The filename alone cannot identify the exact application. It may belong to an old business program, laboratory application, game, utility, engineering tool, or another program built with Borland C++. The application requesting the file is the correct owner of the repair.

First, identify the application requesting the file
Before copying anything, record the complete error and identify the executable that fails.
Check these locations:
- Look at the title bar of the error dialog.
- Read the full message, including the application name.
- Right-click the application shortcut and select Properties.
- Open the Shortcut tab.
- Note the path in Target and the path shown in Start in.
- Open that folder in File Explorer.
- Note the application publisher and executable name under Properties > Details.
You may see messages such as:
- “The program can’t start because BC450RTL.DLL is missing from your computer.”
- “BC450RTL.DLL not found.”
- “Cannot find BC450RTL.DLL.”
- “Error loading BC450RTL.DLL. The specified module could not be found.”
- “Failed to load BC450RTL.DLL.”
- An access violation or crash mentioning
BC450RTL.DLL.
The exact wording matters. A missing-file message usually indicates an incomplete installation, deletion, quarantine event, or moved program. A crash inside the DLL does not prove that the DLL itself is defective. The application may be passing invalid data, using an incompatible companion library, or loading a damaged dependency.
Also ask what changed immediately before the error appeared:
- Was the program reinstalled?
- Was Windows reinstalled or upgraded?
- Was the application restored from a backup?
- Was its folder moved to another computer or drive?
- Did antivirus quarantine a file?
- Did disk cleanup remove old program files?
- Was another program or update installed?
- Did the error begin after restoring an older application database?
That history usually points to the correct fix.
Fix 1: Repair or reinstall the application
This is the most likely and safest solution.
Use the application’s repair option
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the old application.
- Select the three-dot menu on Windows 11, or select the application on Windows 10.
- Choose Modify, Change, Repair, or a similarly named option.
- Follow the installer prompts.
- Restart Windows if the installer requests it.
- Start the application again from its normal shortcut.
If the program does not appear in Settings:
- Press Windows + R.
- Type:
appwiz.cpl
- Press Enter.
- Select the application.
- Choose Change or Repair, if available.
- Complete the wizard and test the program.
A successful repair normally restores BC450RTL.DLL beside the application executable along with any other Borland runtime files the program needs.
Reinstall from the original source
If repair is unavailable or fails:
- Back up the application’s documents and data.
- Check the program’s documentation for its data folder before uninstalling.
- Open Settings > Apps > Installed apps.
- Select the application and choose Uninstall.
- Restart Windows.
- Reinstall it using the original installer, trusted installation media, or the application publisher’s official distribution.
- If the installer is on removable media, copy the complete installer to a local folder first.
- Right-click the installer and select Run as administrator.
- Accept the default installation folder unless the program’s documentation requires another path.
- Start the application and confirm that the error is gone.
Do not uninstall first if you cannot locate the original installer or do not know where the program stores its data. An old application may contain important local databases that are not restored automatically.
If the application has a launcher with Verify files, Repair installation, or Verify integrity, run that feature before reinstalling. It can restore the complete runtime set rather than only the file named in the error.
If the program was simply moved
Copying only an executable from an old computer often leaves behind its runtime and companion files. Reinstall the complete application instead of copying individual DLLs.
Free tools Windows power users keep installed
One-click scans. No signup required.
