Moving an Azure VM closer to viewers in India may reduce latency, but there is no universally fastest region for every YouTube stream. Shortlist Central India (Pune), South India (Chennai), and West India (Mumbai) based on where your viewers are, then measure the actual route from the VM and playback on affected viewers’ networks before relocating.
Why an India-based Azure VM can still have high YouTube latency
Latency depends on the network path between the VM and the relevant YouTube endpoints, as well as the path from YouTube to each viewer. The viewer’s city and ISP matter: “India” is not one network endpoint. An Azure region’s location is a useful starting point, not proof that the stream will perform well for a particular audience.
First establish where the VM is deployed, which cities and ISPs your main viewers use, and how the stream reaches YouTube. A VM that sends a stream through another relay has a different path from one that connects directly. Also distinguish stream ingestion or startup problems from playback buffering experienced by viewers; the symptoms may occur on different parts of the route.
Which Azure regions should you compare?
Microsoft lists three Azure regions in India: Central India in Pune, South India in Chennai, and West India in Mumbai. Start with the location or locations nearest the principal audience, then verify that the VM size and other services you need are available there.

These are candidates, not a ranking. Microsoft’s guidance is to consider proximity and check latency against the workload’s performance goals; it does not identify one Indian region as fastest for all YouTube streams.
What Azure’s published latency numbers do—and do not—tell you
Microsoft’s Azure network round-trip latency statistics report P50 round-trip times between Azure regions over the Azure backbone. In the dataset covering the 30 days ending July 30, 2026, the published figures include 20 ms from Central India to South India and 29 ms from Central India to Jio India West. These are directional Azure-to-Azure measurements, not measurements of a VM’s route to YouTube or of viewer playback latency.

Microsoft says the statistics are based on continuous internal Azure backbone probes sampled at one-minute intervals and published as monthly P50 values. The reverse direction can differ because traffic may take a different path each way. Use these figures as context about Azure’s backbone, not as a YouTube performance forecast or service-level promise. For region-to-region comparisons relevant to a workload, Microsoft recommends testing between the actual workloads.
How to test before moving the VM
- Record the current setup. Note the VM’s region and size, operating system, stream protocol and settings, how the stream is sent to YouTube, and when the issue occurs. Identify the main viewer cities and ISPs, and whether the complaint is slow startup, buffering, low playback quality, or interruption.
- Shortlist viable locations. Compare Pune, Chennai, and Mumbai against the audience distribution. Check Microsoft’s current region list and confirm the required VM size, services, and availability-zone support in each candidate region.
- Measure from the deployed VM. Collect repeated route and latency measurements from the VM toward the relevant YouTube endpoints. A route or ping result alone does not establish video performance, so also observe stream startup, throughput, packet loss, and stability during representative runs.
- Check playback on affected networks. Have viewers or test devices on the relevant ISPs assess startup delay, buffering, and playback quality. Compare the actual viewer experience, not just the VM’s network statistics.
- Keep comparisons like for like. Use the same VM size, operating system, stream settings, test duration, and comparable times of day. Repeat measurements for the major audience networks and more than one representative period; a single result may reflect a transient route or load condition.
- Compare routing preference if your public IP is eligible. Azure documents Microsoft-network and Internet routing options for supported public IP configurations. They use different paths and can have different egress pricing. Verify current regional and SKU support, and test rather than assuming one route is better for YouTube. Microsoft notes that routing preference cannot be changed after the public IP is created, so evaluate the choice before creating it.
- Decide across operational requirements. Compare measured end-to-end performance alongside compliance and data residency, VM and service availability, regional price and egress costs, capacity, zones, resilience, and recovery needs.
How to decide whether a region change helped
Choose a candidate based on repeated measurements from the actual VM and playback checks on the networks that matter to your audience. Compare performance and stability under similar conditions, then weigh the result against operational constraints. If the new region improves the VM-to-YouTube path but viewer playback remains poor on a particular ISP, moving the VM may not address that viewer-side route.

Microsoft’s region-selection guidance emphasizes proximity, latency validation, compliance, capability, cost, capacity, and resilience. A region change can alter routing, but the available Azure documentation does not predict whether it will improve a specific YouTube stream.
