Handsome Jack
Jack takes the top spot for the way humor and menace reinforce each other. His rise and fall sit near the center of Borderlands 2’s story, giving him more narrative influence than a villain who simply appears as a final obstacle. The official Borderlands collection page frames the series in part through Jack’s rise and fall; GamesRadar’s ranking of the games also judges the later villains less memorable than Jack’s. That comparison is a critic’s opinion, not evidence of a universal fan verdict. The ranking recognizes Jack’s effectiveness as a character, not the morality of his actions.

Claptrap earns second place through a distinctive comic identity and an enduring presence. Rhys
Rhys is one of the two narrators of Tales from the Borderlands, a story set between Borderlands 2 and Borderlands 3, according to 2K’s series overview. A Hyperion employee who aspires to replace Handsome Jack, he gives the spin-off a useful mix of ambition and comic self-importance. The choice-driven format lets his perspective and decisions matter in ways that a supporting role in a looter-shooter might not.

Moxxi has enough recurring visibility to rank among the series’ most recognizable characters: 2K lists her among familiar returning figures in its Tales launch announcement. The Borderlands 4 page also describes her as an entrepreneur known for provocation and fighting who adapts her services business on Kairos. Is Handsome Jack the best Borderlands character?

- Memorability: Whether the character’s voice and comic or dramatic effect leave a distinct impression.
- Franchise presence: How significant the character is across games and spin-offs, while accounting for the different roles playable and supporting characters can have.
These criteria explain the order, but they cannot turn a subjective ranking into a definitive franchise-wide verdict. Official descriptions establish roles and recurring visibility; critic rankings provide individual perspectives rather than a fan poll.
