If you missed Middle-earth: Shadow of Mordor, play it first: it is the direct predecessor to Shadow of War and the closest choice for more of the same story world. If you have already played it, choose by what you want to keep: Ghost of Tsushima Director’s Cut for open-world stealth and melee, Assassin’s Creed Valhalla for a broader historical action-RPG, or the Batman: Arkham series for counter-focused combat. None of the alternatives here is established as a substitute for Shadow of War’s Nemesis system.

1. Middle-earth: Shadow of Mordor — the natural first choice
If you have not played it, start here. Shadow of Mordor is the direct predecessor, so it continues the same broad Middle-earth setting and provides the earlier chapter of Talion’s story. It is a closer fit than any change-of-franchise recommendation because it does not ask you to trade the setting for a merely adjacent style of play.

2. Ghost of Tsushima Director’s Cut — for stealth, exploration, and melee
Choose this if what you want is a different open world built around direct combat and stealth. PlayStation describes Ghost of Tsushima Director’s Cut as an open-world action adventure featuring katana combat, ranged combat, stealth tactics, and exploration. Its setting is feudal Japan, not Middle-earth, and it should be understood as a neighboring action-adventure rather than a Nemesis-system alternative.

3. Assassin’s Creed Valhalla — for a broader historical action-RPG
Valhalla is the better fit if your priority is moving into a large-scale historical RPG rather than finding a close mechanical twin. Ubisoft describes it as using advanced RPG mechanics and lists Xbox Series X|S, Xbox One, PS5, PS4, Amazon Luna, Epic Games Store, Ubisoft Store, Steam, and Ubisoft+ on its official page.

4. Assassin’s Creed Odyssey — for naval combat and ship customization
Pick Odyssey if the prospect of historical exploration with ship-based play appeals more than fortress assaults and recruited armies. PlayStation’s game page describes customizing a ship and recruiting crew members with distinct perks for naval combat. That makes it a different kind of historical action-adventure, not a close answer to the distinctive enemy-rivalry loop in Shadow of War.

5. Batman: Arkham — for the combat rhythm
If your favorite part was landing counters and building into a wider set of combat moves, the Batman: Arkham series is a useful direction to explore. PC Gamer’s launch-era review compares Shadow of War’s combat to the Arkham mould and describes timing-based counters alongside an expanding moveset.
That comparison is about combat lineage, not a guarantee that a particular Arkham game matches Shadow of War overall. The reviewed sources do not establish which collection or edition is currently available for your platform or region, so verify the specific listing before purchasing.

Is there another game with the Nemesis system?
The reviewed sources identify the Nemesis system as a central feature of Shadow of War, but do not establish that any recommendation here implements an equivalent system. If emergent rivalries with enemies are the main thing you want, none of these should be presented as a direct substitute on the available evidence.
