Azure can reclaim Spot capacity when it needs it, and Spot VMs have no availability guarantee. Setting maxPrice: -1 prevents price-based eviction, but not eviction for lack of capacity. A regular VM avoids that specific Spot risk; it still cannot guarantee an uninterrupted end-to-end stream.
What changes between Spot and regular Azure capacity?
Azure Spot VMs use spare compute capacity. Availability depends on factors including region, VM size and time, and Azure may evict a Spot VM to make room for pay-as-you-go workloads. Regular VMs have priority over Spot for capacity, so they are the prudent baseline when a stream’s continuity is a requirement.

Microsoft’s architecture guidance puts the rule plainly: “Use as many regular VMs as you need to meet your uptime requirements.” Microsoft Azure Architecture Center.
Does maxPrice: -1 make a Spot stream safe?
No. Microsoft documents maxPrice: -1 as disabling price-based eviction and capping the Spot price at the standard VM price. It does not prevent Azure from reclaiming capacity. Even after a Spot VM is evicted, the same capacity may not be available to start it again. See Microsoft’s Spot VM guidance and its Spot eviction architecture guidance.

Azure can deliver a Preempt event through Scheduled Events up to 30 seconds before eviction, but delivery is best effort. Treat it as an opportunity to react, not as a guaranteed shutdown window or enough time to keep a live feed uninterrupted. Microsoft also distinguishes the eviction actions: deallocation retains the VM and disks, while storage charges continue and restarting still depends on capacity; deletion removes the VM and its underlying disks. Choose the behavior with recovery and data retention in mind, and do not rely solely on an in-VM notice because an eviction may be immediate.
When can Spot still make sense?
Spot is a possible cost-saving supplement when losing that capacity will not violate the stream’s requirements. For example, it may be appropriate for optional workloads or a tested design with alternate compute and acceptable interruption. The decision is not made safe by a price cap alone.

- Use regular capacity for the encoder workload the stream actually requires.
- Use Spot only if an interruption is acceptable and recovery has been tested.
- Before estimating savings, compare the current regional price for the exact VM SKU and operating system. Microsoft’s stated Spot discount varies with demand, SKU, region and OS; it is not a guaranteed saving for a particular stream.
A failover design is separate from a Spot pricing setting. It needs a way to detect failure, alternate capacity, a startup and reconnection plan, and validated handling of the YouTube stream key and broadcast. Do not assume restarting an encoder preserves the same YouTube broadcast without testing that exact configuration.
Keep Azure risk separate from YouTube stream health
A regular VM removes the Spot-specific eviction risk, not every cause of interruption. Encoder health, the VM’s network path, YouTube ingestion and the rest of the streaming architecture affect continuity too. YouTube recommends using RTMPS and matching resolution, frame rate and bitrate to the encoder and connection. Test with representative audio and motion, then monitor stream health while live. These settings improve the stream setup; they do not prevent Azure from evicting Spot capacity.

Encoder settings to check
- Use the bitrate recommendation for the selected codec, resolution and frame rate in YouTube’s live encoder settings guide. For H.264, YouTube lists 14 Mbps for 1080p30 and 17 Mbps for 1080p60.
- Use constant bitrate (CBR) and a two-second keyframe interval, which YouTube recommends; do not exceed four seconds.
- Validate the upload connection under representative conditions and leave enough headroom for the chosen bitrate. A configured bitrate does not prove the connection can sustain it.
Use stream health to narrow down failures
YouTube’s Live Streaming API exposes stream status and health information. Its videoIngestionStarved status means YouTube is not receiving enough video to maintain smooth streaming, which can cause viewer buffering. Monitoring that signal can help distinguish an ingestion problem from an Azure allocation event; it does not by itself identify every root cause. See Google’s LiveStreams API documentation.
