Season of Infamy is a different part of the DLC catalogue, listed by Steam as a “Most Wanted Expansion.” It centers on Batman and four villain storylines—Mr. Freeze, Ra’s al Ghul, Mad Hatter, and Killer Croc—so it is not included in this six-episode ranking. 6. A Flip of a Coin
Robin against Two-Face
Robin is tasked with tracking down Two-Face after a money-laundering operation is uncovered; Rocksteady’s post describes Two-Face escaping GCPD and Robin being sent to recapture him. Rocksteady’s DLC announcement gives the mission setup.

Why Jose ranks it last
Jose’s main reservations are that Robin’s combat feels too similar to Batman’s and that the story’s recurring self-doubt theme does not develop enough. Those are the writer’s criticisms, rather than a universal verdict. The premise gives Robin a personal mission, but in this ranking it does less to distinguish the episode from the main game than the stronger character contrasts higher up.
5. GCPD Lockdown
Nightwing tries to stop Penguin

Batgirl’s prequel story

Family stakes, with a known timeline
Jose considers the family relationship a strong source of emotional stakes, while noting that the prequel setting makes the heroes’ survival less uncertain. The episode also stands apart from the post-Arkham Knight stories by taking place earlier in the series timeline and putting Batgirl, rather than Batman or one of his allies in Gotham after the main game, at the center.
3. Harley Quinn
Harley’s police-department mission

Its post-game setting gives Catwoman room for a revenge story, while the Riddler dynamic supplies the character interplay that Jose values.
