Build Fuuka as a scaling support, not as a conventional on-field damage dealer. Raise Attack to strengthen Radiant Power, critical damage to strengthen Spirit Wave, and then add enough survivability and consistency for the encounter. Her best teams pair one clear carry with sustain and a second support function, while Wonder fills whichever gap remains: healing, buffs, debuffs, burn or other elemental enabling.
There is no single universal Fuuka lineup. An area-of-effect team, a single-target boss team and an S.E.E.S.-focused team ask different things of her cooldowns and Backup Character. The recommendations below show how to choose the carry, support package and rotation that fit each fight.

Fuuka’s role in Persona 5: The Phantom X
Prydwen lists Fuuka Yamagishi as a five-star Unknown-element character with the Elucidator job and Lucia as her Persona. Her value comes from party-wide scaling, burst-window buffs and Navigator utility rather than repeated personal attacks.
Navigator support and Oracle Shift
At Awareness 0, Fuuka can select one non-Wonder ally as a Backup Character. She spends Wish Listener to use Oracle Shift, making that selected ally active. The backup copies applicable status effects from the current character, activates its start-of-battle effects the first time it enters, and then follows the game’s cooldown handling after activation. This makes the choice more important than simply picking the ally with the highest sheet damage: you want an entrant whose effects and statistics improve the team at the moment you need them.

Because the backup must be a non-Wonder ally, decide the selection around the rest of the roster rather than treating Wonder as a possible backup. Fuuka’s Compassion passive also uses the selected backup’s statistics, so a well-built backup improves both the activation plan and Fuuka’s party contribution.
What Fuuka is not
Fuuka is not the team’s primary carry. Her four-Ally-Action skills consume a meaningful part of the support rotation, and her strongest effects scale from her own Attack or critical damage. Keep a dedicated damage dealer on the field for the burst window while Fuuka supplies the conditions that make that window worthwhile.
Fuuka build priorities
Fuuka’s two main buffs scale from different statistics. Attack improves Radiant Power; critical damage improves Spirit Wave. Her passive Stat Buff then gives the party stats equal to 20% of Fuuka’s stats, so investment in either offensive stat has a secondary team-wide benefit. Survivability and consistency are sensible secondary goals when a fight is long enough to punish a fragile support.

| Mixed support | Attack and critical damage | Both principal buffs remain useful, and Stat Buff passes 20% of Fuuka’s stats to the party. | General-purpose rosters or accounts that alternate AoE and boss teams. |
| Long-fight reliability | Survivability and consistency after offensive thresholds | A support who remains active can continue supplying buffs, cleansing and recovery. | Encounters where incoming damage or repeated mechanics outlast one burst. |
Radiant Power
Radiant Power costs four Ally Actions. It buffs party Attack and party damage for two turns and grants one Wish Listener stack. Published Prydwen figures show the buff reaching 40.0%, 44.0%, 44.8% or 48.8% Attack and 32.0%, 35.2%, 35.8% or 39.0% damage across four listed levels, with the exact result depending on skill level and Fuuka’s Attack scaling. Treat those figures as level-specific values from Prydwen’s 2026 page access, not as a universal value at every investment level.
Use Radiant Power when the carry can exploit both parts of the buff during its two-turn duration. Spending four Ally Actions without a planned damage window wastes part of its value, particularly in modes with a six-turn limit.
Spirit Wave
Spirit Wave also costs four Ally Actions. It buffs party critical damage for two turns according to Fuuka’s critical-damage stat. At the published levels, the critical-damage increase reaches 40.0%, 44.0%, 44.8% or 48.8%.
Spirit Wave also provides conditional emergency utility: it can cleanse a mental ailment, restore 15% of maximum HP to a critically injured ally, or restore 30 SP to the ally with the lowest SP when the relevant condition is met. These effects do not replace a dedicated healer in a high-damage encounter, but they can prevent a failed rotation when the team is one cleanse, heal or skill cast short.

Fuuka’s passives
- Stat Buff: increases party stats by 20% of Fuuka’s stats, which is why offensive investment benefits the whole group rather than only Fuuka’s own skills.
- Benevolence: after an ally uses Theurgy or HIGHLIGHT, the party gains 24% critical damage for two turns. Plan the trigger so this two-turn effect overlaps the carry’s damage sequence instead of expiring before it acts.
- Compassion: grants the party stats equal to 4.5% of the selected Backup Character’s stats. This makes the backup’s build relevant even when that character is not the main on-field attacker.
How to choose the Backup Character
At Awareness 0, choose one non-Wonder ally whose entry effects, status package and statistics are useful at the exact point Oracle Shift activates. The strongest choice changes with the team objective.