If you must recover a portable application, move its complete original folder, including configuration files and all companion libraries. The application directory is generally the safest location for its DLLs because Windows searches that directory when launching the program.
Fix 2: Check antivirus quarantine
Security software may remove or quarantine an old runtime because legacy files have unusual behavior or lack modern signing information. Do not immediately disable antivirus protection.
Check Windows Security
- Open Start.
- Type Windows Security.
- Open the application.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the application stopped working.
- Open a relevant detection.
- Confirm that the path belongs to the application’s legitimate installation folder.
- If the file came from the original trusted installer and the detection is demonstrably a false positive, choose Restore or Allow on device, if offered.
- Reinstall the application if restoration is unavailable.
- Run a scan before launching the program again.
Do not restore a DLL solely because its filename matches the error. A suspicious copy in a temporary folder, download folder, or system directory should be removed rather than allowed.
If antivirus repeatedly removes the file, record the exact detection name and submit the original installer or file to the security vendor for analysis. Do not permanently turn off protection to keep an old application running.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Fix 3: Confirm the file location and dependencies
If bc450rtl.dll exists, the problem may be its location, corruption, architecture, or another missing dependency.
- Open the application’s installation folder.
- Look for
BC450RTL.DLL, ignoring capitalization. - Right-click the file and select Properties.
- Check the General tab for a blocked-file warning.
- If an Unblock checkbox appears, use it only when you trust the file’s source.
- Open the Details tab and record the available description and publisher information.
- Compare the file with the copy provided by the same application installer.
Do not accept a particular file size, version number, or hash as proof that the DLL is correct. Historical distributions can contain different builds, and no single size is a universal acceptance test.
A file can exist and still fail to load because:
- It is damaged.
- It was built for an incompatible architecture.
- A companion Borland library is missing.
- Another dependency is missing.
- Windows blocked it.
- The application expects a different release.
- A malicious file was planted in the search path.
If every repair produces another missing Borland filename, stop adding files one by one. Reinstall the complete application from its original distribution or consult the application publisher’s documentation for the complete runtime bundle.
Fix 4: Check 32-bit and 16-bit compatibility
bc450rtl.dll belongs to the era of 32-bit Windows applications. A 32-bit application can often run on 64-bit Windows through Windows’ compatibility layer, but its success depends on all of its dependencies.
A 16-bit application is different. Standard 64-bit editions of modern Windows generally cannot run 16-bit Windows programs natively.
Check whether the application is 32-bit or 16-bit
The error message alone may not tell you. Check the application’s original documentation or contact its publisher. You can also inspect the executable with a reputable dependency-analysis utility, but use such a tool for diagnosis rather than downloading replacement DLLs.
Try compatibility settings
- Right-click the application shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Try the Windows version recommended by the application documentation.
- Select Run this program as an administrator if the program requires access to a protected folder.
- Select Apply.
- Select OK.
- Launch the application.
If compatibility mode does not help, test the application in an appropriate 32-bit Windows environment or virtual machine. For a 16-bit program, that environment may be required rather than optional.
Do not assume that running the DLL itself in compatibility mode will solve the issue. Compatibility settings apply to the application executable.

