How this ranking defines “best”
There is no objective measure that settles who is the best clown in gaming. This is an editorial ranking, not a popularity poll or a complete census of every game character. Entries are judged by four considerations: how much they matter to the story, how memorable they are, how strongly they draw on clown or jester imagery, and how effectively that identity serves their role.
The scope includes characters who appear in games even if they originated elsewhere, so the Joker qualifies with that distinction made explicit. It also includes clown-coded jesters, while keeping their differences in view: a horror clown is not quite the same character type as a courtly-looking villain.
Top video game clowns, ranked
1. Kefka Palazzo — Final Fantasy VI
Kefka is the clearest fit for the top spot. Square Enix’s Final Fantasy portal calls him a “cruel clown” and describes him as a diabolical mage in the Gestahlian Empire. After being granted magical powers artificially, he becomes cruel enough to earn the hatred of even imperial soldiers; he helps the Emperor invade countries and capture espers. That combination of explicit clown imagery, personal menace, and a substantial role in the conflict makes him more than a memorable look or a one-scene scare.

2. The Joker — Batman games
The Joker is an obvious contender if a list includes game appearances by characters born in another medium. DC calls him the “Clown Prince of Crime” and identifies him as one of Batman’s major nemeses. His movement between prankster and murderer gives the clown persona a volatile role in the stories he inhabits. He ranks highly on recognition and character identity, but the comics-origin caveat matters: he is not a character who originated in video games.

3. Beppi the Clown — Cuphead
Beppi represents the horror-clown side of the category: a boss encounter built around an unnerving clown image rather than a villainous jester defined chiefly by political or narrative power. Game Informer included Beppi in its 2017 feature “The Six Freakiest Clowns In Gaming,” which is useful evidence of his place among notable creepy game clowns—not proof of a definitive ranking. On this list, his strength is concentrated in the horror and memorability criteria.
Why clown, jester, and horror-clown entries are not interchangeable
Clown imagery can signal very different things in a game. Kefka’s clown identity accompanies a cruel imperial mage; the Joker’s is tied to a criminal nemesis who swings between joke-making and murder; Beppi belongs to the horror-clown tradition. A villainous jester may share theatrical dress or mannerisms without being a literal clown, while a horror clown may be memorable primarily for a frightening encounter. Comparing them by role as well as appearance keeps the ranking from flattening distinct character types into one label.

Who is the best clown in gaming?
By the criteria used here, Kefka Palazzo is the best overall choice: he is explicitly called a clown by the official Square Enix character page, and his identity is tied to a consequential villainous role. The Joker is a strong cross-media inclusion, while Beppi is a standout when the question is specifically about frightening clowns. A different weighting—such as prioritizing horror encounters or cultural recognition—could produce a different order.