For a burst carry
Select the carry or a support whose start-of-battle effects improve the burst sequence. Oracle Shift copies applicable status effects from the current character and activates the backup’s start-of-battle effects on its first entry, so timing matters more than selecting a character that is merely strong in isolation.
For Compassion scaling
Favor a backup with strong relevant statistics because Compassion transfers 4.5% of that character’s stats to the party. This is a team-stat decision, not just an activation trick: a well-invested backup increases the value Fuuka supplies before the carry begins its main rotation.
For encounter utility
If the fight is defined by a mental ailment, SP shortage or a specific elemental or ailment requirement, choose the backup that helps the team survive or meet that condition. Do not force the same backup into every encounter; Fuuka’s design rewards adapting the selected ally to the fight.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe team-building framework
Item Level Gaming’s June 28, 2025 team guide recommends beginning with one main damage dealer, then adding buffs, debuffs and sustain. The community Player’s Guide likewise argues that role becomes more important for long-term building than elemental affinity. In practice, build around a carry first and use Fuuka and Wonder to complete the support package.
1. Pick the damage profile
Maintain at least one area-of-effect team and one single-target team when your roster allows it. Area damage clears groups efficiently; single-target damage handles bosses and high-health targets. A team can be excellent in one profile and awkward in the other, so do not judge Fuuka by a lineup that asks the wrong carry to solve the encounter.
2. Add sustain before extra damage
Choose a healer, defensive unit or other sustain source appropriate to the incoming damage. Fuuka’s conditional recovery through Spirit Wave is valuable insurance, but it is not a reason to remove the only dependable sustain from a team that needs healing every cycle.
3. Add the missing support function
The final support slot should supply whichever of these the carry lacks: a damage buff, defense reduction, healing, burn or another elemental/ailment enabler. Wonder is especially flexible because Wonder can equip Personas for healing, burn, buffs or debuffs and patch roster gaps.
4. Check the rotation length
Many endgame modes use six-turn limits, according to the community guide. A support lineup that looks powerful on paper can underperform if Radiant Power, Spirit Wave, Oracle Shift and the carry’s own burst do not fit inside those turns. Count the Ally Actions required for Fuuka’s four-action skills and reserve the turns in which their two-turn buffs will matter most.

| Archetype | Carry or focus | Sustain | Additional support | Fuuka and Wonder plan |
|---|---|---|---|---|
| General-purpose carry team | One primary DPS | One sustain or defensive unit | One buffer or debuffer | Fuuka supplies the burst buffs and Backup Character activation; Wonder fills the missing healing, buff, debuff or elemental utility. |
| AoE fire example | Ann/Panther | Lufel or another healer | Burn or fire amplifier such as Key when available | Fuuka supports the AoE window; Wonder carries Attack and debuff/burn Personas. The beginner guide also lists Leon as an offensive flex or Shun/Soy for durability. |
| Single-target boss example | Fleuret or another single-target Assassin | Mona or another sustain unit | Leon as a damage buffer | Fuuka times Attack and critical-damage buffs to the boss cycle; Wonder carries a buff and defense-debuff package. |
| S.E.E.S.-linked carry | An S.E.E.S. carry or a non-S.E.E.S. HIGHLIGHT carry | Encounter-appropriate sustain | Support chosen to keep the relevant energy and damage cycle active | Use Holy Prayer according to whether its main target is S.E.E.S. or not, then align the resulting Theurgy or HIGHLIGHT damage increase with the carry’s long cooldown. |
General-purpose carry team
The safest default is Fuuka plus one primary DPS, one sustain or defensive unit and one buffer or debuffer, with Wonder supplying the missing utility. This structure preserves damage, recovery and flexibility instead of overloading the roster with supports that cannot finish an encounter.
Use Radiant Power when the carry’s Attack-based burst is ready, or Spirit Wave when the carry’s critical-damage sequence is the stronger payoff. If the team’s damage dealer is not ready, keep building the rotation rather than spending both four-action skills merely because they are available.
AoE fire team
Ann, also called Panther, is the clearest AoE example in the guides. Pair her with Lufel for healing, burn and Attack support, then add a fire or burn amplifier such as Key when that character is available. Fuuka handles Navigator support and the burst buffs; Wonder can equip Attack and debuff/burn Personas to close the remaining gap.
Recommended Free Tools
The community example lists Panther, Cattle, Key, Phoebe and Wonder as a fire-AoE package. The beginner-oriented version lists Ann, Lufel and Wonder, with Leon as an offensive flex or Shun/Soy when durability is the priority. These are different ways to solve the same problem: keep the AoE carry supplied with amplification while retaining enough recovery to survive the stage.
Single-target boss team
For a boss, use a single-target Assassin such as Fleuret, pair it with Mona or another sustain unit, and add Leon or another damage buffer. Wonder should carry a buff and defense-debuff package so the boss window benefits from both Fuuka’s party buffs and reduced defenses.
Do not copy the AoE fire lineup into a boss fight simply because its characters are developed. A single-target team needs its support turns to coincide with the Assassin’s high-value attacks, and excess area-focused enabling may not improve that cycle.
S.E.E.S.-linked team
Fuuka’s Holy Prayer creates a specific composition decision. When its main target is an S.E.E.S. member, it restores 35 Theurgy Energy and increases Theurgy damage. When the target is not S.E.E.S., it instead restores 35 HIGHLIGHT Energy and increases HIGHLIGHT damage.
Choose the carry around that branch: use an S.E.E.S. carry when you want the Theurgy path, or a non-S.E.E.S. HIGHLIGHT carry when the HIGHLIGHT path is more valuable. Because Holy Prayer has a long cooldown, plan the team so the energy restoration and damage increase land on the cycle that matters rather than being triggered during a low-output turn.