Fix 5: Check Windows file access and permissions
A correct DLL can fail to load if the application is installed in a restricted location or the file permissions are damaged.
- Right-click the application executable.
- Select Properties.
- Open the Security tab.
- Confirm that your Windows account has Read & execute permission.
- Select Advanced if permissions appear unusual.
- Check whether the file is inherited from the application folder.
- Avoid granting broad permissions to every user.
- Test the application with Run as administrator only to determine whether permissions are involved.
If administrator mode fixes the error, reinstall the application to its intended location or correct its permissions rather than leaving every launch elevated.
Windows searches the application directory and other defined locations when resolving DLLs. Putting an unverified file into a system directory can cause the wrong build to load and can create a security risk.
Fix 6: Repair broader Windows corruption only when symptoms support it
DISM and SFC do not normally recreate bc450rtl.dll. Use them when Windows itself is showing broader problems, such as damaged built-in applications, update failures, unexplained system file errors, or repeated corruption across Windows components.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
Microsoft recommends running DISM before SFC. If SFC reports that it repaired files, test Windows and then repair or reinstall the legacy application separately. If both commands report no integrity violations, return to the application installer rather than repeating them.

If manually hunting through Windows components and repeating SFC or DISM leaves you unsure what changed, Outbyte PC Repair can scan for issues and show what it finds; its repair functions are available in the full version. It is optional, and reinstalling the application remains the definitive fix for an application-owned Borland runtime.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Check drivers only when the application uses special hardware
A graphics, printer, laboratory, or industrial application may fail after a hardware or driver change, but a driver update does not install bc450rtl.dll.
Use Device Manager when the application communicates with a device:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Printers, Ports, or Universal Serial Bus controllers.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Check the provider, date, and version.
- Select Update Driver.
- Choose Search automatically for drivers, or install a driver obtained from the hardware manufacturer.
- Restart Windows and test the application.
If the error began after a driver update, use Properties > Driver > Roll Back Driver when that button is available.
If manually identifying stale hardware drivers across several devices is the problem, Outbyte Driver Updater can scan and show which drivers need attention; driver installation is performed by the full version. This is optional and does not replace reinstalling the application that owns bc450rtl.dll.
Why regsvr32 usually does not help
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly COM or ActiveX components. bc450rtl.dll is a runtime library, not ordinarily a COM or ActiveX server.
Running this command is therefore not a standard repair:
regsvr32 bc450rtl.dll
It may produce an entry-point error, a module error, or no useful change. Registering a runtime does not copy it into the application folder, repair a missing dependency, or make an incompatible program run.
Only use regsvr32 when the application publisher specifically identifies a DLL as a registration-based component and provides the correct command and architecture.
What not to do
Do not download a random DLL
Avoid generic DLL download sites websites. A copied file may be:
- The wrong build for the application.
- The wrong architecture.
- Missing its own dependencies.
- Corrupted or modified.
- A source of malware.
- Placed where DLL search-order attacks become possible.
Even a clean-looking replacement often fails because the application installation is incomplete. The safe source is the original application installer, trusted installation media, or an official update from the application publisher.
Do not copy it blindly to System32 or SysWOW64
Those folder names are confusing on 64-bit Windows, and placing an old DLL there can create version conflicts for other programs. If the application requires the file, its own installation directory is usually the intended location.
Do not install Visual C++ Redistributable packages for this error
Microsoft Visual C++ Redistributable packages support programs built with Microsoft Visual C++. They do not install the Borland C++ 4.50 runtime and will not normally restore bc450rtl.dll.
Do not use registry cleaners or DLL repair utilities
Registry cleaners cannot reconstruct the application’s original runtime set. Automated DLL replacement can introduce mismatched files and make troubleshooting harder.
Fix 8: Use System Restore after a recent system change
If the application worked until a Windows update, software installation, driver change, or cleanup operation, System Restore may be appropriate.

If reinstalling still fails
The next step is to identify what is actually missing.
- Record the executable name and complete error.
- Confirm whether
BC450RTL.DLLexists in the application folder. - Check antivirus history.
- Identify whether the program is 16-bit or 32-bit.
- Look for missing companion libraries such as other Borland or application-specific DLLs.
- Check the application publisher’s documentation for a patch or updated installer.
- Restore the application’s data from a known-good backup if crashes continue.
- Scan the system if suspicious DLL copies appear in temporary or system directories.
- Test the program in a supported 32-bit environment or virtual machine if modern Windows cannot run it.
- Contact the application publisher or the organization that supplied the original software.
A crash that names bc450rtl.dll may be caused by application code, corrupted data, incompatible companion libraries, or a mismatched runtime. Replacing the DLL repeatedly is unlikely to solve those causes.
FAQ
Is bc450rtl.dll a Microsoft file?
No. It is associated with Borland C++ 4.50 and Borland International. It is a third-party application runtime, not a standard Windows DLL.
Windows Errors? Fix Them Before They Spread

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteShould I install Microsoft Visual C++?
Not for this file. Visual C++ Redistributables do not install the Borland runtime. Repair the application that requests bc450rtl.dll.
Can I register bc450rtl.dll?
Usually no. It is not ordinarily a COM or ActiveX server, so regsvr32 is not the normal repair.
Where should the file go?
The application’s own installation folder is usually the intended location. Do not blindly copy it to System32 or SysWOW64.
Why does the error remain when the DLL is present?
The file may be damaged, blocked, incompatible, or dependent on another missing library. The application may also be crashing for an unrelated reason while naming the runtime.
Will SFC restore bc450rtl.dll?
Normally no. SFC repairs protected Windows system files, while bc450rtl.dll belongs to a legacy third-party application.
Can 64-bit Windows run the application?
Many 32-bit applications can run on 64-bit Windows, but compatibility depends on the complete program. A 16-bit Windows application generally requires a suitable 32-bit environment or virtual machine.
