Vivi Ornitier is a blue-red spellslinger commander: cast inexpensive noncreature spells to grow Vivi, deal one damage to every opponent, and—once on your turn—turn Vivi’s power into blue and/or red mana. A good build gives you enough cheap spells to trigger that engine, plus card draw, protection, interaction and a way to finish the game. The exact card choices depend on budget and how powerful your playgroup wants the deck to be.
How Vivi Ornitier’s abilities work
Vivi costs {1}{U}{R} and enters as a 0/3 Legendary Creature — Wizard. Whenever you cast a noncreature spell, you put a +1/+1 counter on Vivi and it deals 1 damage to each opponent. Vivi also has a {0} ability that adds blue and/or red mana equal to its power, but you can activate it only during your turn and only once each turn. Wizards’ FINAL FANTASY release notes clarify that the mana ability does not use the stack, while the triggered ability resolves before the spell that caused it to trigger.

That timing has a useful consequence: even if an opponent counters your noncreature spell, Vivi’s trigger still resolves. The trigger is already separate from the spell, so it can add a counter and deal damage before the spell is countered. The spell itself still needs to resolve to provide its own effect.

Casting noncreature spells first can increase Vivi’s power before you activate the ability, letting it produce more mana that turn. It is not an unlimited ritual: you only get one activation during your turn, and the ability does not provide mana on an opponent’s turn.

Commander deck rules and color identity
A Commander deck has exactly 100 cards, including its commander, and is singleton except where a card’s text allows otherwise. Every card in the 99 must fit the commander’s color identity. Vivi’s identity is blue-red, so cards with white, black or green in their color identity are not legal in the deck. Commander games start each player at 40 life, and a player who takes 21 combat damage from the same commander loses the game. Wizards’ Commander format rules provide the format details; check the live banned list when building because card legality can change.
Build around five jobs, not a fixed card count
There is no single tested Vivi list or universal number of spells that fits every table. Instead, make sure your deck covers these jobs, then tune the balance to your budget, preferred play pattern and playgroup’s power level.

1. Cheap noncreature spells
Low-cost instants and sorceries let you trigger Vivi without spending your whole turn on one spell. Cantrips—spells that replace themselves by drawing a card—are especially useful because they trigger Vivi while helping you find the next spell. Opt, Ponder, Preordain and Brainstorm are examples of selection spells found among popular Vivi choices.
2. Card flow
Vivi wants a steady supply of spells to cast. Add enough draw and selection to keep your hand from running empty after a few triggers. Look for effects that fit naturally into your turns; a spell that draws a card while advancing your plan is generally more useful than a narrow payoff that does nothing on its own.

- At MTG Decks & More we have a combined 50+ years experience building and playing decks from standard to modern to commander (and more!) at both a competitive and casual level. We build powerful, fun decks. For sale is a 100 card custom MTG izzet Vivi Storm/Spellslinger commander deck.
- This deck is an absolute blast to play. The deck focuses on combining Vivi and other burn effects with a huge number of efficiently costed spells to quickly burn out your opponent.
- First, the deck casts a number of powerful creatures with strong abilities that trigger off of spells. These include cards such as Vivi (Burn, +1/+1 counters, mana acceleration), Caldera Pyremaw (+1/+1 counters, burn), Niv-Mizzet (burn, card draw), Talrand (2/2/ tokens), Veyran (+1/+1 counters, copies triggers), Coruscation Mage (burn), Electrostatic Field (burn), Firebrand Archer (burn), and many more!
- The deck then adds a number of efficiently costed spells to quickly build counters on Vivi, draw cards, and immediately put massive pressure on your opponents. These include cards such as Crash Through, Enter the Enigma, Expressive Iteration, Faithless Looting, Sleight of Hand, Grapeshot, Slip Through Space, Strike it Rich, Consider, and more!
- As Vivi quickly gains counters, the deck also features a handful of devastatingly powerful mid- and late-game spells that can be case with this mana such as Epic Experiment (freely cast many instants/sorceries), Finale of Revelation (draw, untap), Mind's Desire (draw/storm), Mizzix's Mastery (reanimate spells).
3. Interaction
Counterspells and other answers help stop threats that would disrupt your engine or end the game. Counterspell is a straightforward example. Remember that Vivi still triggers when you cast a noncreature spell that an opponent later counters, but that does not make it worthwhile to spend cards carelessly: you still want your spells to accomplish something.
4. Protection and mana development
Vivi is central to this plan and will often attract removal. Swiftfoot Boots is one example of a protection option in popular lists. Include enough lands and other mana development to cast Vivi and continue deploying spells; the commander’s one-per-turn mana ability is helpful, but it is not a substitute for the deck’s normal mana base.

5. Payoffs and a way to close
Vivi’s repeated damage can pressure every opponent, while the counters make Vivi a growing combat threat. Cards such as Guttersnipe, Harmonic Prodigy, Veyran, Voice of Duality and Storm-Kiln Artist appear as synergistic options in Vivi lists. Choose payoffs that support the kind of game you want: a casual build can lean on value, incremental burn and combat, while a faster storm or combo build can pursue explosive turns. Combo-focused choices are optional, not a requirement for a functional deck.
Which Vivi cards are popular—and what the numbers mean
EDHREC’s Vivi core-spellslinger page showed 113 decks in its user-set bracket view when accessed October 8, 2026. The page’s tags included Spellslinger (113 decks), Burn (47), +1/+1 Counters (25) and Storm (15). Those tags describe submitted deck themes; they do not mean every Vivi deck must use each plan.

Choose a build that fits your playgroup
Casual value and burn
Use cantrips, flexible interaction, protection and a selection of repeatable damage or combat payoffs. This approach makes Vivi’s triggers useful without requiring a single all-or-nothing turn. It is a natural starting point if your group prefers games where players develop their boards and exchange resources over several turns.
Storm or combo
A storm-leaning build tries to cast many spells in one turn and can use cards such as Veyran or Storm-Kiln Artist to support that plan. Combo choices can raise a deck’s speed and intensity, so discuss expectations with your group before including them. A commander’s popularity in storm lists does not make a combo package mandatory.
