AWS Elemental MediaPackage Endpoint Returns 403 When Setting Up YouTube Streaming

A MediaPackage origin endpoint is for downstream delivery, while YouTube encoders use a YouTube server URL and stream key. Identify which request returned 403 before troubleshooting.

A MediaPackage origin endpoint is normally an output for a player or downstream content-delivery system—not the ingest address to paste into a YouTube encoder. For YouTube, use the server URL and stream key shown in YouTube Live Control Room. If the 403 appears in an AWS operation instead, investigate authorization for that specific AWS request; the two failures occur at different layers and need different fixes.

First identify where the 403 appears

A “403” alone does not identify which service rejected a request. Separate the setup into its request path before changing permissions or stream settings:

These are separate authorization and delivery boundaries. A successful YouTube ingest does not show that AWS API permissions are correct, and a successful AWS endpoint operation does not prove that an encoder has valid YouTube ingest details.

Why a MediaPackage endpoint may return 403

An AWS API authorization failure

AWS describes the MediaPackage origin-endpoint API’s 403 response as: “403 Forbidden response AWS Elemental MediaPackage cannot authorize the request, possibly due to insufficient authentication credentials.” That points to an authorization problem for the AWS request, but it does not identify the missing permission without the failed operation and response context. For MediaPackage v2, AWS documents an AccessDeniedException that can result from insufficient permissions. Its API reference also notes a specific case in which throttling from Secrets Manager can surface as an access-denied exception when CDN authorization is used. Check that dependency if it applies to your endpoint configuration; do not assume every v2 403 is caused by it. See the MediaPackage v2 Live API reference.

A playback endpoint used as an ingest destination

MediaPackage origin endpoints serve content onward to playback devices or downstream delivery systems. YouTube encoder setup instead calls for YouTube’s own server URL and stream key. Putting a MediaPackage playback URL into the YouTube encoder is therefore a likely workflow mismatch, though the URL alone does not prove the cause of a particular 403. AWS explains the endpoint’s role in its guides to creating an origin endpoint and getting started with live content delivery.

Fix the problem at the layer that failed

If an AWS console or API operation returned 403

  1. Capture the full failure details. Record the API action or console operation, complete error response, Region, and time. A generic 403 is not enough to choose a specific policy change.
  2. Identify the MediaPackage generation. Establish whether the resource uses MediaPackage v1 or v2; their live workflow APIs are distinct. AWS lists regional and generation-specific service endpoints in its MediaPackage endpoints and quotas reference.
  3. Confirm the active identity. Check which IAM user or role actually made the failing request, including any assumed role. Then verify that it is allowed to perform the exact action on the relevant resource in the correct Region.
  4. Check conditional dependencies. If using MediaPackage v2 with CDN authorization, review the relevant authorization configuration and the documented Secrets Manager throttling condition as well as permissions.
  5. Retry the same AWS operation. Verify that this operation succeeds before treating YouTube ingest as fixed. Do not apply a broad policy simply because the error says 403; the correct permission depends on the action and resource.

If the encoder cannot connect to YouTube

  1. Open YouTube Live Control Room and copy the server URL and stream key for the stream you are setting up. YouTube’s encoder instructions say to enter those YouTube-provided values into the encoder; they are not MediaPackage playback details.   2. Match the encoder protocol to the YouTube stream configuration. YouTube documents RTMP/RTMPS workflows and a separate HLS ingestion setup. Use the URL and key for the protocol you selected rather than mixing an HLS configuration with an RTMP/RTMPS destination. See Encrypt your stream using RTMPS and Set up an HLS stream.
  3. Check the encoder’s destination fields. The destination should be the YouTube server URL and the matching stream key from Live Control Room, not the MediaPackage origin endpoint URL.
  4. Test the encoder-to-YouTube path independently. Once YouTube receives the stream, troubleshoot any remaining AWS endpoint or delivery issue separately. YouTube’s live streaming tips provide further encoder context.

Common troubleshooting mistakes

  • Changing IAM permissions to fix an encoder connection: first confirm that the 403 came from an AWS API request. IAM changes will not substitute for YouTube’s server URL and stream key.
  • Using a MediaPackage playback URL as YouTube ingest: use the YouTube Live Control Room values for the encoder; MediaPackage endpoints are for downstream delivery.
  • Treating every AWS 403 as the same error: permissions, service generation, API action, Region, and—on the documented v2 CDN-authorization path—Secrets Manager throttling may matter. Preserve the complete response when diagnosing.
  • Changing protocol without matching the destination details: YouTube documents RTMP/RTMPS and HLS as distinct ingest paths. Ensure the encoder’s selected protocol and its URL/key correspond to the configured stream.