Rotation planning in six-turn content
Exact action order depends on the carry and encounter, but the following framework keeps Fuuka’s effects from drifting away from the damage window.
- Identify the winning window. Decide whether the fight is won by an AoE clear, a boss attack sequence, Theurgy or HIGHLIGHT. This determines whether Radiant Power, Spirit Wave or Holy Prayer gets priority.
- Establish required effects first. Apply the debuff, burn or other enabling status that the carry needs. If the support package has a start-of-battle effect, account for the first Oracle Shift entry before spending the key buffs.
- Activate Oracle Shift deliberately. Spend Wish Listener when the selected backup’s copied status effects and entry effects will influence the carry’s cycle. Avoid treating Oracle Shift as a filler action simply because a stack is available.
- Spend four Ally Actions on the correct Fuuka buff. Use Radiant Power for an Attack-and-damage window or Spirit Wave for a critical-damage window. Both last two turns, so the carry should be able to act inside that duration.
- Trigger Benevolence at the right time. After an ally uses Theurgy or HIGHLIGHT, Benevolence supplies 24% party critical damage for two turns. Schedule that trigger so it overlaps the same burst rather than preceding it by several turns.
- Use emergency effects only when they solve a real problem. Spirit Wave’s conditional cleanse, 15% maximum-HP recovery or 30 SP restoration can rescue a rotation, but spending the skill for a minor benefit may delay the larger damage window.
- Reserve the long cooldown. Holy Prayer’s energy and damage increase are strongest when they feed the chosen Theurgy or HIGHLIGHT cycle. In a six-turn stage, map that cycle before the battle starts.
Choosing between Attack and critical-damage investment
If you are deciding which offensive stat to emphasize, start with the buff your main team actually uses. Attack is the direct scaling stat for Radiant Power, whose two-turn effect includes party Attack and damage. Critical damage is the direct scaling stat for Spirit Wave, whose two-turn effect raises party critical damage. A mixed build is the safer account-wide choice when you regularly switch between an AoE roster and a boss roster.
There is no evidence that one stat universally replaces the other. The correct choice depends on whether your carry can exploit the corresponding buff, whether the team reliably produces critical hits, and whether the encounter gives Fuuka enough Ally Actions to cast the skill before the burst. Stat Buff’s 20% transfer means both stats also contribute indirectly to the party.

Building Fuuka like a primary DPS
Symptom: Fuuka has offensive investment but the carry receives no properly timed support.
Fix: Treat her Attack and critical damage as scaling for Radiant Power and Spirit Wave. Keep a dedicated carry responsible for finishing targets and spend Fuuka’s four-action skills around that carry’s window.
Using only one team profile
Symptom: An AoE lineup stalls against a boss, or a single-target lineup takes too long to clear groups.
Fix: Maintain separate AoE and single-target cores when possible. Item Level Gaming specifically recommends having at least one of each.
Skipping sustain for another damage slot
Symptom: The team wins its first burst but collapses before the encounter ends.

Fix: Add a healer or defensive unit before adding a marginal damage amplifier. Spirit Wave’s conditional recovery is useful as a safety valve, not a full replacement for dependable sustain.
Ignoring Wonder’s flexibility
Symptom: The roster has Fuuka and a carry but lacks healing, a defense debuff or burn enabling.
Fix: Change Wonder’s equipped Personas to supply the missing function. Wonder can cover healing, burn, buffs or debuffs, allowing Fuuka to remain focused on scaling support.

Activating buffs outside the damage window
Symptom: Radiant Power or Spirit Wave expires before the carry performs its important attacks.
Fix: Count the four Ally Actions, place Oracle Shift and the required debuff first, then cast the two-turn buff only when the carry can act during its duration. The same timing rule applies to Benevolence after Theurgy or HIGHLIGHT.
Selecting a backup without checking its entry value
Symptom: Oracle Shift activates, but the backup contributes little to the intended cycle.
Fix: Reconsider the selected non-Wonder ally. Check which status effects are copied, what start-of-battle effect activates on first entry and whether the character’s statistics make Compassion’s 4.5% transfer worthwhile.

- Which sustain source keeps that carry alive for the required number of turns?
- Does the team need buffs, defense debuffs, healing, burn or another elemental/ailment enabler?

- Can the support rotation fit inside the mode’s six-turn limit?
Final recommendation
Start with Fuuka, one proven carry and one reliable sustain unit. Add a buffer or debuffer, then configure Wonder to cover the missing utility. Build Fuuka with Attack when Radiant Power is the team’s main payoff, critical damage when Spirit Wave is the priority, or both for a flexible roster.
