For deliberate, turn-based squad tactics, choose Jagged Alliance 2 (1999). For real-time, army-scale battles shaped by terrain and some destructible objects, choose Total Annihilation (1997). They are strong fits for different meanings of “tactical,” not an objective ranking of every PC game released in the 1990s.

Jagged Alliance 2: for close control of a squad
Jagged Alliance 2 is the better fit if “tactical combat” means assessing a situation and deciding how individual squad members act. GOG describes its design as “A unique mixture of real time reconnaissance and turn based combat,” and says players influence details of every tactical move. That combination distinguishes looking around in real time from committing to turn-based fighting; it is not a continuous real-time battle in the style of an RTS.
GOG lists the Classic edition as the original 1999 version and identifies it as a Windows strategy and turn-based game. Its page says the game is DRM-free and can be played without an online connection. Those storefront details support finding and accessing the classic game today, but they do not guarantee it will work flawlessly on every current Windows version or hardware configuration.
Total Annihilation: for real-time battles shaped by terrain
Total Annihilation suits players who want tactical decisions to unfold across a larger, continuously active battlefield. GOG and Steam describe it as a 1997 real-time strategy game with 3D units and terrain. GOG specifically calls out high ground as consequential, so positioning is part of the battlefield problem rather than merely a visual backdrop.

The “destructible worlds” appeal is real but bounded. GOG describes destructible objects such as trees, which can be used to gather energy or left to become part of battle damage. It also says wreckage can be harvested for metal or destroyed in later fighting. This is environmental interaction, not evidence that every object, structure, or map element can be destroyed.
What “play today” does—and does not—mean
GOG currently lists both recommended games, which gives readers a digital storefront route to the classic titles. For Jagged Alliance 2 Classic, the listing also states offline play and DRM-free status. A listing is not a compatibility test: the available product information does not establish broad support across modern operating systems and hardware, nor does it verify how either game performs on a particular PC. Check the current edition details and compatibility information for your own setup before buying.

A qualified adjacent option
X-Com: Apocalypse is another 1997 PC game worth noting if you are browsing for tactical or RTS-tagged titles. GOG’s listing metadata identifies it as a 1997 release and includes tactical and RTS tags; those details alone do not establish enough about its mechanics to recommend it on the same specific grounds as the two games above.
