and installed programs. It normally does not remove personal files. If the AVM device was deliberately removed, reinstalling or cleanly uninstalling the related software is usually better than rolling back the entire system.
Why regsvr32 usually does not help
Do not run:
regsvr32 avmc20.dll
regsvr32 is intended for self-registering COM DLLs. avmc20.dll is identified as a legacy CAPI library, not as a documented COM server. Registration can produce an entry-point or architecture error and does not restore missing companion files, driver services, or CAPI configuration.
Use the AVM installer instead. If a vendor installer specifically requests registration, follow that installer’s instructions rather than registering the DLL manually.
Avoid random DLL downloads
Downloading avmc20.dll from an arbitrary DLL archive is risky because the file may have:

- The wrong architecture
- A mismatched or incomplete version
- Malware or tampering
- Missing companion files
- No trustworthy signature or provenance
It may also hide the real problem, such as a stale startup entry, an incompatible 16-bit dependency, or a damaged AVM installation. Never replace a file in System32 simply because a website offers a similarly named download.
Use the original AVM installation media, an authentic AVM package, or a supported replacement application. If no trusted package exists and the hardware is obsolete, removing the stale software may be safer than forcing the DLL back into Windows.
If the error remains
Collect these details before making further changes:
- The executable that reports the error
- The complete error text
- The full path of any existing
avmc20.dll - Windows edition and system type
- AVM hardware model
- Whether the message appears at boot or only inside one application
- Results from the AVM reinstall, DISM, and SFC steps
- Any antivirus detection details
If you have no AVM hardware or legacy communications software, investigate a stale startup entry or malware. If the application is essential but only works with the obsolete 16-bit component, move it to a controlled compatible environment rather than weakening modern Windows with random DLL replacements.

Is avmc20.dll a Microsoft runtime?
No. It is associated with legacy AVM ISDN and CAPI software. It is not a Visual C++ Redistributable, DirectX, or .NET component.
Can I copy avmc20.dll into System32?
That is not a safe general fix. The file must match the complete AVM package and the application architecture. On 64-bit Windows, a 16-bit dependency may remain unusable even after copying.
Why does the message say the specified module cannot be found when the file exists?
The Windows loader may be unable to find a dependency of avmc20.dll, or the DLL may be incompatible with the calling executable. Reinstall the complete package and check architecture rather than replacing the visible file alone.
Should I use Windows Features?
Usually not. Enabling or disabling .NET, legacy components, or media features does not install the AVM CAPI library. Only change Windows Features when the specific application documents a required feature.

Not necessarily. SFC repairs protected Windows resources. It does not guarantee repair of an application-owned AVM installation.
What if I no longer use the AVM device?
Uninstall the obsolete AVM software, remove the unused device in Device Manager, and disable any stale startup entry. Removing the reference is safer than restoring a legacy DLL solely to suppress an error.
