Start with this quick checklist
Before replacing anything, record:
- Which program displays the error: Windows Backup, backup software, an installer, System Center, or an ordinary application
- When it appears: during startup, sign-in, application launch, backup, or installation
- Whether Windows boots normally
- Whether the failure began after Windows Update, an upgrade, antivirus action, cleanup software, disk trouble, or a failed installation
- Whether Windows is 32-bit or 64-bit
- Whether the message says “bcd.dll is missing,” “was not found,” “could not be loaded,” or “specified module could not be found”

That last message does not prove that bcd.dll itself is absent. A dependency used by the DLL may be missing or damaged.
What bcd.dll is
bcd.dll is a genuine Microsoft Windows component named BCD DLL. It is associated with Windows boot-configuration and system-management components, but it is not the same thing as the Boot Configuration Data store.
The BCD store is a database of boot settings, normally found under a path such as BootBCD or on the EFI system partition. bcd.dll is a Windows system DLL used by software components. Microsoft has documented a Windows Server 2012 R2 incident in which the file was missing from WindowsSysWOW64, causing Vssapi.dll and the Windows backup engine to fail.
It is also not a Visual C++ Redistributable, DirectX component, or .NET runtime. Installing those packages is not a general repair for this file.

Where the file normally belongs
On 64-bit Windows, the expected locations are:
%WINDIR%System32bcd.dll
%WINDIR%SysWOW64bcd.dll
System32 contains 64-bit system files. SysWOW64 contains 32-bit system files, despite the confusing names. Windows uses file-system redirection so that a 32-bit process sees the appropriate 32-bit system location. Microsoft explains this behavior in its File System Redirector documentation.
An application may report bcd.dll while failing because of a damaged Windows component, a missing dependency, or an architecture mismatch. Do not assume that copying a replacement beside the application is correct.
Fix 1: Install Windows updates, then restart
Pending servicing updates can restore protected Windows components and repair the component store.
- Open Start and select Settings.
- Open Windows Update.
- Select Check for updates.
- Install all available Windows updates.
- Restart when Windows requests it.
- Launch the affected program again.
On Windows 10, the path is Settings → Update & Security → Windows Update.
If the error began immediately after a particular update and Windows is otherwise usable, do not immediately download a DLL. Continue with System Restore later in this guide if the update appears to be the trigger.
Fix 2: Repair Windows with DISM and SFC
This is the main repair path when bcd.dll is missing from System32 or SysWOW64, Windows tools are failing, or more than one program reports related errors.
DISM repairs the Windows component store. SFC then uses that repaired store to replace missing or corrupted protected system files. Run them in this order.

Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish. Do not close the window if progress appears to pause.
- Leave the administrator Command Prompt open.
Run System File Checker
After DISM completes, enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the program or Windows feature that produced the error.
If SFC reports that it found and repaired corrupted files, restart before testing. If it reports that no integrity violations were found, the problem may be a dependency, application installation, or architecture mismatch rather than a missing copy of bcd.dll.

If DISM cannot find repair files
First confirm that Windows Update is working, then retry DISM. If you have a matching Windows installation source, use a source that corresponds closely to the installed edition and build:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows only with the path to a verified, matching repair source. Do not use an arbitrary ISO or invent a source path. Microsoft’s repair guidance for missing or corrupted system files explains the requirements.
Fix 3: Check the actual file and its signature
Do not rely solely on the popup. Check whether Windows has the expected files.

- Enter
%WINDIR%System32in the address bar. - Search for
bcd.dll. - On 64-bit Windows, also check
%WINDIR%SysWOW64. - Right-click any copy and select Properties.
- Open the Digital Signatures tab if it is present.
- Inspect the signer and confirm that the file identifies Microsoft.
The exact version and size can vary by Windows build and architecture. File properties from an individual computer are more useful than generic version lists. A file being present does not prove it is healthy, correctly signed, or loadable.
If the file is absent, return to DISM and SFC rather than downloading it. If it is present but one application still fails, determine whether that application is 32-bit or 64-bit. A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot use a 32-bit DLL in its place.
Fix 4: Repair or reinstall the affected application
If Windows boots normally, SFC completes successfully, and only one program fails, the application may have a damaged installation or an incorrect dependency.

- Open Settings → Apps → Installed apps.
- Find the program named in the error.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and let Windows finish.
- Start the program again.
If there is no Repair option or the error remains:
- Return to Settings → Apps → Installed apps.
- Select the program and choose Uninstall.
- Restart Windows.
- Download the program again from its developer or organization’s official source.
- Install the version that matches your Windows architecture and application requirements.
- Start it once using Run as administrator if the vendor’s instructions require elevated access.
Do not install Visual C++, DirectX, or .NET just because a DLL error appears. Install a runtime only when the failing application separately identifies that runtime or its own missing DLL.
If the application is a backup product, System Center component, or installer that specifically reports Vssapi.dll, treat the issue as a possible Windows servicing problem rather than an ordinary application-only failure.
Fix 5: Check antivirus quarantine
Security software can quarantine a Windows file, although the message alone does not establish that this happened.
- Open Windows Security from Start.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
bcd.dll. - Check the detected path, file signature, and reason for detection.
- Restore the file only when the path and Microsoft signature clearly establish that it is a legitimate Windows file and the detection has been verified as a false positive.
- Run Scan options → Full scan.
Do not permanently disable antivirus protection. If the file disappears again after repair, investigate malware, unauthorized cleanup software, or disk problems instead of repeatedly restoring it.
Fix 6: Repair drivers only when the evidence points there
A driver installation can damage system servicing or trigger an application failure, but a bcd.dll message is not automatically a driver problem. Use Device Manager when the error began after a driver change or when a related device has a warning icon.

- Right-click Start and select Device Manager.
- Expand the category related to the failing program or device.
- Right-click the device and select Properties.
- Open the Driver tab.
- Note the provider and driver date.
- Choose Update Driver → Search automatically for drivers.
- Restart Windows if a driver is installed.
- If the problem began after an update, choose Roll Back Driver when available.

Fix 7: Use the Server 2012 R2-specific fix
Microsoft documented a specific bcd.dll defect on Windows Server 2012 R2. The documented symptom involved the file missing from %SystemDrive%WindowsSysWOW64, which caused Vssapi.dll and backup operations to fail.
For that server release, Microsoft specified Update Rollup KB2887595, titled “Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 update rollup: November 2013.”

Do not apply this old, superseded update generically to Windows 10 or Windows 11. On an affected Server 2012 R2 machine:

Vssapi.dll, Windows Backup, or backup software. - Use Windows servicing through the supported channel for that server.
- Review Microsoft’s KB2887595 information.
- If the package is specifically appropriate for the system, locate it in the Microsoft Update Catalog.
- Restart and test the backup operation.
For current systems, use current supported servicing rather than treating this historical package as a universal solution.
Fix 8: Use System Restore after a recent system change
System Restore is appropriate when the error started immediately after an update, driver installation, cleanup operation, or software installation.
- Press Win+R.
- Enter:
rstrui.exe
- Select OK.
- Choose a restore point dated before the failure.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Allow Windows to restart and complete the rollback.
System Restore rolls back system files, registry settings, drivers, updates, and installed programs while preserving personal files. It does not guarantee that every missing DLL problem will be corrected. Microsoft also provides System Restore instructions.

regsvr32 bcd.dll is not a normal repair command for this file. regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer, typically COM or ActiveX components. Microsoft documents that registration use in its regsvr32 reference.
If bcd.dll is a damaged or missing protected Windows component, registering it does not restore its contents, repair dependencies, or fix the component store. Use Windows Update, DISM, and SFC instead.
Do not download a loose bcd.dll
Random DLL download sites websites can provide malware, an incorrect Windows build, the wrong architecture, an unsigned file, or a DLL with incompatible dependencies. Copying it into System32, SysWOW64, or an application folder can create a worse failure and leave the original servicing problem unresolved.

The safe sources are Windows Update, DISM using a matching official Windows source, SFC, System Restore, and a supported Windows repair installation. Manual replacement is an advanced recovery procedure only when the file has been identified as an unrepaired protected file and the replacement comes from the same Windows build or a verified matching installation source.
If SFC still cannot repair bcd.dll
- Open an administrator Command Prompt.
- Review the component-repair result in:
%WINDIR%LogsCBSCBS.log
- Retry DISM with a correct matching repair source.
- Check disk health and Windows Update integrity.
- Consider running:
chkdsk /f C:
Windows may schedule the check for the next restart. Back up important files first, particularly on a system showing broader disk symptoms.

FAQ
Is bcd.dll the Boot Configuration Data file?
No. bcd.dll is a Windows DLL. The BCD store is a separate boot-configuration database. bcdboot repairs boot files and configuration, not necessarily a missing Windows DLL. See Microsoft’s BCDBoot command reference.
Should I install a DLL runtime?
No standalone bcd.dll runtime is provided. Visual C++, DirectX, and .NET are not general fixes for this Windows component.
Why does only one application show the error?
The application may be the first process to call the damaged Windows component, or its installation may be damaged. Repair Windows first, then repair or reinstall that application if it remains the only failure.
What if Windows will not boot?
Enter Windows Recovery Environment and try Troubleshoot → Advanced options → System Restore. If the failure is actually a boot-configuration problem, use the appropriate Microsoft boot-repair procedure rather than replacing bcd.dll. Back up data and use Windows recovery or repair installation when servicing cannot restore the system.
